Sewer Debt

At the date of this report all debt has been extinguished. Therefore, it is not considered necessary to present an analysis of this area.

Sewer Capital Expenditures

As can be seen from the following chart Revelstoke spent on average for the period 1995-99 about the same as All Municipalities combined but less than the other communities in the comparison group except Quesnel and Kimberley.

* Capital expenditures on utilities are often intermittent so that, in order to avoid spikes in charts, the amount spent by communities for capital works is taken as being equivalent to the amount of debt financing and transfers to reserves each year.

Sewer Reserve and Surplus

Revelstoke's sewer reserve fund has been depleted over recent years and, at the end of 1998, was all but completely extinguished. As a result of this, residential sewer rates were increased from $125 to $140 per year in 1999 and then to $155 in 2000 with similar percentage increases in commercial rates. The additional revenues generated from this increase have helped to boost the reserve to $463,213 at the end of 2000 in anticipation of future capital projects as detailed in the 10 year plan.

The accumulated sewer operating surplus is shown in the following chart. Revelstoke's accumulated surplus peaked in 1990 at about $210,000 and has continued to decline since then before rebounding to $116,549 by the end of 2000.
