CALL TO ORDER:
Mayor McKee called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor MacFarlane, seconded by Councillor Johnston that the Agenda
be adopted with the following additions: FOR INFORMATION – 17.u) Ministry of
Children and Family Development Re: Foster Family Month – October 2006; 17.v)
Revelstoke Rod & Gun Club Re: Black Powder Shoot Event October 6-9, 2006 – 12
Mile – Drimmie Creek.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting – September 25, 2006
Moved by Councillor Gibbs, seconded by Councillor MacFarlane that the Minutes of
the Regular Council Meeting held September 25, 2006 be approved as presented.

2. Public Hearing – September 25, 2006
Moved by Councillor MacFarlane, seconded by Councillor Singh that the Minutes of
the Public Hearing held September 25, 2006 be received by Council.

DELEGATION(S):
1. Ruth Sulentich and Doug Richardson, Terasen Gas Re: Market Update
Ms. Sulentich thanked Council for giving them the opportunity to come to
Revelstoke and provide them with an update. Ms. Sulentich reported that Terasen
is committed to energy efficiency and part of their marketing program offers up
to a $350.00 rebate to homeowners who upgrade to a high efficiency heating
system. Also there is a $500 rebate to builders for residential new construction
when they install a high efficiency heating system.
Ms. Sulentich introduced Mr. Richardson who then provided Council with a market
update by way of a power point presentation.
Mayor McKee thanked Ms. Sulentich and Mr. Richardson for their presentation.
They retired from Council Chambers at 3:45 p.m.

CORRESPONDENCE:
1. Royal Canadian Legion Branch #46 Re: Request to Parade from City Hall to
Cenotaph and invitation to Mayor McKee to speak at the Remembrance Day Ceremony
– November 11, 2006
Moved by Councillor MacFarlane, seconded by Councillor Singh that the request
from the Royal Canadian Legion Branch #46 (Revelstoke) to parade from City Hall
to the Cenotaph at 10:30 a.m. on November 11, 2006 be approved.

2. Interior Health Re: Meeting during UBCM Convention
3. Western Canada Wilderness Committee Re: Turning the Tide – Protecting Health
and the Environment from Toxic Pollution
Moved by Councillor MacFarlane, seconded by Councillor Singh that the
correspondence from the Western Canada Wilderness Committee be referred to the
Mayor’s Advisory Committee on Health Care.

4. Municipal Insurance Association Re: Voting Delegates
Moved by Councillor Johnston, seconded by Councillor Gibbs that the Chief
Administrative Officer L. Ross McPhee be appointed as Voting Delegate to the
Municipal Insurance Association of British Columbia and that Mayor Mark McKee
and Councillor Peter Frew be registered as Alternates on behalf of the City of
Revelstoke.

Moved by Councillor MacFarlane, seconded by Councillor Singh that Council
supports the UBCM initiative for funding a full time coordinator for the BC
Municipal Safety Association.

3. City of Revelstoke 2007 Tax Exemption Bylaw No. 1841
Moved by Councillor MacFarlane, seconded by Councillor Johnston that City of
Revelstoke 2007 Tax Exemption Bylaw No. 1841 receive Final Reading and be
Adopted by Council.

4. Minutes of a Heritage Commission Meeting – September 27, 2006
i. Implementation Planning Grant
Moved by Councillor MacFarlane, seconded by Councillor Singh that the City apply
for the Implementation Planning Grant that is offered by the government of
British Columbia’s Heritage Branch at the beginning of the Province’s fiscal
year.

ii. Heritage Register Application – 901 Mackenzie Avenue (Len Howson House)
Moved by Councillor MacFarlane, seconded by Councillor Gibbs that 901 Mackenzie
Avenue be included on the Heritage Register and that Staff re-evaluate the
Heritage Inventory Grade for 901 Mackenzie Avenue immediately.

iii. Heritage Register Application – 314 Mackenzie Avenue (Revelstoke United
Church)
Moved by Councillor MacFarlane, seconded by Councillor Singh that 314 Mackenzie
Avenue be included on the Heritage Register.

1. Schedule City Council / Management Retreat Date
Moved by Councillor Johnston, seconded by Councillor Gibbs that the City Council
/ Management Retreat be held on Saturday, November 18, 2006 and that Staff look
into the possibility of holding the Retreat at another venue such as Sun Peaks
Resort and that their Staff be asked to give a tour of their Resort.

2. Walkway Located Behind Monashee Court
Moved by Councillor MacFarlane, seconded by Councillor Johnston that the issue
of the walkway located behind Monashee Court be referred to Public Works
Operations to determine an appropriate solution.

3. Relocation of Non-Leash Area – Animal Control and Licensing Amendment Bylaw
No. 1839
Moved by Councillor Gibbs, seconded by Councillor MacFarlane that Revelstoke
City Council receive the report from the Deputy Director of Corporate
Administration dated October 5, 2006 and public comments in its consideration of
the Animal Control and Licensing Amendment Bylaw No. 1839 and that the issue be
referred back to the Administration, Policy, Bylaws and Public Relations
Committee of Council to review and report back to Council.

4. Request for Meeting with BC Hydro during UBCM Convention
Mayor McKee reported that a letter had been received from BC Hydro regarding
Power Line Technician Staffing in Revelstoke and questioned whether Council
would still like to proceed with a meeting during UBCM. It was agreed to proceed
with the meeting request.

RESOLVE INTO IN CAMERA:
Moved by Councillor Gibbs, seconded by Councillor MacFarlane, that Council move
into In Camera at 4:15 p.m. to consider items of business pursuant to Sections
90.1 (a), (e), and (k) of the Community Charter.

BUSINESS ITEMS TO REPORT:
1. Bicycle Advisory Committee
It was agreed that the make-up of the Bicycle Advisory Committee be amended from
three representatives of the Public at Large to five. Also, that Wade Viznaugh
and Drew Chamberlain be appointed as the two representatives of the local
Bicycle Association and that Greg Walker, Verena Blasy, Sarah Newton, Keith
McNab and Denis St-Onge be appointed as the five representatives of the Public
at Large.
2. Advisory Planning Commission
It was agreed that the City advertise for new members to the Advisory Planning
Commission.
3. Mayor’s Advisory Committee on Health Care
It was agreed that Administration staff advertise for new members to the Mayor’s
Advisory Committee on Health Care for another two weeks.
