A Development Variance Permit (DVP) is a type of development approval given by Council to vary the provisions of a wide variety of bylaws including zoning, subdivision, parking and works and services. 

Development Variance Permits, however, do not include variations in land uses, density of development or flood control requirements.

Development Variance Permits may be granted when the application appears to be reasonable and maintains the intent of the bylaws. DVPs are most commonly sought for, but not limited to, the following provisions:

1. relaxation of setbacks
2. increased building heights
3. increased building area lot coverage
