  Special Council Meeting Minutes for January 26, 2007

 
CITY OF REVELSTOKE

MINUTES OF A SPECIAL COUNCIL MEETING HELD IN COUNCIL CHAMBERS FRIDAY, JANUARY 26, 2007,
COMMENCING AT 11:30 A.M.


Present:
Council: Mayor Mark McKee
Councillors: P. Frew, B. MacFarlane, N. Richardson, M. Singh
Excused: Councillor C. Johnston

CALL TO ORDER:

Mayor McKee called the meeting to order at 11:30 a.m.


ADOPTION OF THE AGENDA:

Moved by Councillor Richardson, seconded by Councillor Frew that the Agenda be adopted with the following additions: BUSINESS ITEMS 3.e) Request for Funding for Caribou Recovery Actions and 3.f) Letter and Invoice from Adams Lake Indian Band.
CARRIED


BUSINESS ITEMS:

1. Bicycle Trail Network – Funding Application

The Director of Community Economic Development reviewed the Revelstoke Bicycle Network Plan that will be included with the Funding Application. Councillor Singh requested that the goals and objectives should also include ‘wheelchair accessible’.

Moved by Councillor Richardson, seconded by Councillor MacFarlane that City Council formally adopts the Revelstoke Bicycle Network Plan 2007.
CARRIED

2. Western Red Cedar – Letter of Support

Moved by Councillor MacFarlane, seconded by Councillor Richardson that Council provide a letter of support for the Western Red Cedar Lumber Association.
CARRIED

3. License Inspectors’ & Bylaw Officers’ Association of British Columbia – 2007 LIBOA Conference and AGM – Host Community

Moved by Councillor MacFarlane, seconded by Councillor Singh that Council approve applying to host the 2007 License Inspectors’ & Bylaw Officers’ Conference and Annual General Meeting subject to the Director of Community Economic Development determining that it will be at no cost to the City.
CARRIED

4. Amend Public Hearing Date for City of Revelstoke Zoning Amendment Bylaw No. 1856 from February 19, 2007 to February 26, 2007

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the date for the Public Hearing for City of Revelstoke Zoning Amendment Bylaw No. 1856 be changed from February 19, 2007 to February 26, 2007.
CARRIED

5. Request for Funding for Caribou Recovery Actions

Moved by Councillor MacFarlane, seconded by Councillor Singh that City Council send letters to the Species at Risk Coordination Office requesting $50,000 to help local stakeholders review the proposed Caribou Recovery Strategy and to undertake actions to enhance caribou recovery in the Revelstoke area; and that City Council send letters to the Species at Risk Coordination Office and the Ministry of Environment encouraging them to assign resources to monitor the predator/prey situation in the area in light of the heavy snowfalls this year, and be prepared to take appropriate actions, if necessary.

6. Letter and Invoice from Adams Lake Indian Band

Discussion was held on whether the City should be paying Invoices received as a result of sending out referral letters for Official Community Plan and Zoning Amendment Bylaws.

After discussion it was Council’s direction to staff that the City should not be paying such invoices.


ADJOURNMENT:

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the meeting adjourn at 12:20 p.m.
