STEEP/UNDEVELOPED SECTION 18


Background

18.1 There is considerable land within City boundaries which is difficult to develop. Constraints to development include steep slopes (generally in excess of 30% grade), unstable soils, lack of accessibility by roads, aesthetic value to the natural setting of Revelstoke and other factors. With respect to aesthetics, over 90% of respondents to a community survey saw scenic values as important when development and/or logging of valley slopes is proposed to take place. Generally speaking, the lands are located near the boundaries of the City and accommodate a narrow range of land uses such as limited forest extraction and utility rights-of-way.

Objective

18.2 It is Council's objective to provide for the preservation of lands substantially in their natural state where necessary for the retention of Revelstoke's setting, protection against potential hazards or establishment of buffer zones.

Policies

18.3 It is Council's policy to retain those lands designated as steep/undeveloped on Schedule C - Land Use Map in their natural state or to require landscaping so as to have an effect similar to original vegetation. Council further recognizes that these lands may provide linkages between valuable habitats and natural areas.

18.4 It is Council's policy to restrict development of those hazard lands designated as steep/undeveloped to that which can satisfy the objectives and policies set out in the "Hazardous Areas" section of this Plan.
