MINUTES OF A SPECIAL COUNCIL MEETING HELD IN COUNCIL CHAMBERS THURSDAY, JANUARY

CALL TO ORDER:
Mayor McKee called the meeting to order at 1:05 p.m.
ADOPTION OF THE AGENDA:
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
Agenda be adopted as presented.

ADOPTION OF THE MINUTES:
Moved by Councillor Frew, seconded by Councillor Johnston that the Minutes of a
Public Hearing held January 8, 2007 be received by Council.

BUSINESS ITEMS:
1. City of Revelstoke Official Community Plan Amendment Bylaw No. 1850 and City
of Revelstoke Zoning Amendment Bylaw No. 1854 – Mount Mackenzie Resort
Councillor MacFarlane commented that as a result of the Public Hearing some
amendments to the Bylaws are to be considered by Council.
Councillor MacFarlane asked the Assistant Planner to comment on the changes
being proposed.
Moved by Councillor MacFarlane, seconded by Councillor Frew that City of
Revelstoke Zoning Amendment Bylaw No. 1854 be amended as follows:
That Section 11A8.1 (14) be removed in its entirety and replaced with the
following:
(14) Accessory buildings and uses, including the use of helipads to board and
discharge passengers residing in adjacent areas provided that no such helipad is
located in Areas 4 or 5; and
That Section 11A8.7 (3) be amended to include the following:
Recreational trails should be designed to mitigate potential use conflicts and
negative impacts on nearby residents, including noise pollution from
snowmobiles, through site planning, use of buffers and trail use restrictions.

With respect to Water Rights and Licences Mayor McKee commented that this issue
has been discussed a lot and it is one that the City and Columbia Shuswap
Regional District take seriously. However, it is not an issue being dealt with
by either of these Bylaws being considered today. Mayor McKee reported that a
meeting will be arranged between the Water Users, City and Resort developers to
come up with an Agreement and Mitigation Plan.
With respect to the Development Permit process Councillor Singh commented that
he has concerns and would like to see more involvement from Council in the
process. Authority is being given to the Director of Planning to approve
Development Permits.
Mayor McKee replied that the purpose is to streamline the process due to the
amount of applications that may be received. However, this can be changed at any
time. Mayor McKee also commented that the Planning Department could do a report
at the Council meetings showing applications that have been approved and any
applications that have been denied and the reasons why.
The Director of Planning reported that this authority only applies to
Development Applications at the resort and not any other areas in the community
and also that there are strict guidelines to follow.
Moved by Councillor MacFarlane, seconded by Councillor Johnston that City of
Revelstoke Official Community Plan Amendment Bylaw No. 1850 be amended as
follows:
That Schedule A be amended by adding the following:
7. Schedule D to the Official Community Plan – Environmentally Sensitive and
Hazardous Areas is revised by adding the land as shown on the map attached to
City of Revelstoke Official Community Plan Amendment Bylaw No. 1850 as Schedule
E as Environmentally Sensitive, and by making such consequential revisions and
alterations to Schedule D as are required to illustrate the designation of the
area; and
That Schedule A be amended by removing Section 6 in its entirety and replacing
it with the following:
6. The Official Community Plan is amended by adding to Section 23 the following:
5.6.12 The Resort should aim to achieve environmentally sustainable building
standards by encompassing the following into building construction and design:
water savings, energy efficiency, sustainable site development,
environmentally-sensitive materials and high indoor environmental quality.

Moved by Councillor MacFarlane, seconded by Councillor Johnston that City of
Revelstoke Zoning Amendment Bylaw No. 1854 be amended as follows:
That Section 11A8.8 (3) be amended by adding the following:
Areas identified on Schedule D of the Official Community Plan should be
protected. Any structures within these areas should be built in a manner which
ensures the preservation and protection of the natural resources identified
within these areas; and
That Section 11A8.4.1 (3) be amended by removing Section 11A8.4.1 (3) and
replacing it with the following:
11A8.8 (3) The density permitted in this section is a maximum. In the event that
the presence of environmentally sensitive areas, including but not limited to
those identified in Schedule D of the Official Community Plan, steep slopes or
other physical constraints make the development of any Area to the maximum
permitted density impossible, the maximum permitted density of that Area is the
density as so constrained.

Revelstoke Official Community Plan Amendment Bylaw No. 1850 as amended receive
Third Reading.

Moved by Councillor MacFarlane, seconded by Councillor Johnston that City of
Revelstoke Zoning Amendment Bylaw No. 1854 as amended receive Third Reading.

RESOLVE INTO IN CAMERA
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
move into In Camera 1:30 p.m. to consider items of business pursuant to Section
90.1(e) of the Community Charter.
