CALL TO ORDER:
Mayor McKee called the meeting to order at 3:31 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Raven, seconded by Councillor Richardson that the Agenda be
adopted as presented.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting – June 25, 2007
Moved by Councillor Johnston, seconded by Councillor Richardson that the Minutes
of the Regular Council Meeting held June 25, 2007 be approved as presented.

DELEGATIONS:
1. Morley McElree Re: Lane Closure and Related Issues
Mr. McElree stated that he would like to request a copy of the minutes of the
last Council meeting that he attended. Mayor McKee responded that the meeting
was held ‘In Camera’ due to possible litigation and that Council is well aware
of the issue.
Mr. McElree advised that he is disappointed that the building permit for his
neighbour’s property has not been stopped. Mr. McElree commented that four
council members came to his home and agreed that they wouldn’t like to have a
25’ x 30’ high addition alongside their property blocking the view. Mr. McElree
also stated that he felt Council made a mistake in selling the property without
a restrictive covenant to prevent this addition. He said one official commented
during the visit to his property that if this were to happen again they would
know better. Mr. McElree said that if the City cannot prevent this then the City
should allow him to purchase the lane behind his property and allow him to
build. He also asked why no restrictive covenants were put on this property.
Mayor McKee gave background information and explained that Mr. McElree’s
neighbour purchased the lane behind his property and that he is now building an
addition on his home and had the legal right to do so.
Mr. McElree informed Council that he had objected to the sale of the lane and
that when his neighbour appealed Council’s original decision not to sell the
lane that he, Mr. McElree, was not notified of the appeal.
Mayor McKee advised Mr. McElree that the City had sought legal advice in the
past and that the City had no legal reason not to issue the building permit.
Mr. McElree replied that what has happened is wrong and not his fault but now
the value of his property will drop and he will have limited sun in his back
yard. He commented that he has one of the nicest flower gardens in the City and
this would be affected.
Mayor McKee thanked Mr. McElree for coming to Council and indicated that he
wished he was able to tell him something different.

Moved by Councillor Singh, seconded by Councillor Richardson that the
correspondence from Eileen Upper be referred to the Parks & Recreation Committee
for review.

2. Chic Sharp, Revelstoke Shotokan Karate Club Re: Request for Assistance to
attend World Shotokan Championships to be held in Poland in September 2007
Moved by Councillor Singh, seconded by Councillor Johnston that the
correspondence from Chic Sharp, Revelstoke Shotokan Karate Club be referred to
the Finance Committee for review.

Moved by Councillor Johnston, seconded by Councillor Richardson that Council
grant the Revelstoke Curling Club permission to install a doorway awning on the
building located at 1100 Victoria Road; and that all costs associated with the
installation of the awning be the responsibility of the Revelstoke Curling Club.

Moved by Councillor Singh, seconded by Councillor Richardson that City Council
asks the Tourism Advisory Committee to provide a recommendation as to how the
funds from the above program can best be used to enhance tourism in the
community.

1. Request to Close Grizzly Plaza – Mount Begbie ASCENTennial Time Capsule
Ceremony
Moved by Councillor Singh, seconded by Councillor Richardson that Council
approve the closure of Grizzly Plaza for the Mount Begbie ASCENTennial Time
Capsule Ceremony on Saturday, July 21, 2007 from 2 p.m. and remain closed until
approximately 10 p.m. when the street entertainment is finished.

2. Councillor to Attend Ceremony on Mount Begbie
Moved by Councillor Richardson, seconded by Councillor Raven that Councillor
Singh accompany Mayor McKee to travel by helicopter with the Honourable Iona
Campagnolo for the placing of the time capsule on Mt. Begbie.

1. Heritage Conservation Area Grant – CA08-CHP 010
Moved by Councillor Johnston, seconded by Councillor Raven that Council
authorize the Mayor and Chief Administrative Officer to sign contribution
agreement CA08-CHP 010.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Raven that Council move
into In Camera at 4:00 p.m. to consider items of business pursuant to Sections
90.1 (a), (e) (c) and (j) of the Community Charter.
