COMMERCIAL SECTION 11
Background
11.1 There are five principal commercial activities in various locations throughout the City of Revelstoke.
Central Business District
Revelstoke's Central Business District (CBD) is the core of the community. It is centered on Mackenzie Avenue and extends from Victoria Road to Fourth Street and from Garden Avenue to Orton Avenue. The range of commercial activity in the CBD is quite broad and includes numerous retail operations, banks, personal service establishments, hotels, restaurants and professional/business offices. These uses are complemented by public sector offices (e.g. City of Revelstoke, Parks Canada) which draw people into the community core. Responses to a community survey showed much support for a continued mix of commercial, public sector and other complementary land uses in this area. An extensive revitalization project took place within the CBD in the 1980s and acted to strengthen this vital part of the community. Limited vacant land remains in the CBD area but there is potential for redevelopment from existing to more intensive uses. A further notable feature of the CBD area is its sensitive integration with adjacent residential uses.
Highway Commercial
Highway commercial uses are those which exist primarily to serve the needs of the motoring public. They include motels and other forms of accommodations, restaurants, service stations and similar uses. Highway commercial uses in Revelstoke are focused on the Highway #1 intersections located north and east of the Columbia River. The Highway #1/Victoria Road/Laforme Boulevard intersection is key in terms of highway commercial activity with several motels, fast food restaurants and service stations located here. The Highway #1/Highway #23 north intersection also supports these types of uses. Finally, a large campground and associated facilities is located near the City's eastern border south of Highway #1. Victoria Road is a unique commercial area combining features of both the CBD and Highway Commercial areas. Motels, restaurants and service stations more typical of Highway #1 corridor are located on the south side of Victoria Road. Other uses such as retail shops, bakeries and home furnishing outlets often found in CBD areas are also found along the Victoria Road corridor. One common element which unites all of these uses is their primary orientation to Victoria Road. Generally speaking, retail and related uses are located closer to the CBD and motels and similar uses closer to the Highway #1 corridor.
Service Commercial
Service commercial uses are generally defined by three main characteristics. The first is a strong orientation toward the automobile as the mode of transportation to access the service. The second is type of activity with storage, handling and servicing of materials, goods and equipment being typical activities. Automobile repair, building supply, welding shops and small-scale manufacturing are examples of service commercial activities. The third common characteristic is that buildings generally occupy only a small part of the parcel on which the activity is located.
Service commercial uses are prominent in two parts of Revelstoke. The eastern side of Highway #23 north of the Highway #1 intersection is the primary service commercial area in Revelstoke. Vehicle and equipment oriented activities are dominant in this area. Some service commercial activity also takes place in the Big Eddy, primarily north of the Big Eddy Road.
Neighbourhood Commercial
Neighbourhood commercial activity may be defined as a retail use which services only the needs of the surrounding area. Convenience stores are the most common example. Such activities are generally located on major streets, are small in scale and are pedestrian-oriented with limited parking. Such uses occur in two parts of Revelstoke -the intersection of Fourth and Edward in South Revelstoke and along the Big Eddy Road. Central Business District
Objectives
11.2 Council's objectives are to:
- maintain the core area of the City of Revelstoke as the primary commercial centre serving the community and surrounding area;
- strengthen and diversify the core area of the City of Revelstoke through retaining and building upon the existing range of commercial and related activities;
- ensure high standards are met in any new development.
Policies
11.3 It is Council's policy to encourage retail, personal service, professional/business office, bank and similar commercial uses in the area designated Central Business District (CBD) Commercial on Schedule C - Land Use Map.
11.4 It is Council's policy to encourage the development of further public offices and to allow other public and institutional uses in the area designated CBD on Schedule C - Land Use Map.
11.5 It is Council's policy to continue to ensure only high quality development takes place in those portions of the CBD where revitalization activities have been carried out. To this end, Council intends to enforce the Development Permit Area guidelines set out in Section 20 of this Bylaw.
11.6 It is Council's policy to continue to work with businesses and property owners in the CBD to advance Phase 2 of the Downtown Revitalization project.
11.7 It is Council's policy to allow residential use in combination with commercial use in the area designated CBD on Schedule C - Land Use Map.
11.8 It is Council's policy to allow apartment density residential development in the area designated CBD on Schedule C - Land Use Map.
11.9 It is Council's policy to encourage hotels and associated tourist commercial uses in the area designated CBD on Schedule C - Land Use Map.
11.10 It is Council's policy to work closely with property owners whose properties are affected by adjustments to the CBD boundaries from those set out in the previous Official Community Plan in putting appropriate zoning in place on those properties. Highway Commercial
Objectives
Council's objective is to concentrate highway commercial activity in areas already well-established for this use.

11.11 It is Council's policy to encourage new highway commercial development in the area on either side of Highway #1 from the Columbia River to the Highway 23 north intersection, and designated as Highway Commercial on Schedule C - Land Use Map, and allow high density residential development in the portion of Clearview Heights west of the alignment of Charles Street.
11.12 It is Council's policy to discourage new highway commercial development in other areas designated for this on Schedule C - Land Use Map. The ability of traffic associated with any new development to safely and efficiently access Highway #1 will be a major factor in Council's deliberations.
11.13 It is Council's policy to ensure that highway commercial development presents a positive visual impression to motorists passing through Revelstoke. To this end, Council will enforce the Development Permit Area guidelines set out in Section 20 of this Bylaw.
11.14 It is Council's policy to continue to work with businesses and property owners in the Highway Commercial area to advance Phase 2 of the Downtown Revitalization project.
11.15 It is Council's policy to maintain proper separation between residential and commercial uses. This separation will be maintained through screening and avoidance of access to highway commercial uses from local residential streets.
Service Commercial
Objectives
11.16 Council's objectives are to:
.1 minimize conflicts between existing service commercial and residential uses.
.2 locate new service commercial development in areas which have good access to Revelstoke's major street network and minimum exposure to existing residential areas.
Policies
11.17 It is Council's policy to allow new service commercial development in the areas designated for this use on Schedule C - Land Use Map.
11.18 It is Council's policy to encourage existing service commercial uses located adjacent to residential, other commercial, public/institutional and parks/trails uses to provide visual screening to minimize impacts on these adjacent uses.
11.19 It is Council's policy to require that new service commercial development located adjacent to residential, other commercial, public/institutional and parks/trails uses provide visual screening to minimize impacts on these adjacent uses.
11.20 It is Council's policy to encourage existing or new service commercial development to keep noise, dust and other effects of their activities to a minimum.
Neighbourhood Commercial
Objectives
11.21 It is Council's objective to consider the need for neighbourhood commercial developments in concert with the evolving needs of the community.
Policies
11.22 It is Council's policy to allow neighbourhood commercial development in areas designated for that use on Schedule C - Land Use Map.
11.23 It is Council's policy to use the following criteria in considering proposals for new neighbourhood commercial development:
- accessibility, including vehicle and pedestrian linkages;
- scale and size of commercial development appropriate to neighbourhood;
- distance/access to other neighbourhood facilities, services, amenities and institutions;
- proposed site treatment including screening, signage and parking;
- other considerations relevant to the surrounding neighbourhood, including potential for generation of litter.
