PUBLIC AND INSTITUTIONAL SECTION 13


Background

13.1 Public and institutional uses comprise a range of educational, community care, government and related facilities. Additional details on major activities falling within this classification are provided below.

Education

There are six public schools in Revelstoke, including elementary schools in Columbia Park, Big Eddy, Central Revelstoke, South Revelstoke and Arrow Heights, and Revelstoke Secondary School located in Central Revelstoke. All of these schools have the capacity to accommodate additional students with the exception of Arrow Heights and Mt. Begbie Elementary Schools. Revelstoke Secondary School is approaching capacity yet has not reached this threshold according to Ministry of Education guidelines. Okanagan University College is currently using the Farwell School site located in Central Revelstoke.

Community Care

Community care facilities provide personal care, supervision, social or educational training or mental rehabilitative therapy to a group of people. These facilities typically include small day cares or group homes but could also include larger facilities accommodating significant numbers of people. Small-scale community care facilities are located in most of the residential neighbourhoods in Revelstoke.

Government

Federal, provincial, regional and municipal government offices and related facilities are all considered to be public and institutional activities. Examples of these activities in Revelstoke include:
  • federal agencies such as Parks Canada and the Post Office;
  • provincial agencies such as the Health Unit, BC Forest Service, BC Hydro and the Ministry of Transportation and Highways;
  • Columbia-Shuswap Regional District sanitary landfill facilities;
  • City of Revelstoke offices, public works yard, recreation and community facilities, and other activities.

Other

There are a number of other types of public and institutional facilities in Revelstoke, ranging from the hospital in Arrow Heights to the community centre in Central Revelstoke to churches located throughout the community.

Objectives

13.2 It is Council's objective to ensure that public and institutional uses are located where they will best serve the needs of area residents and in a manner which is well-integrated with the surrounding neighbourhood.

Policies

13.3 It is Council's policy to locate schools, hospitals, larger community care facilities and government offices and facilities in areas designated Public and Institutional on Schedule C - Land Use Map.

*Amended Bylaw 1813 13.4 It is Council's policy to consult with the school board on at least an annual basis regarding matters such as the status of existing school facilities and size, number, location and timing of anticipated new school facilities. It is expected that an additional elementary school facility, or an expansion of the existing facility, will be required in the Arrow Heights area as growth of that part of the City continues. The City will work with the school district to identify and secure lands immediately adjacent to the existing school site to allow an expansion of the facility or to identify and secure an appropriate site as new school needs warrant.

With new development in Arrow Heights and the Mount Mackenzie Resort, the City shall ensure that the design of improvements to network roads, pedestrian trails, and sidewalks will negate potential conflicts between automobiles and the school related activities.

13.5 It is Council's policy to work with the school district in encouraging the joint use of educational and community facilities by the public.

13.6 It is Council's policy to encourage any new government offices locating in Revelstoke to seek a suitable location close to the community core.

13.7 It is Council's policy to allow small community care facilities as defined in the Community Care Facility Act to locate in areas designated for Residential use on Schedule C - Land Use Map.

13.8 It is Council's policy to consider rezonings for larger community care facilities as defined in the Community Care Facility Act subject to the following criteria:

  • suitability of site for intended use;
  • compatibility of intended use with adjacent land uses and form and character of neighbourhood;
  • adequacy of water supply and sewage disposal system;
  • accessibility to City's road system;
  • capability of site to accommodate on-site parking;
  • accessibility to amenities required by patrons (parks, clinics, shopping and similar amenities).

13.9 It is Council's policy to allow churches to locate in any area designated for Residential or Central Business District use on Schedule C - Land Use Map.

13.10 It is Council's policy to work with Okanagan College in finding a suitable location for a new campus.

13.11 It is Council's policy to work toward providing a cultural centre in Revelstoke and to review appropriate locations for such a facility.

13.12 It is Council's policy to work with the community to consider an indoor pool facility.
