CALL TO ORDER:
Mayor McKee called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Johnston, seconded by Councillor Gibbs that the Agenda be
adopted with the following additions: COMMITTEE REPORT - Councillor Frew, Chair
Finance 7.b) Minutes of a Finance Committee Meeting – July 6, 2006; COMMITTEE
REPORT – Councillor Johnston, Chair Public Works and Protection 9.g) Fire Chief
– Verbal Update on Cascade Cedar Fire.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting – July 10, 2006
Moved by Councillor Gibbs, seconded by Councillor MacFarlane that the Minutes of
the Regular Council Meeting held July 10, 2006 be approved as presented.

2. Special Council Meeting – July 17, 2006
Moved by Councillor Frew, seconded by Councillor MacFarlane that the Minutes of
the Special Council Meeting held July 17, 2006 be approved as presented.

CORRESPONDENCE:
1. Union of British Columbia Municipalities Re: UBCM Commentary on Competition
of Council Report
Moved by Councillor MacFarlane, seconded by Councillor Johnston that the City of
Revelstoke endorse UBCM’s commentary on the Competition Council Report.
CARRIED
Councillor Singh provided Council with information on how Revelstoke compares
with other communities in the province in regards to Major Industry and Business
Tax Rates. Revelstoke is the tenth highest in both categories out of 157
communities.
Moved by Councillor Singh, seconded by Councillor Gibbs that the Major Industry
and Business Tax Rates information provided by Councillor Singh be referred to
the Finance Committee for review and report back to Council.

Moved by Councillor MacFarlane, seconded by Councillor Frew that the Director of
Engineering and Public Works provide information on how the City of Revelstoke
has dealt with Train Whistle Practices.

5. Minister of Transport, Infrastructure and Communities Re: Trans-Canada
Highway
6. Revelstoke Chamber of Commerce Re: Request to have a Parade on August 18,
2006 at 6:00 p.m.
Moved by Councillor MacFarlane, seconded by Councillor Singh that the request
from the Revelstoke Chamber of Commerce to have a parade on August 18, 2006
starting at Queen Elizabeth Park, down Mackenzie Avenue to First Street and then
on First Street to the Courthouse commencing at 6 p.m. be approved.

7. Vancouver Island Regional Library Re: Request for B.C. Municipalities and
Regional Districts to ask the Provincial Government to increase the Library
Operating Grant
8. Ministry of Forests and Range Re: Proposed Expansion of Woodlot W461 Columbia
Forest District
Moved by Councillor MacFarlane, seconded by Councillor Gibbs that the
correspondence from Ministry of Forests and Range be referred to Revelstoke
Community Forest Corporation for comment.

9. Revelstoke Museum & Archives Re: Request to Close the Alley from Boyle Avenue
to the End of the Heritage Garden Property on Saturday August 26th at 9:00 a.m.
Moved by Councillor Johnston, seconded by Councillor MacFarlane that the request
from the Revelstoke Museum & Archives to close the alley from Boyle Avenue to
the end of the Heritage Garden property on Saturday, August 26th from 9:00 a.m.
to 7 p.m. be approved.

10. Lauren Waters and Doreen McGillis Re: Kokanee Challenge Tournament
Moved by Councillor MacFarlane, seconded by Councillor Johnston that the
correspondence from Lauren Waters and Doreen McGillis be referred to the
Administration Committee and the RCMP for comment.

11. Columbia Basin Trust Re: 2005 – 2006 Annual Report
COMMITTEE REPORTS:

1. Applications for Heritage Advisory Commission
Moved by Councillor Frew, seconded by Councillor Singh that Council appoint
Stephanie Ballendine, Carl Rankin and Marie-Claude Asselin as members of the
Heritage Advisory Commission effective immediately.

2. Minutes of a Finance Committee Meeting – July 6, 2006
i. Property Tax Write Off – Roll #1805103 – 2931 Airport Way
Moved by Councillor Frew, seconded by Councillor MacFarlane that the Director of
Finance be granted permission to write to the Minister to have the property
taxes written off in the amount of $452.02 (plus penalties and accrued interest)
for the airport hanger 3A located at 2931 Airport Way – Roll #1805103.

2. Minutes of a Revelstoke Enhancement Committee Meeting – July 4, 2006
i. Public Art Submissions
Moved by Councillor Johnston, seconded by Councillor Singh that City Council
approve the following 6 sites for the installation of Public Art:
- Aquatic Centre
- Mackenzie Avenue and Third Street (2 - east and west side of Mackenzie in the
gateway features)
- Campbell Avenue and First Street
- The Railway Museum
- The Revelstoke Visual Arts Centre (between Victoria Road and the Visual Arts
Centre)

Moved by Councillor Johnston, seconded by Councillor Singh that the City explore
the feasibility of installing a gated, paving stone walkway from Victoria Road
to the Public Art Gallery with design input from Robert Inwood.

ii. Campground Signage (Lamplighter)
Moved by Councillor Johnston, seconded by Councillor Singh that City Council
approves the installation of directional signage to the Lamplighter Campground
similar to the directional signage for Williamson’s Lake Campground. This
signage should be placed on Victoria Road at Charles Street, Douglas Street and
the left turn onto the Big Eddy Bridge.

3. Minutes of a Public Works Committee Meeting – July 19, 2006
4. Award Contract for “Revelstoke East Approach Bridge Deck Rehabilitation”
Moved by Councillor Johnston, seconded by Councillor MacFarlane that Council
award the “Revelstoke East Approach Bridge Deck Rehabilitation Project” to
Seismic 2000 Construction Limited in the amount of $689,865.00 plus GST which
represents the Lowest Bid Price.

5. Mackenzie Crossing Update
The Director of Engineering and Public Works reported that he had just heard
within the last hour from CP Rail that they intend to complete the installation
of the crossing by the first week of August. Following that, Transport Canada
will complete an inspection and forward recommendations to Ottawa. It will
probably be one to two months before completion.
6. Minutes of a Protection Committee Meeting – July 20, 2006
i. Community Wildfire Protection Plan
Moved by Councillor Johnston, seconded by Councillor Gibbs that the consultant
be scheduled to present the revised “Final Draft” Community Wildfire Protection
Plan to Council at the August 14, 2006 Council meeting for consideration and
approval, after which a public information meeting will be held at the Fire Hall
providing an opportunity for the public to receive the information and view the
plan.

7. Fire Chief - Update on Cascade Cedar Fire
The Fire Chief reported that he had visited the site and they are working with
equipment today to spread out the pile. Hopefully they can spend the next 24
hours working in order to minimize the smoke.

NOTE: Councillor Gibbs reported that he was in a conflict of interest situation
regarding items 1 and 4 of the Planning Committee Minutes due to his employment.
He left Council Chambers at 4:09 p.m.
i. John Kehler and Bryon Knoblauch – 302, 304 and 306 Townley Street
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City of
Revelstoke Official Community Plan Amendment Bylaw No. 1834 receive First and
Second Readings and that a Public Hearing be scheduled for 3:00 p.m. on Monday,
August 14, 2006; and that City of Revelstoke Zoning Amendment Bylaw No. 1835
receive First and Second Readings and that a Public Hearing be scheduled for
3:00 p.m. on Monday, August 14, 2006.

Councillor MacFarlane advised that they would deal with item 4 next due to the
conflict of interest for Councillor Gibbs.
ii. England Holdings Ltd. – 1500 First Street West
Moved by Councillor MacFarlane, seconded by Councillor Singh that Development
Permit No. 2006-22 for 1500 First Street West be issued, subject to receipt of a
site plan that includes required landscaping and adequate parking; and
landscaping plan, fee estimate and Letter of Credit to cover landscaping works.

NOTE: Councillor Gibbs returned to Council Chambers at 4:12 p.m.
iii. S & C Hui Enterprises – 100 Boyle Avenue
Moved be Councillor MacFarlane, seconded by Councillor Singh that Development
Permit No. 2006-20 for 100 Boyle Avenue be issued.

iv. City Furniture – 111 Victoria Road
Moved by Councillor MacFarlane, seconded by Councillor Gibbs that Development
Permit No. 2006-21 for 111 Victoria Road be issued.

v. Marlene Scarcelli – 212 Mackenzie Avenue
Moved by Councillor MacFarlane, seconded by Councillor Frew that Development
Permit No. 2006-23 for 212 Mackenzie Avenue be issued.

vi. Acklands Grainger Inc. – 222 Highway 23 North
Moved by Councillor MacFarlane, seconded by Councillor Johnston that Development
Permit No. 2006-27 for 222 Highway 23 North be issued subject to receipt of a
landscaping plan, fee estimate and letter of credit to cover landscaping works;
and screening of service bin located in front of building.

3. City of Revelstoke Development Application Fees Amendment Bylaw No. 1833
Moved by Councillor MacFarlane, seconded by Councillor Frew that City of
Revelstoke Development Application Fees Amendment Bylaw No. 1833 receive Final
Reading and Adoption.

i. Administration Committee of Council – Regular Scheduled Meetings
Moved by Councillor Frew, seconded by Councillor Gibbs that the Administration
Committee of Council will meet on the third Tuesday of each month (August 15,
September 19, October 17, November 21 and December 19) at 3 p.m.

ii. Vending and Busking Policy (V-2)
Moved by Councillor Johnston, seconded by Councillor MacFarlane that the amended
Vending and Busking Policy V-2 be approved by City Council.

iii. RCFC Log Sort Yard – Lease Agreement and OCP and Zoning Amendments
Moved by Councillor MacFarlane, seconded by Councillor Johnston that the
Planning Department proceed with an amendment to the Official Community Plan
from Parks and Trails to Light Industrial and an amendment to the Zoning Bylaw
from the split-zone of Urban Reserve and Rural Residential 60 Hectares to Light
Industrial for the RCFC Log Sort Yard and that the expenses be paid from Council
Contingency.

iv. Columbia View Park – Rezone from Urban Reserve to Parks
Moved by Councillor Gibbs, seconded by Councillor MacFarlane that the Planning
Department proceed with an amendment to the Zoning Bylaw from Urban Reserve to
Parks for the Columbia View Park and that expenses be paid from Council
Contingency.

RESOLVE INTO IN CAMERA:
Moved by Councillor Gibbs, seconded by Councillor MacFarlane, that Council move
into In Camera at 4:30 p.m. to consider items of business pursuant to Sections
90.1 (a), (c), (g), (k) and (l) of the Community Charter.

BUSINESS ITEMS TO REPORT:
1. Lease Agreement – Revelstoke Historical Association
City Council approved the Revelstoke Museum Lease Agreement with the Revelstoke
Historical Association for the term of five years commencing June 1, 2006 for
the rent of One Dollar per year subject to the disposition of lands and
assistance to an organization notice being advertised consecutively for two
weeks in the local newspaper.
2. Memorandum of Understanding Among the City of Revelstoke, Ministry of
Transportation and Big Bend Development Corporation
City Council approved the Memorandum of Understanding among the City of
Revelstoke, the Ministry of Transportation (Rocky Mountain District) and Big
Bend Development Corporation and authorized the Mayor and Director of Corporate
Administration to sign the Memorandum of Understanding on the City of
Revelstoke’s behalf.
3. OCP Review Update
It was agreed that the OCP Steering Committee be established, consisting of
Mayor Mark McKee, the Planning Committee of Council, the Director of Planning
and the Chief Administrative Officer to create the Terms of Reference and
proceed with the project.
4. Expansion of Volunteer Complement
City Council authorized the Fire Chief to increase the volunteer fire fighter
complement from 29 to 40.
5. Highway Use License Agreement – Big Bend Operating Company Ltd. (109 Second
Street East)
City Council approved the Highway Use License Agreement for 109 Second Street
East and authorized the Mayor and Chief Administrative Officer to sign the
Agreement on the City of Revelstoke’s behalf.

Moved by Councillor Singh, seconded by Councillor Gibbs that the resolution(s)
as approved by Council In Camera, be adopted.
