EXTRACT OF RESOLUTION:
The Council of the City of Revelstoke recognizes the value to the community of local clubs, groups, nonprofit organizations and charities maintaining a local office especially in their efforts to promote recognition of and tourism to the City and shall receive requests for grants-in-aid from such clubs, groups, nonprofit organizations and charities under the terms and conditions following in this policy resolution. The availability of grants-in-aid shall be subject to budgetary constraints and shall not be available for out of town events, unless it can be demonstrated that the City of Revelstoke will directly benefit from supporting such event.

GRANT-IN-AID CRITERIA:
1. A grant-in-aid may take the form of a tax exemption under the provisions of the Municipal Act, free or subsidized use of city facilities, in kind benefits or cash.
 
2. The total amount of grants-in-aid shall not exceed the total amount budgeted for the year.
 
3. The applicant must be able to demonstrate that the charitable event, local club, group or nonprofit organization would suffer undue hardship or would be unable to operate without City assistance.
 
4. Where funding is available to grant applicants from other governments or other agencies, the City expects that applicants will have exhausted all other sources before approaching the City for assistance.
 
5. Where local recreational clubs or other associations using City facilities, host a Provincial Championship event, Council may consider a grant to offset the rental of City facilities. The number of registrants shall be submitted to the City for verification of the grant request. The organization requesting the grant must be able to demonstrate a need for assistance.
 
6. Where clubs or organizations host conventions or special events, inviting and/or attracting out of town participants, Council may consider a grant, which may be monetary or in kind, to assist in the organizing or hosting of the event. Each application will be judged on its own merit and need.
 
7. The cost/benefit factor to the City must be taken into consideration when reviewing applications.
 
8. The approval of a grant-in-aid in one year does not of itself guarantee that funding will be available on an ongoing basis. Grant-in-aid recipients will have to reapply each year using the following method.

METHOD OF APPLICATION:
1. Applications for grants-in-aid shall be made in writing addressed to the Finance Committee by February 28 of the calendar year in which the grant is required (July 31 of the preceding year for tax exemptions).
  
2. The application shall state the reason for the request and a brief outline of the consequences if the grant is not approved.
  
3. All grant application shall declare requests that have been made to other governments/agencies - the amounts applied for and the amount expected to be received.
  
4. The request shall be accompanied by a copy of the applicant's most current financial statements together with a budget for the year to which the grant relates. Where the applicant does not produce this information as a matter of course, a statement as to how the grant will be expended will be sufficient.
  
5. All grant applications will be reviewed by the Finance Committee after the deadline and a recommendation forwarded to Council for ratification.
  
6. The Finance Committee/Council reserve the right to refuse, pay in full or prorate any or all requests as they deem fit and their decision shall be final.
  
7. All grant claims submitted after the deadline shall not qualify for review until the following year.
  
8. It is recognized that impromptu charitable events may arise during the course of a year and after the official deadline. Requests for assistance will be received by the Finance Committee and any grant approval will be subject to the constraint of remaining budget funds.
  
9. Grants-in-aid involving a cash payment will be disbursed on or after July 2nd in the year in which they have been approved.
