With respect to Water Rights and Licences Mayor McKee commented that this issue has been discussed a lot and it is one that the City and Columbia Shuswap Regional District take seriously. However, it is not an issue being dealt with by either of these Bylaws being considered today. Mayor McKee reported that a meeting will be arranged between the Water Users, City and Resort developers to come up with an Agreement and Mitigation Plan.

With respect to the Development Permit process Councillor Singh commented that he has concerns and would like to see more involvement from Council in the process. Authority is being given to the Director of Planning to approve Development Permits.

Mayor McKee replied that the purpose is to streamline the process due to the amount of applications that may be received. However, this can be changed at any time. Mayor McKee also commented that the Planning Department could do a report at the Council meetings showing applications that have been approved and any applications that have been denied and the reasons why.

The Director of Planning reported that this authority only applies to Development Applications at the resort and not any other areas in the community and also that there are strict guidelines to follow.
