FRINGE AREAS SECTION 9


Background

9.1 The land use and development pattern on the fringes of Revelstoke's municipal boundary is quite varied. To the north, the City is bounded by the Lake Revelstoke reservoir and Mount Revelstoke National Park. Land uses to the south of the City comprise acreage of varying sizes set in a rural atmosphere with a limited degree of urban services. This area is referred to as the Airport Flats/Airport Bench area and includes the lower slopes of the Mount MacKenzie ski area. Mount Revelstoke National Park borders the City to the east. Highway commercial activities and resource lands traversed by the CPR and host to some limited forest product processing are located at the City's western boundary.

Fringe area development is a topic of importance to the City, Parks Canada and the Columbia Shuswap Regional District - the latter two agencies being responsible for managing land use and development in Revelstoke's fringe. Potential exists for conflicts between activities in the City and in the fringe area. For example, activities taking place in the fringe area which generate noise, smoke, smell or unsightly features would conflict with a residential subdivision located in an adjacent area inside City boundaries. Another area of potential concern is the provision of municipal services, particularly water or sanitary sewer. Providing such services to developments near the boundary of a municipality make it very tempting for lands in the fringe area to request the same service and ultimately develop the same land use pattern. This may result in a development pattern in the larger community which is inappropriate.

*Amended Bylaw 1813 Given the presence of Lake Revelstoke and Mount Revelstoke National Park north and east of the City, little concern exists with respect to fringe area development within those areas which are outside of City boundaries. Further development lands are proposed with the Mount Mackenzie Resort development, introducing a resort node and therefore an increased demand for City services.

It is anticipated that further conflicts could arise at the City’s western boundary should unmanaged highway commercial development, further industrial activity or more extensive forest harvesting take place in a manner which jeopardizes this important entry to the City.


Objectives

9.2 It is Council's objective to work co-operatively with the Columbia-Shuswap Regional District and Parks Canada to manage fringe area development in the vicinity of the City of Revelstoke's boundary.

Policies

9.3 Council's policies are to:

.1 refer any proposals for development near the boundaries of the City to the Columbia-Shuswap Regional District for comment.

.2 request that the Columbia-Shuswap Regional District refer any proposals for development near the City boundaries to the City for comment.

.3 refer any proposals for development along the City boundary/Mount Revelstoke National Park interface to Parks Canada for comment. The City will discourage development along this interface which is incompatible with National Park values and activities.

.4 encourage less intensive land uses which do not require community sewer services to locate near the boundaries of the City. Rural residential-type uses on parcels of 0.4 hectares or more will be encouraged.

.5 not extend community water or sanitary sewer services outside of the City's boundaries, without advancement of appropriate and economically feasible developments in the fringe area.

*Amended Bylaw No. 1832 .6 support the development of a four-season resort at Mt. Mackenzie to include ski lift, golf course, accommodation, commercial and related resort facilities and services. The maximum build-out will not exceed 16,600 bed units. In addition, the City will work with the proponent to require parkland dedications at the time of subdivision to ensure that development will enhance park facilities and not compromise the natural environment, specifically in the vicinity of Williamson Lake Park.

.7 Work with property owners holding lands which would comprise the base development of the proposed Mt. Mackenzie resort and the Columbia-Shuswap Regional District to consider inclusion within City boundaries. Inclusion of these or any other lands in the vicinity of the Mt. Mackenzie base would require the owner's initiative. Furthermore, the City will work with relevant provincial agencies and the Columbia-Shuswap Regional District to consider boundary extensions on the west face of Mt. Mackenzie and the Greeley Creek Watershed.
