CALL TO ORDER:
Acting Mayor Singh called the meeting to order at 3:30 p.m. and welcomed
everyone in attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor MacFarlane that the Agenda be
adopted as presented.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting – August 28, 2006
Moved by Councillor MacFarlane, seconded by Councillor Frew that the Minutes of
the Regular Council Meeting held August 28, 2006 be approved as presented.

DELEGATION(S):
1. D. Johnson, Revelstoke Railway Museum Re: Support for National Museums Policy
Mr. Johnson thanked the City of Revelstoke and Council for supporting the recent
Railway Days. Railway Days was a huge success; the number of visitors increased
by 1304 over the numbers for 2005.
Mr. Johnson advised that he was in attendance to ask for Council’s support in
writing a letter to the Minister of Canadian Heritage requesting a new Canadian
Museums Policy.
Mr. Johnson reported that the City of Revelstoke has four active museums and an
art centre that cooperate through a museums and gallery collective and the
members are Revelstoke Museum and Archives, Revelstoke Visual Arts Centre, BC
Interior Forestry Museum, Nickelodeon Museum and Revelstoke Railway Museum. Mr.
Johnson advised that the Museums and Arts Centre support children’s programmes,
school tours and art camps and that Revelstoke’s museums and arts centre provide
approximately $285,000 in salaries and wages to individuals within the
community. In addition to employees, the museums and art centre benefit from
thousands of hours of volunteer time.
Mr. Johnson commented that the federal government’s policy is over 30 years old
and that Jim Abbott, MP who is a member of the Heritage Committee has made it a
priority to get this issue on the agenda at the meeting this fall.
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City
provide a letter of support for the Canadian Museums Policy.

1. Frank Huyler Re: Painted Turtes
Moved by Councillor MacFarlane, seconded by Councillor Johnston that a letter be
written to Mr. Huyler advising that Environmental Reports prepared for the Mount
Mackenzie Resort are available for review in the Planning Department.

Moved by Councillor Frew, seconded by Councillor Johnston that Mr. Huyler be
permitted to place two turtle banners on the fence posts on the west side of Red
Devil hill.

2. Union of British Columbia Municipalities Re: School Community Connections
Program Update
The Director of Community Economic Development will find out if any action is
required by the City.
3. Ingrid Brakop, ICBC Loss Prevention Co-ordinator, Thompson Region Re: Zero
Crash Month 2006
Moved by Councillor Johnston, seconded by Councillor Frew that the City of
Revelstoke issue a challenge to the City of Merritt to see who can achieve the
greatest reduction in crashes during October 2006.

4. BC Housing and Canadian Mortgage and Housing Corporation Re: BC Non-Profit
Housing Association’s 14th Annual Conference
Moved by Councillor MacFarlane, seconded by Councillor Frew that either
Councillor Richardson, a staff member or a member of the Housing Committee be
permitted to attend the BC Non-Profit Housing Association’s 14th Annual
Conference and that funds be provided from Council Contingency.

5. Diana Graham Re: Proposed On Leash Area – Downie Marsh Area
Moved by Councillor Frew, seconded by Councillor MacFarlane that Administration
send a response to Ms. Graham advising why Council made the decision to change
the ‘On Leash’ area in the Downie Marsh area.

6. Heart and Stroke Foundation of B.C. & Yukon and BC Lung Association Re:
Resolution at UBCM Convention to Make BC 100% Smoke-Free with No Provision for
Designated Smoking Rooms
7. Ministry of Agriculture and Lands Re: Information on the Process of Obtaining
a Free Crown Grant
Moved by Councillor Johnston, seconded by Councillor Frew that the
correspondence from the Ministry of Agriculture and Lands be referred to the
Director of Community Economic Development to make the application for a free
Crown grant for the proposed Columbia Forestry Centre.

8. Charlie Wyse, MLA – Cariboo South, Official Opposition, Local Government
Critic Re: Paramedic Services in Rural and Remote Communities
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City send a
letter to the Minister of Health echoing the comments that Mr. Wyse has made
regarding paramedic services in rural and remote communities.
Discussion was held on the motion and the motion was withdrawn by the mover and
seconder.
Moved by Councillor Johnston, seconded by Councillor Frew that a local paramedic
be invited to make a presentation to the Mayors Advisory Committee on Health
Care.

i. Property Tax Write Off – Roll #70050072 - #7 1200 Oscar Street
Moved by Councillor Frew, seconded by Councillor Johnston that the Director of
Finance be granted permission to write to the Minister to have the property
taxes written off in the amount of $3,146.67 (plus penalties & accrued interest)
for the Manufactured Home located at #7 1200 Oscar Street – Roll #70050072.

ii. City of Revelstoke 2007 Tax Exemption Bylaw No. 1841
Moved by Councillor Frew, seconded by Councillor MacFarlane that City of
Revelstoke 2007 Tax Exemption Bylaw No. 1841 receive First, Second and Third
Readings.

2006
i. Long wait times to see Doctors
Moved by Councillor Johnston, seconded by Councillor MacFarlane that Council
send a letter to the Selkirk Medical Clinic asking if they have a strategic plan
to address regular clinic physician accessibility given that there is an
anticipated increase in population expected in the next few years associated
with the ski hill development.

2. Application to UBCM for Community Health Promotion Fund
Moved by Councillor MacFarlane, seconded by Councillor Frew that Council
authorize Staff to apply to the Union of British Columbia Municipalities
Community Health Promotion Fund for the “Healthy Revelstoke Initiative”.

The Grand Opening of the Nels Nelsen Historic Ski Jump and the Cultural Trail is
scheduled for 11:00 a.m. on Saturday, September 16, 2006.

1. Economic Opportunity Fund Grant for Cardboard Recycling
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City of
Revelstoke make application to the Economic Opportunity Fund for funding in the
amount of $15,000 for cardboard recycling.

RESOLVE INTO IN CAMERA:
Moved by Councillor MacFarlane, seconded by Councillor Frew, that Council move
into In Camera at 4:15 p.m. to consider items of business pursuant to Sections
90.1 (a), (e), and (k) of the Community Charter.

BUSINESS ITEMS TO REPORT:
1. Victim Services Program Manager Contract
The Mayor and Chief Administrative Officer were authorized to sign the agreement
with Paul Carter as Manager of the Victim Services Program.

resolution(s) as approved by Council In Camera, be adopted.
