OCP UPDATE
PRESENTATION & TREVOR BODDY PRESENTS "The Architecture of Resorts" (September
12, 2007)
Please
join the City of Revelstoke in the next step in the development of a new
Official Community Plan (OCP).
An OCP is the guiding document for the
City’s long term land-use, socio-economic and environmental decision
making.
In March 2007, the City hosted a public
meeting, kicking off the OCP review. The goal was to hear, share and map
ideas about Revelstoke’s future. Concepts gathered were further refined
during the May stakeholder’s workshops and a subsequent public meeting.
Working with this information, the City’s consultants drafted a detailed
assessment of the many social, economic, and environmental factors and
issues affecting Revelstoke. Further, a draft policy framework for the
Official Community Plan has been assembled. The next opportunity for the
community to view and comment on this stage of the OCP is proposed for
the evening of September 12, 2007.
The consultants’ presentation of the
findings and a community open house/questionnaire frame a discussion by
architectural critic, consulting urban designer and author, Mr. Trevor
Boddy focused on the “Architecture of Resorts”. The OCP
presentation/open house/questionnaire will be provided both before and
following (repeated) Mr. Boddy’s talk.
Here are the dates, times and agendas
for upcoming OCP meeting. Please plan to attend this important event.

COMMUNITY AND STAKEHOLDER INTEREST
WORKSHOPS (May 29 - 30)
The
City of Revelstoke is currently undertaking a comprehensive review of
its Official Community Plan (OCP). The OCP is the municipal planning
instrument that guides the City’s long-term landuse, socio-economic and
environmental decision making. In early March of this year, a project
kick-off meeting was held to hear from the community about their
preferred future for Revelstoke through idea sharing and mapping
sessions. The consulting team, assisting the City in the development of
a new OCP has compiled the comments received from the community and has
posted the results on the City’s website
www.cityofrevelstoke.com (see link to New OCP).
COMMUNITY AND STAKEHOLDER INTEREST WORKSHOPS (MAY 29TH AND 30TH):
The next phase in the development of the new OCP is working with local
stakeholders to further define the preferred directions and priorities
for future neighbourhood and community design. These elements will be
the focus for a series of workshops on May 29th and 30th where
representatives of local stakeholder groups will help guide decisions
about the future form and substance of this community. In addition to
the stakeholder groups who have already been invited, we are seeking
representation from Revelstoke’s neighbourhood areas to participate in
these workshops. If you have an interest in representing your
neighbourhood, please contact Dawn Levesque at the Planning Department (dlevesque@cityofrevelstoke.com
or 837-3637).
PUBLIC OPEN HOUSE AND DISPLAYS:
The results of these workshops will be reviewed and displayed at a open
house planned for:
Wednesday May 30th, 2007
7:00 – 9:00 pm
Revelstoke Secondary School
301 – 10th Street
The open house will include a project
overview from the OCP consulting team (scheduled at 7:30 pm) followed by
a presentation by Ken Kelly, General Manager of Downtown Victoria
Business Association and former member of Heritage Canada’s Board of
Governors, who will discuss the important elements and linkages between
historic preservation and the enhancement of downtown districts.
Please note that the OCP review is a 20
month process which will include many opportunities for residents and
stakeholders to provide input. You can submit your ideas and comments
anytime to the Planning Department or through the City’s website. Please
log onto:
www.cityofrevelstoke.com and click on the YOUR NEW OCP icon. The
website will include the presentation materials, input forms, and an
interactive message board. For additional information contact the
Planning Department at 250-837-3637.

PLANNING FOR YOUR FUTURE
Comprehensive Review of the Revelstoke Official
Community Plan March 8, 2007
On Thursday March 8th, the City of
Revelstoke hosted the first in a series of meetings intended to engage
residents in the review and update of Revelstoke’s Official Community
Plan. Thursday’s community meeting, orchestrated by staff and a
multi-disciplined consulting team involved an introductory presentation
of the proposed 20 month process together with an overview of the
planned community engagement initiatives as well as consideration of an
integrated sustainability framework. Those in attendance moved into
smaller discussions groups to share their ideas on a range of land use
and related issues together with mapping exercises of the city, their
neighbourhood and future growth areas.
The consulting team and staff also
spent several days last week meeting with community organizations and
interests, including a grade 11 social studies class at Revelstoke
Secondary and grade 5/6 and grade 5 classes at Mountain View Elementary
and Arrow Heights Elementary, respectively. The consultants are also
working with city staff and coordinating and sharing information with
the concurrent Community Development Action Plan initiative.
The next opportunity for
community-wide engagement will be in late May – while ongoing outreach
will continue throughout the planning process. Planning Director Hap
Stelling reinforces the City’s commitment “that the OCP update process
will be constantly finding approaches to engage all aspects of our
community to ensure the City will be able to effectively anticipate and
develop a strategic approach for Revelstoke’s future”.
Residents are able to obtain
background reports and ongoing information as well as submit individual
comments either on the city’s website
here or at the City Planning offices.

PLANNING FOR
YOUR REVELSTOKE
Get
involved in the future planning of Revelstoke and attend the March 8,
2007 Official Community Plan Kick-off Meeting
The City of Revelstoke has recently
embarked on an ambitious 20-month process to undertake a comprehensive
review and update of the community’s Official Community Plan. The
current Official Community Plan (OCP) is the City’s high level planning
instrument that identifies the community’s preferred vision for the
future together with corresponding goals, objectives, policies and
implementing actions. Since the current OCP was adopted in 1996,
Revelstoke has experienced new growth and development, including the
2005 Provincial approval of a new world-class four season resort. City
of Revelstoke Planning Director Hap Stelling, who will oversee the OCP
review and update, acknowledges that “the OCP update is overdue as
the cumulative effects of these underlying changes, along with the
transformative impact of the Revelstoke Mountain Resort development have
underscored the necessity for a new comprehensive plan that better
anticipates future community needs and sets in place a strategic program
to address them”.
In January City Council retained a
multi-disciplined consulting team to assist in the development of a new
OCP, led by the community and resort planning firm Brent Harley and
Associates Inc. together with Urban Strategies (community design and
policy), Creative Transportation Solutions (transportation), Western
Management Consultants (socio-economic trends and impacts), Dayton and
Knight (infrastructure), Holland Barrs Planning Group (sustainability)
and Cascade Environmental Resource Group (environment). An extensive and
integrated work program has been developed for the OCP review. The
consultants together with the community will prepare trend analyses of
past, present and future conditions considering social, economic and
environmental factors. This information will provide the basis for
exploring possible growth scenarios in context of Revelstoke’s heritage
and history, waterfront enhancement, affordable housing, alternative
transportation choices, sustainability frameworks, infrastructure,
neighbourhood planning, regional interests and resort development.
Fundamental to the development and
success of a new OCP is the need to reflect the collective will of the
people who have chosen to make Revelstoke their home. Communication and
outreach strategies have been developed to ensure the new OCP will
provide appropriate and interactive opportunities to provide meaningful
input throughout the duration of this planning process. The mechanisms
are intended to go beyond the traditional public meeting with receptive
and interesting formats including consultation through the City’s
website, community groups and stakeholders, speakers series and
interactive workshops.
The first opportunity to have a voice
in the process will be the OCP project kick-off meeting
Planning
For Your Revelstoke scheduled
for:
Thursday March 8, 2007
6:30 – 9:00 pm
Revelstoke Recreation Centre
600 Campbell Avenue
This meeting will offer an interactive
format where following a brief consultant presentation, the community
will move into brainstorming sessions to share their ideas and
expectations for Revelstoke’s future. Participants will also be asked to
develop maps of their neighbourhoods that will further inform the OCP
land use and design directions. Stelling stresses “It is our goal to
provide generous and engaging public consultation opportunities, that
bring the community together to discuss their future”.
The OCP review and update is also
being prepared in concert with the update of City’s Community
Development Action Plan.
