General Fund

General Fund Debt per Capita

The following chart identifies the level of debt outstanding in the General Fund at the end of 2000. Comparison figures are shown for 1998 and 1999. This debt is supported by taxes and other general fund revenue.

The above chart shows that Revelstoke’s General Fund debt was extinguished in 1999 but increased to about $725,000 in 2000 to finance road rehabilitation projects. Salmon Arm’s debt increased substantially in 1999 and Nelson’s also in 2000 as a result of a number significant capital projects.
 

Annual Debt Payments as a Percentage of Total Municipal Expenditures

The following chart shows the amount of annual general fund expenditures that are committed to debt repayment for the average of the five years 1996-2000. It can be seen that Revelstoke remains below the average of All Municipalities and is about the median of all other members of the comparison group. For the five year period ended 2000 Revelstoke’s percentage stood at a little under 3% compared to a little over 3% for the previous five year period.

The chart that follows presents the same information as above but on a per capita basis. Revelstoke’s costs in this category are slightly less than All Municipalities and less than most members of the comparison group. By comparison, in the five year period ended 1999 Revelstoke’s average for this expenditure category was about $35 per capita compared with an average for All Municipalities of $39 per capita.
