CITY OF REVELSTOKE
BYLAW No. 1900

Being a Bylaw to Control Vehicle Idling in the City of Revelstoke ___________________________________________________________________
WHEREAS emissions from operating motor vehicles create a significant amount of air pollution;
AND WHEREAS such emissions have implications for health and the well-being of residents of the City of Revelstoke;
AND WHEREAS pursuant to the provisions of the Community Charter the Council of the City of Revelstoke may, by bylaw, prohibit nuisances and regulate and impose requirements for public health;
NOW THEREFORE, the Council of the City of Revelstoke, in open meeting assembled, enacts as follows:
1. INTERPRETATION:
In this Bylaw:
"Council" means the Council of the City of Revelstoke.
"Idle" or "Idling" means the operation of the engine of a motor vehicle that is not in motion.
2. IDLING:
a. A person must not cause or permit a motor vehicle to idle for more than 3 consecutive minutes.
3. IDLING EXCEPTIONS:
a. This Bylaw does not apply to the following: i. motor vehicle undergoing emergency repairs; ii. motor vehicle participating in an emergency or training activity; iii. armoured motor vehicle; iv. motor vehicle in a parade or any other such event authorized by Council; v. motor vehicle that must remain idling to enable them to power any tools or equipment necessary for, or incidental to, providing commercial or public utility services; vi. motor vehicle that must remain idling so as to power a heating or refrigeration system for the preservation of perishable cargo; or vii. motor vehicle sitting with occupants during temperature extremes.
4. PENALTY
a. Every person who violates any of the provisions of this bylaw, or who suffers or permits any act or thing to be done in contravention of this bylaw shall be guilty of an offence and shall be liable upon summary conviction therefore to a penalty not exceeding $100.00 for each offence and in the case of a continuing offence, to a further penalty for each day during which the offence continues as provided by the Offence Act.
5. CITATION
This Bylaw may be cited for all purposes as the "Anti-Idling Bylaw No. 1900".
