MINUTES OF THE REGULAR COUNCIL MEETING HELD IN COUNCIL CHAMBERS MONDAY, AUGUST 14, 2006,

CALL TO ORDER:

Mayor McKee called the meeting to order at 3:30 p.m. and welcomed everyone in attendance.


ADOPTION OF THE AGENDA:

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the Agenda be adopted with the following additions: DELEGATION: Councillor R. Gibbs – Presentation to City Council of Railway Museum Coins; CORRESPONDENCE: Item 17c) in Information Section be renumbered 6.v) City of Coquitlam – EnerGuide Program; COMMITTEE REPORT - Councillor Gibbs, Chair Parks and Recreation 8.b) Crime Stoppers Verbal Report; and Councillor Richardson, Chair Culture and Social Issues 11.b) Interior Health Authority – Health Connections.

ADOPTION OF THE MINUTES:

1. Regular Council Meeting – July 24, 2006

Moved by Councillor Gibbs, seconded by Councillor MacFarlane that the Minutes of the Regular Council Meeting held July 24, 2006 be approved as presented.

2. Special Council Meeting – August 8, 2006

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the Minutes of the Special Council Meeting held August 8, 2006 be approved as presented.

DELEGATION(S):

1. Robin B. Clark Re: Community Wildfire Protection Plan

Robin Clark provided the draft Community Wildfire Protection Plan for the City of Revelstoke and provided an overview for City Council. The objectives are to integrate wildland / urban interface fire protection into existing plans for the Revelstoke area and educate the public.

Mayor McKee thanked Mr. Clark for his presentation and advised that there is an Open House at the Fire Hall this evening at 7:00 p.m. for the public to acquire information on the proposed Community Wildfire Protection Plan.

2. Councillor R. Gibbs Re: Presentation of Railway Museum Coins

Councillor Gibbs encouraged everyone to attend the events during the Revelstoke Railway Days and promoted the Railway Coin that may be purchased for $2.00. He proceeded to provide all members of City Council with one complimentary coin and acknowledged that it can be spent at participating businesses or kept as a souvenir.

3. Introduction of New Staff Sergeant, Jacquie Olsen

Mayor McKee introduced S/Sgt Jacquie Olsen and welcomed her to the community. She recently moved to the City of Revelstoke for her new position as Commanding Officer at the Revelstoke RCMP detachment.

1. BC Hydro – Funding Available for Electric Beautification Projects

2. BC Teachers’ Federation – World Teachers’ Day – October 5, 2006

3. District of Coldstream – Vernon Jubilee Hospital Crisis

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the correspondence from the District of Coldstream be referred to the Mayor’s Advisory Committee on Health Care for consideration and report back to Council.

4. Ministry of Energy, Mines and Petroleum Resources – BC Oil and Gas Job Fairs

It was recommended that the advertising opportunity for the Job Fair be provided through the Revelstoke Employment Services Centre.

5. Ministry of Public Safety and Solicitor General – Police Records Information Management Environment (PRIME) Implementation

6. Ministry of Community Services and Minister Responsible for Seniors’ and Women’s Issues – Resort Municipality Financing Program

Moved by Councillor MacFarlane, seconded by Councillor Johnston that the correspondence from the Ministry of Community Services be referred to the Economic Development Committee of Council for consideration and report back to Council.

7. Municipal Finance Authority of BC – Notice of 2006 Semi-Annual Meeting

8. Yellowhead Ecological Association – Immediate Stop of all Uranium Exploration and Mining in BC and the Completion of the Historic Royal Commission

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the correspondence from the Yellowhead Ecological Association be referred to the Mayor’s Advisory Committee on Health Care for consideration and report back to Council.

9. Big Brothers Big Sisters of the Okanagan - Renew Crew

Moved by Councillor Richardson, seconded by Councillor Johnston that City Council accepts the offer from the Big Brothers Big Sisters to place an advertisement in the local newspaper clarifying what the Renew Crew offers and that it is not a program that is provided by the City of Revelstoke.

10. Ombudsman Province of BC – Introduction of Newly Appointed BC Ombudsman

11. Union of BC Municipalities – Community Health Promotion – Round 2

Moved by Councillor Richardson, seconded by Councillor Gibbs that the community health promotion information from the Union of BC Municipalities be referred to the Mayor’s Advisory Committee on Health Care to consider and report back to Council should the social aspect of the Official Community Plan be a project that would be applicable to submit to UBCM for funding.

12. Union of BC Municipalities – Accessing Public Transit Agreement Funding

Moved by Councillor Richardson, seconded by Councillor Gibbs that the information from the Union of BC Municipalities be referred to the Revelstoke Transit Committee for consideration and report back to Council.
CARRIED

13. Province of British Columbia Office of the Premier – 2006 UBCM Convention and Request Cabinet Minister Meetings

Mayor McKee recommended that meetings be set up with the Minister of Transportation to discuss the Trans Canada Highway and with the Minister of Finance on BC Hydro Grant-in-Lieu of Taxes and Infrastructure issues.

14. Reg Lehman, Wagon Master – Bashford’s Reunion 2007

Moved by Councillor Johnston, seconded by Councillor MacFarlane that the request from Mr. Lehman, to have about 10 to 15 Recreational Vehicles to dry camp in Centennial Ball Park be approved from September 10 to 14, 2006.

15. Michelle and Brian Gadbois – Road and Private Properties near Arrowhead

16. Mayors for Peace Secretariat – Request for Assistance in Responding to the Current Crisis in Lebanon

Moved by Councillor MacFarlane, seconded by Councillor Frew that Council endorse the statement from the Mayors for Peace Secretariat to call for an immediate end to the violence in the Middle East and that a letter be sent to the Mayors, the Prime Minister, the Leader of the Opposition with a copy back to the President of Mayors for Peace.

Moved by Councillor MacFarlane, seconded by Councillor Johnston that Council endorse the resolution from the City of Coquitlam and that letters be sent out in support of the issue to the Minister of Natural Resources, to Jim Abbott, MP for Kootenay Columbia, the Federation of Canadian Municipalities, the Union of BC Municipalities and UBCM Member Municipalities.

COUNCILLOR FREW, Chair Finance

1. Minutes of Finance Committee Meeting – August 3, 2006

i. Grants-in-Aid Applications – Property Tax Exemptions for 2007

Moved by Councillor Frew, seconded by Councillor Johnston that Council approve the following grants-in-aid in the form of property tax exemptions for 2007: (a) Revelstoke Hospital Auxiliary located at 315 West 2nd Street; and (b) Royal Canadian Legion located at 600 West 1st Street (Class 8 assessment only).

ii. Grant-in-Aid – Andrew Russell

Moved by Councillor Frew, seconded by Councillor MacFarlane that Andrew Russell be awarded a grant-in-aid of $200.

iii. RCFC Refund Request for Computer Equipment

Moved by Councillor Frew, seconded by Councillor MacFarlane that the Revelstoke Community Forest Corporation’s request for a refund of $500 be denied.

COUNCILLOR GIBBS, Chair Parks and Recreation

1. Aquatic Centre Statistics for July 2006 Re: Hotel/Motel/Campground Passes

2. Crime Stoppers Report

Councillor Gibbs advised that he attends the Crime Stoppers meetings and that they certainly need assistance with members and help from the public. A tip was received that recovered $15,000 to $20,000 worth of illegal drugs and equipment and the $500 tip fee has not yet been collected.

COUNCILLOR MACFARLANE, Chair Planning and Land Development

1. Monthly Building Permit & Accumulative Building Permit Summaries – July 2006

2. City of Revelstoke Official Community Plan Amendment Bylaw No. 1834 and
City of Revelstoke Zoning Amendment Bylaw No. 1835 – John Kehler & Bryan Knoblauch

NOTE: Councillor Gibbs reported that he was in a conflict of interest situation due to his employment with the construction company for the applicant. He retired from the Council Chambers at 4:30 p.m.

Moved by Councillor MacFarlane, seconded by Councillor Frew that Council gives Third Reading and Adoption to the City of Revelstoke Official Community Plan Amendment Bylaw No. 1834.

Moved by Councillor MacFarlane, seconded by Councillor Frew that Council gives Third Reading and Adoption to the City of Revelstoke Zoning Amendment Bylaw No. 1835.
CARRIED

Moved by Councillor MacFarlane, seconded by Councillor Frew that Development Permit No. 2006-14 be issued.

Discussion ensued on the design of the façade being the same as previous development permits just issued.

Moved by Councillor Johnston, seconded by Councillor Richardson that the motion be amended to include that it is subject to negotiation of a change to the façade design to avoid repetition of façade designs recently approved.

Moved by Councillor Richardson, seconded by Councillor Gibbs that the information from the Interior Health Authority be referred to the Mayor’s Advisory Committee on Health Care for consideration and report back to Council.

COUNCILLOR SINGH, Chair Economic Development

1. Monthly Business License Summary – July 2006

MAYOR MCKEE, Chair Administration, Policy, Bylaws and Public Relations

1. Amendment to the Animal Control and Licensing Bylaw No. 1758

Moved by Councillor MacFarlane, seconded by Councillor Frew that Council gives First, Second and Third Readings to the City of Revelstoke Animal Control and Licensing Amendment Bylaw No. 1839.

2. Standing Committee Appointments – Revelstoke and Area Emergency Management Program (RAEMP)

Mayor McKee called from Councillors to volunteer to be considered as an appointee to the Revelstoke and Area Emergency Management Program Executive Committee. Councillor P. Frew put his name forward.

Moved by Councillor Richardson, seconded by Councillor Gibbs that Council dissolve the Emergency Executive Committee, and appoint Mayor McKee and Councillor Frew to the new Revelstoke and Area Emergency Management Program Executive Committee that was established through the Revelstoke / Electoral Area ‘B’ Emergency Management Services Agreement.

RESOLVE INTO IN CAMERA:

Moved by Councillor Richardson, seconded by Councillor Gibbs, that Council move into In Camera at 4:50 p.m. to consider items of business pursuant to Sections 90.1 (a), (d), (e), and (k) of the Community Charter.

BUSINESS ITEMS TO REPORT:

1. Revelstoke Mountain Resort – Memorandum of Understanding

Council approved the Memorandum of Understanding with Revelstoke Mountain Resort on sewage collection and treatment and authorized the Mayor and Chief Administrative Officer to sign.

2. Minutes of the Social Committee Meeting – August 10, 2006

The Minutes of the Social Committee Meeting held August 10, 2006 was received as information.


ADOPTION OF RESOLUTION(S):

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the resolution(s) as approved by Council In Camera, be adopted.
CARRIED

Moved by Councillor MacFarlane, seconded by Councillor Johnston that the meeting adjourn at 7:00 p.m.
