MINUTES OF A SPECIAL COUNCIL MEETING HELD IN COUNCIL CHAMBERS FRIDAY, OCTOBER
20, 2006,
COMMENCING AT 3:30 P.M.

CALL TO ORDER:
Mayor McKee called the meeting to order at 3:30 p.m.
ADOPTION OF THE AGENDA:
Moved by Councillor MacFarlane, seconded by Councillor Frew that the Agenda be
adopted as presented.
CARRIED
BUSINESS ITEMS:
1. Mackenzie Avenue – Whistle Cessation
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City enter
into an agreement with Canadian Pacific Railway (CPR) to eliminate train
whistling at the public grade crossing at Mackenzie Avenue, Mile 0.2 Shuswap
Subdivision.
CARRIED
2. Application to Province for Lands for new Forestry Museum Site
Moved by Councillor Singh, seconded by Councillor Richardson that the City of
Revelstoke endorses an application to the Province of BC for land adjacent to
the Columbia River for a new site for the Columbia Forest Centre.
CARRIED
3. Application to Economic Opportunity Fund for funding for hemlock utilization
feasibility study
Moved by Councillor MacFarlane, seconded by Councillor Gibbs that City Council
approves an application to the Economic Opportunities Fund for $12,000 to
undertake a feasibility study to determine if there are ways of maximizing the
uses of poorer quality logs harvested in the Revelstoke area.

4. Minutes of an Administration, Policy, Bylaws and Public Relations Committee
Meeting – October 17, 2006
i. Appointment of Bylaw Enforcement Officer for Animal Control
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Cathleen
Ann Busch be appointed as a Bylaw Enforcement Officer pursuant to Section 70 of
the BC Police Act and that the Oath of Office be performed.
CARRIED
ii. Sun Peaks Resort – Proposed Costs for Retreat
Moved by Councillor Richardson, seconded by Councillor Gibbs that the retreat be
held on November 17 and 18 at the Cahilty Lodge for one night’s stay and that a
tour of the resort be arranged. The total expenses for meals, accommodation and
travel are estimated at $5,000 and will be paid from the Council Contingency
fund.

iii. Animal Control and Licensing Amendment Bylaw No. 1839 – Non-Lease Area
Moved by Councillor Gibbs, seconded by Councillor Richardson that this item be
referred to the next Council Meeting and the wording of the recommendation be
revised.
Discussion took place on the motion which resulted in the following:
Moved by Councillor Singh that the City get a peer review of the Downie Marsh
Report and as this marsh was man made, look into the possibility of there being
an alternative marsh site created for wildlife habitat.
Motion Was Lost Due to Lack of Seconder
Question was called on the original motion.
CARRIED
RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Frew, that Council move
into In Camera at 3:46 p.m. to consider items of business pursuant to Section
90.1 (c) of the Community Charter.
CARRIED
BUSINESS ITEMS TO REPORT:
No Report.
ADOPTION OF RESOLUTIONS:
Moved by Councillor Frew, seconded by Councillor MacFarlane that the
resolution(s) as approved by Council In Camera at the October 10, 2006 and
October 20, 2006 Council Meetings, be adopted.
CARRIED
ADJOURNMENT:
Moved by Councillor Richardson, seconded by Councillor Gibbs that the meeting
adjourn at 5:00 p.m.
