EXTRACT
OF RESOLUTION: "THAT Council hereby
establish a policy on the process to purchase, locate and designate
responsibility for the maintenance of memorial benches and tables on
municipal lands.
PURPOSE:
To assist and encourage residents in the donation or sponsorship of
memorial benches and tables and to locate memorials in areas where
maximum public usage is achieved.
PROCESS:

All
requests for memorial donations or sponsorship require completion of
an application form.

Applications to be forwarded to Finance Department.
-
Completed applications to be forwarded to the Public Works Department
for processing. Applicants to identify type of memorial to be
purchased, the preferred location in accordance to the Location Plans
for Memorial Benches and the method of payment.

Staff to ensure that all portions of the application are completed
including:
-
Who memorial is to be ordered on behalf of;
-
Location where memorial is to be sited;
-
Type of material to be used for construction of
the memorial (wood or aggregate concrete).

A
fifty percent retainer is required by the City prior to the ordering
of a memorial.
-
Applicants are responsible for the ordering and purchase of brass
memorial plaques. Completed plaques are to be forwarded to the Public
Works Department for placement on memorials.

Plaques to be limited to a standard size (4" x 6") and shall not
contain wording that is obscene or offensive in nature.
PURCHASE
OPTIONS:

For the purchase of memorial benches, applicants
have a range of options available:

Donation
-
For the donation of a wooden 'revit' bench, a
fee of $1500.00 is required.
-
For the donation of an aggregate concrete
bench, a fee of $1400.00 is required.
-
The donation of an aggregate concrete bench may
be considered by more than one donor.

Sponsorship
-
To sponsor a wooden 'revit' bench purchased by the City, an
initial sponsorship fee of $500.00 is required.
-
A yearly fee of $50.00 will be assessed to the sponsor to assist
in the annual maintenance and repair of the bench.
-
Should a sponsor decide not to
continue with payment of the annual sponsorship fee, the City will
remove the sponsor's plaque.

No sponsorship fees are required when a memorial
bench is donated under Option (a) above.

For the donation of all other memorials including
aggregate concrete tables, refuse containers or memorial trees,
applicants are required to pay the actual costs of the memorial.

Memorial benches that were donated prior to
adoption of this policy are not subject to the annual sponsorship fee
(Appendix I).

LOCATIONAL CRITERIA:

The location of all memorials shall be sited on
municipal property and in accordance to the Location Plans for
Memorial Benches. The plan for Revelstoke River Trail provides for the
siting of forty-two additional concrete bench locations (Appendix II).
The plan for the Downtown Core provides for the siting of 24 wooden 'revit'
benches (Appendix III).

All memorial benches and tables to be located on
the Revelstoke River Trail and adjacent to residential areas shall
have a minimum setback of 15.25 metres (50 feet) from the property
line and have a minimum separation between benches of 15 metres (50
feet).

A grouping of two or more memorial benches may be
considered in certain instances, particularly in relation to the
creation of a node where picnic table(s) are to be located.

The location and placement of all memorial benches
and tables on municipal land are to be recorded and reviewed annually
by the Public Works Department.

The City will not be responsible for the purchase,
placement or maintenance of memorial benches located in contravention
to the terms of this Policy.
RESPONSIBILITY OF CITY:
-
The Public Works Department is responsible for the
purchase, location and installation of memorial benches and tables.
-
The City reserves the right to determine the level
of maintenance required depending on budget availability. Maintenance
includes the cleaning, re-staining or repair of memorials as
determined by the City.

The City reserves the right to remove any memorials
that may interfere with snow removal operations."
