Mayor McKee called the meeting to order at 3:32 p.m. and welcomed everyone in
attendance.

The Chief Administrative Officer administered the Oath of Office and extended
congratulations to:

DELEGATION:
1. Karley Trauzzi, Community Connections Re: Crystal Methamphetamines
Ms. Trauzzi reported that in June 2006 Community Connections, with support from
the City of Revelstoke received funding from UBCM for Crystal Methamphetamine
Research. A task force of 15 members was created in the fall of 2006 to serve as
an advisory committee for the Coordinator in order to help facilitate a project
to increase public awareness and education about Crystal Meth in Revelstoke.
One of the first objectives for the project was to survey individuals in the
community to help determine three key areas of information:
1. Overall knowledge of Crystal Meth
2. Knowledge of the effects of Crystal Meth
3. Ideas for future direction of the project.
The survey results show that individuals in Revelstoke are relatively aware that
Crystal Meth is in the community and they have a good knowledge of the adverse
effects of the drug. Future Crystal Meth projects may need to focus more on
education about the complex effects of the drug, prevention methods and
treatment options.
Ms. Trauzzi reported that the funding ends in June and at this time there is
nothing in place to continue with future projects relating to Crystal Meth.

Staff was directed to provide a prize for the Charity Golf Tournament.

Victoria to Edmonton
Moved by Councillor Singh, seconded by Councillor Richardson that the
correspondence regarding Cycling for Celiacs be referred to the Chamber of
Commerce.

Moved by Councillor Richardson, seconded by Councillor Raven that Alan Mason

Staff was directed to provide an item to be placed in the time capsule.

Moved by Councillor MacFarlane, seconded by Councillor Singh that the
correspondence from Michael Tomlinson be referred to the Parks and Recreation
Committee meeting.

i. Water Conservation Study
Moved by Councillor Johnston, seconded by Councillor Frew that Council endorse
and implement a two step system, allowing sprinkling from 6 a.m. to 10 a.m. for
odd number houses on odd numbered calendar days and even numbered houses on even
numbered days only, and if further watering restrictions need to be implemented;
hand watering only; and that Council direct staff to prepare necessary bylaw
amendments and move forward with educating the public on the new watering
restrictions.

Moved by Councillor Johnston, seconded by Councillor MacFarlane that Council
receive the water conservation implementation strategy report and direct staff
to initiate steps to implement the following water conservation measures:
1. Work with the schools to undertake a water conservation awareness program.
2. Continue to publish the Water Works newsletter twice a year.
3. Attend the local trade show and farmers market (2-3 times a season) to
provide education material about xeriscaping, landscape irrigation, (rebate
programs, retrofit kits, rain barrels) and various other conservation
initiatives.
4. Commencing in 2008 implement a “rebate program” for such items as ultra low
flush toilets, retro-fit kits (e.g. $75.00 rebate per kit) and a rain barrel
program (e.g. offer rain barrels at a subsidized cost). These programs would be
on a first come basis, within the proposed budget. (Work with Terasen Gas and BC
Hydro on a joint project) (budget $10,000 per year).
5. Include bill stuffers on water conservation in the annual tax notices.
($1,500 - $2,000)
6. Establish annual and peak day reduction targets for the next five years,
track daily demands and implement further conservation measures as needed.
7. Implement further sprinkling regulations.
8. Amend the Building Bylaw to require ultra low flush toilets and reduced water
use fixtures for all new buildings.
9. Require all new development to install water meters and amend water rates to
incorporate a two tier billing system. (with and without meters).
10. Encourage a voluntary meter installation program in existing buildings. (For
example, resident pay the cost of the meter, the City pays the cost to install.)
11. Continue examination and monitoring of the distribution system with the aim
of reducing leakage.

ii. Hospital Sewer Extension Update
Moved by Councillor Johnston, seconded by Councillor Frew that Council confirm
support of the Newlands Road route for the sanitary connection as outlined in a
memo from Gordon Hall dated May 9, 2007 and directs staff to continue
negotiations with Interior Health on this basis.

iii. Liquid Waste Management Plan Committee
Moved by Councillor Singh, seconded by Councillor MacFarlane that Council
appoint Councillor Johnston as Committee Chair for the Liquid Waste Management
Plan, Joint Local and Technical Advisory Committee and Alice Webber as Alternate
Chair.

Moved by Councillor MacFarlane, seconded by Councillor Frew that the Parking –
Idle Free Zones Policy be approved with the removal of number B(v).
Discussion took place on the motion which resulted in the following amendment:

amended by including the following under Section A. Idle Free Zones:
“All commercial zoned property in the downtown core.”

Moved by Councillor MacFarlane, seconded by Councillor Frew that City of
Revelstoke Zoning Amendment Bylaw No. 1817 receive Third Reading and Final
Adoption.

NOTE: Councillor Raven did not vote on the resolution as he did not take the
Oath of Office until after the Public Hearing.
5. City of Revelstoke Zoning Amendment Bylaw No. 1858 – Multiple Family
Residential R3, R4, C1 and C2 zones
Moved by Councillor MacFarlane, seconded by Councillor Frew that City of
Revelstoke Zoning Amendment Bylaw No. 1858 receive Third Reading and Final
Adoption.

NOTE: Councillor Raven did not vote on the resolution as he did not take the
Oath of Office until after the Public Hearing.

NOTE: Councillor Richardson excused herself as she was in a conflict of interest
situation as she lives in the neighbourhood. She retired from the Council
Chambers at 4:31 p.m.
i. Shire Properties – 700 & 705 Center Street
Councillor MacFarlane indicated that the applicants were willing to hold an
informal public meeting to explain the project to the neighbourhood. After the
public information meeting, a second public hearing will be held.
NOTE: Councillor Richardson returned to the meeting at 4:34 p.m.
ii. Alan & Donna MacLeod – 2060 Uplands Road
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City of
Revelstoke Land Use Contract Discharge Bylaw No. 1872 receive First and Second
Readings; that City of Revelstoke Zoning Amendment Bylaw No. 1873 receive First
and Second Readings; and that the Public Hearings be waived pursuant to Sections
890 & 893 of the Local Government Act for both bylaws.

iii. Glacier House Resort – 1870 Glacier Lane
Moved by Councillor MacFarlane, seconded by Councillor Raven that staff meet
with the applicant to discuss future plans for the guest cabins and process all
related changes to the zoning under one application.

iv. Calabria Enterprises – 120 Mackenzie Avenue
Moved by Councillor MacFarlane, seconded by Councillor Raven that Development
Permit No. 2007-23 for 120 Mackenzie Avenue be issued subject to receipt of
measurements for under canopy sign; border around fascia sign; and confirmation
that minimum height of the under canopy sign will be greater than eight feet
from the ground level.

Permit No. 2007-17 for 709 Victoria Road be issued.

Moved by Councillor MacFarlane, seconded by Councillor Raven that City of
Revelstoke Building Amendment Bylaw No. 1874 receive First, Second and Third
Readings.

vii. Public Hearings – Planning Department Procedures
Moved by Councillor MacFarlane, seconded by Councillor Johnston that whenever
there are OCP policies in place for the geographic area that is the subject of
the rezoning amendment, and his rezoning amendment is consistent with the OCP
policies, hat Staff exercise the provision outlined in Sections 890 & 893 of the
Local Government Act and recommend that the public hearing for the application
be waived.

Moved by Councillor MacFarlane, seconded by Councillor Johnston that whenever an
application requires an OCP amendment concurrently with a rezoning amendment or
the proposed development is not consistent with the existing character of
neighbourhood development, that Staff request that the applicant hold an
informal public information meeting / consultation prior to staff advancing the
application so that neighbours can be informed and comment on the development,
as well as gauge its level of public support.

Moved by Councillor Singh, seconded by Councillor Frew that as the Economic
Development Commission does not feel that the problem of the issuing of
development and building permits has improved, a meeting be set up between City
Council, City staff and the development community to discuss ways of improving
the process of issuing development permits and building permits.

Councillor MacFarlane commented that he hoped the Development community would
bring specific details to the meeting.
ii. Resort Developers
Moved by Councillor Singh, seconded by Councillor Frew that the City writes a
letter to the resort developers encouraging the use of local contractors and
local employees if possible.

Second and Third Readings of the City of Revelstoke Animal Control and Licensing
Amendment Bylaw No. 1839; that Appendix “A” be replaced by including the flats
West & South of Downie Street Sawmill; and that Council give Second and Third
Readings to the City of Revelstoke Animal Control and Licensing Amendment Bylaw
No. 1839 as amended.
