CALL TO ORDER:
Mayor McKee called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Johnston, seconded by Councillor Richardson that the Agenda
be adopted with the following additions: COMMITTEE REPORT – Mayor McKee, Chair
Administration, Policy, Bylaws and Public Relations 13.f) Council Appointments;
FOR INFORMATION – 17.i) City of Kamloops, City of Kelowna, City of Prince George
– copy of a letter to Prime Minister Harper re: Emergency Funding Request to
Reduce Wildfire Risk on Private Property Caused by the Pine Beetle Epidemic.

Moved by Councillor MacFarlane, seconded by Councillor Singh that the Minutes of
the Regular Council Meeting held November 27, 2006 be approved as presented.

February 1 through 24, 2007
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
request from the Heart and Stroke Foundation of B.C. & Yukon to hold a door to
door canvass from February 1, through 24, 2007 be approved.

4. Michael Morris Re: Emergency Power at Burke Street Lift Station
Moved by Councillor Singh, seconded by Councillor Richardson that the
correspondence from Michael Morris be referred to the Public Works Committee for
review and a report back to Council.

5. Community Futures Development Corporation of Revelstoke Re: Nels Nelsen Ski
Jump Project
Moved by Councillor Singh, seconded by Councillor Richardson that Council send a
letter to Parks Canada commending them on their efforts to date on preserving
and promoting the Nels Nelsen Ski Jump and encouraging them to continue
development of the site.

6. Revelstoke Accommodation Association Re: Newly Formed Organization

7. Katimavik Re: Request for Letter of Support
Moved by Councillor Johnston, seconded by Councillor MacFarlane that the City of
Revelstoke provide a letter of support for future funding for the Katimavik
Program.

Geotechnical Assessments of Slope Stability and the 2006 BC Building Code
9. Lawrence Davis Re: Shelter for Street People in Revelstoke
Moved by Councillor MacFarlane, seconded by Councillor Singh that the
correspondence from Lawrence Davis be referred to the Social Committee of
Council for review.

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the City
of Revelstoke Revenue Anticipation Borrowing Bylaw No. 1848 receive First,
Second and Third Readings.

1. Minutes of a Public Works Committee Meeting – November 30, 2006
i. Liquid Waste Management Plan Request for Proposals
Moved by Councillor Johnston, seconded by Councillor MacFarlane that Council
accept the Dayton & Knight Ltd proposal to serve as the consultants assisting
the City in the development of a Liquid Waste Management Program.

2. Minutes of a Revelstoke Enhancement Committee Meeting – December 6, 2006
i. Greenbelt Lands
Moved by Councillor Johnston, seconded by Councillor Singh that the City of
Revelstoke explore the possibility of rezoning the Greenbelt Lands as City
parkland in perpetuity and that the Greenbelt Society maintain a stewardship
role over the lands.

ii. Signage Guidelines
Moved by Councillor Johnston, seconded by Councillor Singh that the City
expedites the development of new signage guidelines, not necessarily waiting for
the new Sign Bylaw to be developed, and that the process for approval of sign
applications be streamlined.

Moved by Councillor MacFarlane, seconded by Councillor Johnston that Council
authorize the Corporate Officer to file a notice on title pursuant to Section 57
of the Community Charter on 304 Kootenay Street, Revelstoke, BC.

4. City of Revelstoke Zoning Amendment Bylaw No. 1847
Moved by Councillor MacFarlane, seconded by Councillor Richardson that City of
Revelstoke Zoning Amendment Bylaw No. 1847 receive Third Reading and Final
Adoption.

5. City of Revelstoke Rental Property Maintenance Bylaw No. 1825
Moved by Councillor MacFarlane, seconded by Councillor Richardson that City of
Revelstoke Rental Property Maintenance Bylaw No. 1825 receive Third Reading.

6. Minutes of an Advisory Planning Commission Meeting – December 6, 2006
7. Memo from Assistant Planner regarding Advisory Planning Commission’s
recommendation – City of Revelstoke Official Community Plan Amendment Bylaw No.
1850 and City of Revelstoke Zoning Amendment Bylaw No. 1854 – Revelstoke
Mountain Resort
Moved by Councillor MacFarlane, seconded by Councillor Singh that Staff prepare
for Council’s future consideration the following amendments:
Official Community Plan Amendment Bylaw No. 1850
i) include a revision to the Official Community Plan Schedule D, identifying
environmentally sensitive areas within the resorts lands;
Zoning Amendment Bylaw No. 1854
ii) strengthen the Development Permit guidelines in reference to the areas
established in Schedule D;
iii) include under Section 11A8.4(3) reference to restricted development in the
areas identified in Schedule D; and
that a report proposing the above stated changes be provided to the public and
outside agencies with the bylaws, prior to the public hearing and for Council’s
consideration along with submissions received at the public hearing.

8. City of Revelstoke Official Community Plan Amendment Bylaw No. 1850 and City
of Revelstoke Zoning Amendment Bylaw No. 1854 – Revelstoke Mountain Resort
Moved by Councillor MacFarlane, seconded by Councillor Singh that City of
Revelstoke Zoning Amendment Bylaw No. 1774 be abandoned.

Moved by Councillor MacFarlane, seconded by Councillor Richardson that City of
Revelstoke Official Community Plan Amendment Bylaw No. 1850 be amended to
include in Schedule A:
6. The Official Community Plan is amended by adding to Section 23.5.6 the
following:
.12 The overall Resort development should be environmentally sustainable.
and that City of Revelstoke Official Community Plan Amendment Bylaw No. 1850 as
amended receive First and Second Readings.

Moved by Councillor MacFarlane, seconded by Councillor Johnston that City of
Revelstoke Zoning Amendment Bylaw No. 1854 receive First and Second Readings.

Moved by Councillor MacFarlane, seconded by Councillor Richardson that Council
authorizes a Public Hearing for City of Revelstoke Official Community Plan
Amendment Bylaw No. 1850 and City of Revelstoke Zoning Amendment Bylaw No. 1854,
pursuant to Sections 890 and 892 of the Local Government Act, and that the
Public Hearing date, time and place be set for January 8th, 2007 at 7:00 p.m. in
the Community Centre.

Councillor Singh requested that the Notice of Public Hearing be placed in all
papers up to January 3, 2007.
COUNCILLOR RICHARDSON, Chair Culture, and Social Issues
1. Minutes of a Culture and Social Committee Meeting – November 14, 2006
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
upcoming budget discussions include $100,000 per year for two years to create a
contract or management position for a Director of Community Sustainability
(Social Planner), pursuant to the recommendation contained in the Social
Strategy.

MAYOR MCKEE, Chair Administration, Policy, Bylaws and Public Relations
1. Minutes of an Administration, Policy, Bylaws and Public Relations Committee
Meeting – November 21, 2006
i. Ski Debentures
Mayor McKee advised that the Administration Committee were recommending that the
balance of the debenture account be paid to the Revelstoke Community Foundation,
subject to a legal opinion on Council’s authority to do so. Staff has now
obtained a legal opinion which says that Council cannot transfer these funds to
the Revelstoke Community Foundation.
ii. Animal Control and Licensing Amendment Bylaw No. 1839
Moved by Councillor Richardson, seconded by Councillor Johnston that
a. Downie Marsh continue to be a non-leash area;
b. that the Illecillewaet Greenbelt area become a non-leash location with
approval of the property owner and tenure holder;
c. that both locations be supplemented with information kiosks indicating that
dogs must still be under control, the importance of the areas and other useful
information on the waterfowl;
d. that Animal Control Officers provide a walk through of these areas on a
steady basis, perhaps one-time per week, during the nesting and resting periods
of the waterfowl; and
e. that this program be reviewed this time next year.

2. Core Committee Recommendations for Turbine 5
Moved by Councillor Johnston, seconded by Councillor Richardson that City
Council endorses the Core Committee recommendations for the Turbine 5 project.

3. City of Revelstoke Delegation Bylaw No. 1853
Moved by Councillor MacFarlane, seconded by Councillor Richardson that City of
Revelstoke Delegation Bylaw No. 1853 receive First, Second and Third Readings.

4. 2007 Schedule of Meeting Dates
5. Acceptance of Columbia Shuswap Regional District’s Conditional Consent
Resolution giving the City of Revelstoke Planning and Land Use Management in
that part of Area B in which Revelstoke Mountain Resort Development is Planned
to Occur
Moved by Councillor MacFarlane, seconded by Councillor Johnston that Council
accept the possible termination condition included in the December 8, 2006
resolution of the Board of Directors of the Columbia Shuswap Regional District
consenting to the City providing planning and land use management in the
identified part of Area B in which Revelstoke Mountain Resort development is
planned to occur.

NEW BUSINESS:
1. Free Christmas Day Dinner
Councillor Singh reported that they are looking for volunteers and donations for
the Free Christmas Day Dinner at the Frontier Restaurant. Volunteers arrive at 9
a.m. for preparation and the dinner is from 1 p.m. to 4 p.m. If anyone is
interested they can contact Ginger Shoji or Matt Singh for more information.
RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
move into In Camera at 4:30 p.m. to consider items of business pursuant to
Sections 90.1 (c), (j) and (k) of the Community Charter.
