CALL TO ORDER:

Mayor McKee called the meeting to order at 3:34 p.m. and welcomed everyone in attendance.


ADOPTION OF THE AGENDA:

Moved by Councillor Richardson, seconded by Councillor Frew that the Agenda be adopted with the following addition: CORRESPONDENCE 6.h) Maureen Weddell Re: Clearview Heights Sewer Project.

ADOPTION OF THE MINUTES:

1. Regular Council Meeting – October 22, 2007

Moved by Councillor Frew, seconded by Councillor Johnston that the Minutes of the Regular Council Meeting held October 22, 2007 be approved as presented.

2. Special Council Meeting – October 31, 2007

Moved by Councillor MacFarlane, seconded by Councillor Frew that the Minutes of the Special Council Meeting held October 31, 2007 be approved as presented.

DELEGATION:

1. Julie Briese Re: Presentation of Information from the Candlelight Celebration of Community held Sunday, November 4, 2007

It was reported that Julie Briese phoned and cancelled her attendance at the Council meeting.

2. Mike Dragani, Heritage Commission Re: Presentation of 2007 Heritage Awards

Mr. Mike Dragani advised that he was in attendance to present the Heritage Awards for 2007.

A visual presentation was given as Mayor McKee and Mr. Dragani handed out the Heritage Awards.

CORRESPONDENCE:

1. Ministry of Community Services and Minister Responsible for Seniors’ and Women’s Issues Re: Boundary Extension and Affordable Housing

Moved by Councillor Johnston, seconded by Councillor Richardson that staff be directed to collect information from Revelstoke Mountain Resorts outlining consequences they will encounter if the Boundary Extension is not approved shortly and forward it to the Ministry of Community Services.

2. Minister of Community Services and Minister Responsible for Seniors’ and Women’s Issues Re: The BC Asia Twinning Tool Kit: Opening BC Communities to the World”

3. Revelstoke Chamber of Commerce Re: Request to hold Santa Claus Parade on December 15, 2007 at 4:00 p.m.

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the request from the Revelstoke Chamber of Commerce to hold a Santa Claus parade on December 15, 2007, at 4:00 p.m. starting from the Courthouse, along First Street West and then Mackenzie Avenue to the Revelstoke Secondary School be approved by Council.

4. Clearview Heights Group Re: Clearview Heights Sewer Project

Moved by Councillor Johnston, seconded by Councillor Frew that the correspondence from the Clearview Heights Group and Maureen Weddell be referred back to the Public Works Committee for review.

5. Revelstoke Secondary School Students Re: Various Topics

i. Jenna Brownlee – Ski Hill Development
ii. Sarah English – Housing Prices
iii. Tyanna Matkovich – Housing Prices
iv. Jordan Delaronde – Ski Hill Development and Affordable Housing

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the letters from Revelstoke Secondary School Students be referred to the appropriate Committees for a response to be prepared.

6. Interior Health Re: Ridership Statistics for Interior Health “Health Connections” Program

The Director of Parks, Recreation and Personnel indicated he would follow up with the correspondence from Interior Health.

7. BC Coalition of People with Disabilities Re: Part 7 Accident Benefits: A time for Change

Moved by Councillor Singh, seconded by Councillor Richardson that the correspondence from the BC Coalition of People with Disabilities be referred to the Social Committee for review.

Moved by Councillor Frew, seconded by Councillor Richardson that credit cards may be accepted as a valid form of payment for all goods and services provided by the City including property taxes.

Moved by Councillor MacFarlane, seconded by Councillor Singh that the maximum daily limit be referred back to the Finance Committee for further review.

i. Heritage Register Application – 904 First Street West

Moved by Councillor Frew, seconded by Councillor MacFarlane that the Bourne House located at 904 First Street West be included on the Heritage Register.

ii. Member Participation

Moved by Councillor Frew, seconded by Councillor Johnston that Council direct staff to amend the Heritage Commission’s Terms of Reference to have more than 50% of members present to constitute a quorum.

COUNCILLOR MACFARLANE, Chair Planning and Land Development

1. Building Permit 2004-16 – 613 Alpine Lane – Recommendation to File Section 57 Notice

Council received information from the Building Inspector and Jamie Brooks-Hill, owner of the property, with respect to outstanding deficiencies for Building Permit 2004-16. Mayor McKee informed Mr. Brooks-Hill that the City has concerns with liability issues and that if Council decides to proceed to file notice on title, the notice can be removed at a later date once the work has been completed to the satisfaction of the Building Inspector.

Moved by Councillor MacFarlane, seconded by Councillor Frew that Council direct staff to file notice on title pursuant to Section 57 of the Community Charter at 613 Alpine Lane, Revelstoke, BC.

Moved by Councillor MacFarlane, seconded by Councillor Johnston that Official Community Plan Amendment Bylaw No. 1881 and Zoning Amendment Bylaw No. 1882 receive Third Reading and Final Adoption.

NOTE: Mayor McKee reported that he was in a possible conflict of interest situation with respect to Zoning Amendment Bylaw No. 1883 and Fees & Charges for Various Municipal Services and Goods Amendment Bylaw No. 1884 due to his business interests and retired from Council Chambers at 4:30 p.m.

5. Zoning Amendment Bylaw No. 1883 and Fees & Charges for Various Municipal Services and Goods Amendment Bylaw No. 1884

Moved by Councillor MacFarlane, seconded by Councillor Johnston that City of Revelstoke Zoning Amendment Bylaw No. 1883 receive Third Reading and Final Adoption.

Moved by Councillor MacFarlane, seconded by Councillor Frew that Fees & Charges for Various Municipal Services and Goods Amendment Bylaw No. 1884 receive Final Adoption.
CARRIED

COUNCILLOR RAVEN, Chair Parks and Recreation

1. Grant Programs for Enhancing Transit Services

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the City of Revelstoke wishes to apply to the federal gas tax funding and will use the funds for reducing local debt payments on a new transit vehicle, building more bus shelters and improving the downtown transit exchange; and that the City of Revelstoke wishes to apply to the UBCM infrastructure funding program to support the extension of service to rural areas to provide improved access to medical and social services.

1. Minutes of an Affordable Housing Committee Meeting – October 23, 2007

i. Draft Terms of Reference for Affordable Housing Authority

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the Terms of Reference for the Affordable Housing Authority be approved as amended.
CARRIED

ii. Affordable Housing Authority Manager

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the City of Revelstoke approves funding in the amount of $100,000 for the Housing Authority Manager position in the 2008 budget, and also explores other ways of funding the position.
CARRIED

1. CBT Affected Areas and Community Initiatives Funding

Moved by Councillor Richardson, seconded by Councillor MacFarlane that City Council sends a letter to the Columbia Basin Trust expressing their concern about the method used to allocate new funding for the Affected Areas and Community Initiatives Program, and requesting that the funding formula be amended at the earliest possible opportunity.

3. Additional Hotel Room Tax Levy Bylaw No. 1886

Moved by Councillor Frew, seconded by Councillor Richardson that the Additional Hotel Room Tax Levy Bylaw No. 1886 receive First, Second and Third Readings by Council.

RESOLVE INTO IN CAMERA:

Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council move into In Camera at 4:48 p.m. to consider items of business pursuant to Sections 90.1 (a), (e), (j) and (k) of the Community Charter.

BUSINESS ITEMS TO REPORT:

1. Request for Fuel Supply Proposals

Council accepted the proposal from Chevron Cardlock for one year with a one year renewal option, subject to Chevron’s bid outlining the posted savings to the City from the market retail pump price throughout the term of the agreement.

2. Minutes of an In Camera Finance Committee Meeting – November 1, 2007

It was agreed that the proposal from BDO Dunwoody for the provision of auditing services for the fiscal years 2007 to 2011 inclusive be accepted by Council.

3. Courthouse Inn B & B Contract for Sign on Victoria Road

City Council approved the contract for a sign on Victoria Road at the end of Kootenay Street for the Courthouse Inn B & B and the Mayor and Chief Administrative Officer were authorized to sign the agreement on behalf of the City of Revelstoke.

4. Columbia Kootenay Cultural Alliance Heritage Week Funding Program

Council authorized the Mayor and Chief Administrative Officer to sign the Columbia Kootenay
Cultural Alliance Funding Agreement on behalf of the City of Revelstoke.

5. Downie Timber Ltd. – Lease Agreeement

Council directed staff to proceed with the process to amend the Zoning and Official Community Plan Bylaws for 1501 Centennial Park Drive to permit the existing use.

6. Emergency Social Services Coordinator Agreement

Council approved the Emergency Social Services Coordinator Agreement between the City of Revelstoke and Luana Lewis from November 14, 2007 to November 13, 2009 with a one year renewal option and the Mayor and Chief Administrative Officer were authorized to sign the agreement on behalf of the City of Revelstoke.
