"THAT the process of remediation for unsightly premises located within
the limits of the City of Revelstoke be established as follows:
1. Bylaw Enforcement
Officer to carry out on-site inspection of property and record details
of unsightliness prohibited by City of Revelstoke Unsightly Premises
Bylaw No. 1378. List to include chattel items if applicable.
2. Bylaw Enforcement
Officer to provide notice of bylaw contravention to owner and/or
occupier of property. Notice shall include the following information:

condition
of property and statutory authority to impose penalty;
-
list of
requirements (including chattel items) to rectify;
-
date for
action to be completed by the owner and/or occupier being a minimum of
fourteen (14) days from date of notice;
-
authority
to enter and perform outstanding items at the expense of the owner
and/or occupier in default of notice.
3. A copy
of the letter is to be forwarded to City crews at Public Works and/or
Parks and Recreation for scheduling of potential work order. Crew
Foreman to inform Bylaw Department if work can be scheduled immediately
following required cleanup date. In the event that City staff cannot
proceed as required, the Bylaw Enforcement Officer may schedule a
contractor.
4. Bylaw Enforcement
Officer to re-inspect and record condition of property on the first
available working day following the date for action to be completed.
5. If no action was
undertaken by the owner and/or occupier at the time of re-inspection,
the Bylaw Enforcement Officer will advise the City's cleanup crew(s)
or contractor (as the case may be) to proceed with the works as
scheduled. Once work is complete, an invoice for the cleanup is then
issued by the City to the owner and/or occupier for payment.
6. If
payment is not received by December 31st in that year, the unpaid
balance is then applied to taxes in arrears."
