A GUIDE TO THE MUNICIPAL
APPROVALS PROCESS

Introduction |
|
British Columbia's
Local Government Act gives the City of Revelstoke the power to control
land use and property development within city limits. This serves to
protect land values, your community, the environment, and to ensure that
an attractive and livable city is maintained and enhanced over time.
This handout provides
some basic information which will help you prepare an application to
develop or change the use of your property in the City of Revelstoke.

Common
Types of Applications |
1. Development Permit Application
if you wish to build, rebuild or add to an existing structure within
areas designated as development permit areas in the Official Community
Plan (OCP).
2. Rezoning Application
if you wish to change the permitted use of property (e.g. from
residential to commercial).
3. Subdivision Application
if you wish to divide property into smaller lots or to consolidate two
or more lots into one.
4. Building Permit Application
required for the construction and renovations of all buildings and
structures.
5. Other Types of Applications
include Development Variance and Temporary Use Permits, Agricultural
Land Reserve Exclusions, etc.

Preparing
the Application |
|
Staff in the Planning,
Building and Bylaw Enforcement Department and Public Works Department
will be able to answer some of your questions but you will also need to
do some research on your own.
Depending on the complexity
of your proposal, you may need to seek the services of a registered
planner, engineer, architect or land surveyor to assist you.
To prepare a complete
development application, you will need to review city guidelines,
policies and bylaws such as:
- Official
Community Plan
- Zoning
Bylaw (including Amendments)

Development Permit Areas and Guidelines
- Building
Code and applicable Bylaws
- Servicing
requirements (including sanitary sewer, water, storm drainage and
roads)
You should also submit
all required applications which may include the following:
- Rezoning
Application

Subdivision Application
-
Development or Development Variance Permits
- Other
Applications

Also
Remember to |
- Make sure the legal property owner signs the required authorization forms and that a recent Certificate of Title is attached.
- Include at least
three copies of your site or building elevation plan, plus one set
of drawings reduced to 11" x 17"
- Depending on the
type of development, applicants may be required to provide the
following information:
- address and legal
description
- contours
- air photo
- zoning map
- proximity of improvement on
adjacent properties
- digital files (AutoCAD
format)
- Architectural design
drawings (incl. elevations, project statistics, floor plan, site
plan, parking, etc.)
- All plans shall
be prepared to scale in accordance with standard drafting practices.
- Attach brief
description of the proposed development that you are requesting.
- Indicate phasing
of your project (if any).
- Attach
Landscaping Plans to scale showing:
- the number, type, size of
existing and proposed plant materials
- the proposed treatment of
other surfaces on the site
- the proposed treatment of
the street boulevards

After
Preparing Your Application You Will Need To |
- Pay all
application fees that are required.
- Learn how the City
considers applications once they are submitted and about how long it
may take for Council to make a decision.
- Let the City
Planner know if you wish to make a presentation to Council or the
Planning Committee.
- Obtain approval
from other agencies (where applicable) such as the following:
- Ministry of Water, Land and
Air Protection
- Ministry of Health Services or
the Public Health Inspector
- Ministry of Agriculture, Food
and Fisheries
