Identifying the Preferred Option
The geotechnical study had pointed to concerns with the soils that were estimated to significant implication to the cost and the library need time to review its desires and considered the options for relocating. Two new proposals were developed. Cost estimate and area calculations were developed for options 1,2.2 and 4 with a construction cost range from 3.6 million to 4.5 million not including site development or remedial soils costs.

The following matrix summarizes some of the issues identified in the first steps of the design process including the site analysis and parking analysis. This comparison is intended to clarify the compromises associated with various option and assist in establishing the preferred option.

Further Investigations
Recommendations stemming from the first soils report indicated that additional studies were warranted. In particular option 1 had the potential to avoid costly soils remediation and buried services relocation costs.  Golders supplementary geotechnical report (see section 3) revealed that conditions in the area of option one would be better both for soils bearing capacity and a set back from the bank of the Columbia river.


 

Conclusions
Ultimately soils conditions and the desire for the library to stay in its present location clearly pointed at option one and the preferred option
 
Program Summary
The following program summary is the result of priorities established by the pool committee with the input of public, staff and interest groups. It reflects the decision to retain the existing library and not include new fitness space in consideration of the cost.
  • It is important to note that this program summary is not intended to be a complete functional program. Presented here is a brief list of building components. A functional program describes in great detail each rooms area, occupancy estimates, technical requirements, furniture and equipment needs, priority relationships to other spaces and a conceptual layout of the these factors.
