A Guide to developing within a
Development Permit Area

Selected areas within the City of
Revelstoke have been designated as development permit areas. Each area
has a stated purpose. The purposes can range from protecting the natural
environment to providing guidelines for commercial development. To make
sure that development in the area is consistent with the area’s goal,
development permits are required.
When to get a development
permit
Development permits only apply to areas located within an area
designated as a Development Permit area. Refer to Schedule E of the
Official Community Plan (displayed in the Planning Dept.) or ask Staff.
For these areas, a development permit is required before you begin your
project. This includes any new construction, signs, façade changes,
building additions, or building alterations.
What to do before you apply
Step 1: Find what
Development Permit Area your property is within.
Each development permit area has
guidelines, which are available in the Official Community Plan. Council
will use the guidelines in making their decision on the permit.
Step 2: Begin to
prepare your Application
What you need for an
application
A complete list of what is required for your application is listed in
the Submittal Checklist and Site Plan Checklist, including applicable
fees. The checklists are available at the Planning Department Front
Desk. Your application must be complete before Staff can accept your
application.
When you can use the Sign and
Façade Design Program
Each development permit application is required to have a coloured
rendering showing your proposal. All businesses within the City and
residences identified in the Heritage Inventory are eligible to apply
for the Sign and Façade Design Program. Limited funding is provided to
assist in hiring a Heritage Consultant, who will help you with colour
schemes and provide a coloured rendering.
The City may be able contribute up to
$500 for commercial and $300 for residential for this purpose, if
funding is available.
What happens to your
application
Your complete application will be reviewed by Staff. A technical report
will outline the proposal in terms of the Development Permit Areas’
criteria and past precedent.
The report will be reviewed at the
next available Planning Committee meeting (Monthly meetings).
Applications are processed in order received and only complete
applications will be accepted.
The Planning Committee will make
recommendations to Council. At the next meeting (bi-weekly), Council
will approve, deny or require changes to the proposal.
If Council decides to approve the
permit by resolution, Staff will prepare a development permit, which the
owner will need to sign. We will notify you when your permit is ready
for signature. A notice will be placed on title after the Development
Permit is formally executed.
Please note Council may also require
security for unsafe conditions or landscaping, if this is relevant to
the project.
Frequently Asked Questions
How
long will it take to process my application?
Processing times vary. Meeting schedules, Staff workload and complexity
of the project factor into how quickly the application can be processed.
You can expect your application to take at least 4-6 weeks.
Are
my neighbours going to be notified?
Typically, your neighbours will not be notified. However, Council has
the option to require advertising for your permit. Generally more
complex or larger projects will require notices.
Can
I go to the meetings?
Yes, you can attend the meetings. Please notify Staff of which meetings
you would like to attend.
What
happens if my application is denied?
If your application is denied, you can reapply six months after the
refusal date.
