SAND AND GRAVEL RESOURCES SECTION 15
Background
15.1 There are several sand and gravel deposits within City boundaries. The most significant of these resources are summarized below:
Jordan Flats Area of Westside Road
Much sand, gravel and related material has previously been extracted from the area bounded by the Jordan River, Columbia River, Moses Creek and Westside Road. Initially, extraction and processing activities were associated with the construction of the Revelstoke Dam. Following this, the provincial Ministry of Transportation and Highways and the City of Revelstoke began utilizing these resources. These agencies retain large Crown Land reserves in this area.
Kelly Flat
The Kelly Flat area located on the east side of the Columbia River between Columbia Park and the Revelstoke Dam also contains significant sand and gravel resources. These resources have been worked in the past, again in connection with BC Hydro construction activity in the area. Material continues to be deposited here as part of the tail race excavations at the Revelstoke Dam. Furthermore, the existing sand and gravel deposits are at various stages of exploitation through the area.
Big Eddy
Privately held sand and gravel resources exist in the western portion of the Big Eddy area. These resources are being extracted and processed on-site and are a regionally significant source of aggregate and other construction materials.
Objective
15.2 It is Council's objective to preserve an adequate supply of sand and gravel resources for private and public sector infrastructure uses and development.
Policies
15.3 It is Council's policy to allow the extraction and processing of sand and gravel resources in areas designated for this use on Schedule C - Land Use Map.
15.4 It is Council's policy to prevent development in areas where known sand and gravel resources exist until the sand and gravel resource has been depleted.
15.5 It is Council's policy to encourage sand and gravel extraction and processing activities to take place in a manner which minimizes noise, dust, visual and other impacts on adjacent roadways and land uses.
15.6 It is Council's policy to encourage proper reclamation of depleted sand and gravel deposits and alternative land uses on these reclaimed areas.
