AGRICULTURE SECTION 16
Background *Amended Bylaw 1770
16.1 Following a number of requests from property owners to have their land excluded from the Agricultural Land Reserve (ALR), Council initiated a review in December, 2002 to ascertain the direction the City should pursue in regards to the continued administration of the ALR program in Revelstoke. A survey of seventeen (17) property owners provided a strong response to exclude their properties with the exception of two owners. Following a more comprehensive public survey and completion of a bulk exclusion application, Council approved the recommendation to exclude the ALR from consenting properties on December 15th, 2003.
Objectives
16.2 It is Council's objective to continue to review the use of Agricultural Land Reserve lands in the broader context of the agricultural viability of these lands and community land use requirements.
Policies
16.3 It is Council's policy to designate all lands within the Agricultural Land Reserve as Agricultural on Schedule C - Land Use Map.
16.4 It is Council's policy to allow only agricultural and related uses on land designated as Agricultural. This could include the creation of smaller parcels for market gardening and similar uses where such uses are considered appropriate. The advancement of such agricultural activities will consider the nature of surrounding development, demand for the activity or use, and status of the agricultural industry in the surrounding area. Furthermore, Council would support the extension of a golf course from those Agricultural Land Reserve lands on which this is a permitted use (south of Nichol Road) to adjacent Agricultural lands within the same landscape unit.
16.5 It is Council's policy to consider supporting requests for exclusion from the Agricultural Land Reserve on a case-by-case basis. The need for additional land for urban purposes and the agricultural capability of the land will be the key factors in Council's deliberations. |
