INDUSTRIAL SECTION 12


Background

12.1 There are three principal types of industrial activity which take place within the City of Revelstoke.

Light Industrial

Light industrial activities are typically those oriented towards warehousing, storage and distribution, light manufacturing of raw materials, ancillary office uses and similar activities. There are two representative examples of light industrial activity in Revelstoke. The first is the industrial park located on Powerhouse Road in South Revelstoke. This full-service industrial park comprises uses ranging from light manufacturing (water bottling plant) to storage and distribution (auto wrecker) to an office/warehousing/storage facility (major utility office). The second example is the Westside Road area which is currently less developed but also accommodates some small-scale forest product manufacturing operations. Furthermore, the Westside Road area is also home to two helicopter pads and their associated fuel storage and related activities. Responses to the community survey showed the most substantial support for continued light industrial activities in these areas.

Heavy Industrial

Heavy industrial operations generally include extensive manufacturing activities involving the storage and processing of raw materials. Downie Street Sawmills (located in South Revelstoke) and Joe Kozek Sawmill (located in Arrow Heights) are both examples of heavy industrial activities, as are some of the forestry activities and the hydroelectric complex located in the Westside Road area.

The CPR operation in Central/South Revelstoke may also be considered as a heavy industrial operation. While limited manufacturing activity takes place here, the sheer scale of the operation of its attendant noise, air emissions and other impacts suggest that it has many characteristics similar to other heavy industrial operations.

Airport Industrial

Airport Industrial uses are those which are dependant directly upon location at the airport site for their existence. They generally include facilities for the movement and storage of aircraft, fuel storage and dispensing facilities, offices related directly to airport activities, and similar uses. All of these uses may be found within Revelstoke's Airport Industrial area.

Light Industrial

Objectives

12.2 Council's objectives are to:

.1 encourage new light industrial development in Revelstoke.

.2 ensure environmental, land use and other impacts associated with existing and new light industrial development are minimized.

Policies

12.3 It is Council's policy to encourage new light industrial development to locate in the areas designed for this use on Schedule C - Land Use Map. In the Big Eddy area, light industrial development will concentrate generally north of Big Eddy Road. New light industrial development in the Westside Road area will require the provision of water, sanitary sewer and other services.

12.4 It is Council's policy to require screening of new light industrial development from adjacent residential, commercial (excluding service commercial), public/institutional and parks/trails uses.

12.5 It is Council's policy to encourage light industrial development to comply fully with air quality, waste disposal and other environmental standards and requirements set by senior government agencies.

Heavy Industrial

Objectives

12.6 Council's objectives are to:

.1 recognize existing heavy industrial activities in Revelstoke.

.2 consider new heavy industrial development in Revelstoke.

.3 ensure environmental, land use and other impacts associated with existing and new heavy industrial development are minimized.

Policies

12.7 It is Council's policy to allow heavy industrial development to locate in the areas designated for this use on Schedule C - Land Use Map.

12.8 It is Council's policy to encourage existing heavy industrial uses to minimize impacts from noise, traffic and other activities on adjacent non-industrial land uses. Over the long-term, Council will encourage such impacts to be minimized through relocation of manufacturing-related heavy industrial uses to more appropriate areas of the community such as Westside Road.

12.9 It is Council's policy to encourage heavy industrial development to comply fully with air quality, water quality, waste disposal and other environmental standards and requirements set by senior government agencies.

Airport Industrial

Objectives

*Amended Bylaw 1813 12.10 It is Council's objective to dedicate lands surrounding the air strip to uses dependent upon the proper functioning of the airport facility. At this time there are sufficient lands within the City to accommodate the foreseen demand.

Policy

*Amended Bylaw 1813 12.11 It is Council's policy to allow only aircraft movement and storage, fuel storage and dispensing, offices related to airport activity and ancillary uses on areas designated Airport Industrial on Schedule C - Land Use Map. The needs of the facility should be monitored by the City and airport operations to ensure that the airport has sufficient lands to meet the demand. Future expansion of the facility may require a boundary extension to appropriately accommodate the facility’s activities.
