CALL TO ORDER:
Mayor McKee called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor MacFarlane, seconded by Councillor Gibbs that the Agenda be
adopted as presented.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting – March 27, 2006
Moved by Councillor Richardson, seconded by Councillor Gibbs that the Minutes of
the Regular Council Meeting held March 27, 2006 be approved as presented.

DELEGATION:
1. Roberto Rodriguez, Executive Director, Revelstoke Railway Museum Re: Railway
Days 2006
Mr. Rodriguez provided Council with an informative Power Point Presentation
about the upcoming Railway Days 2006 starting Friday, August 18, 2006 to Sunday
August 27, 2006. The event is a week long celebration that will honour
Revelstoke’s railway history and heritage. Different clubs and organizations in
the community will be participating and it is expected the event will attract
over 4,000 visitors to the City.
Mayor McKee thanked Mr. Rodriguez for his presentation.

1. Regular Council Meeting – March 27, 2006
Nil.
CORRESPONDENCE:
1. Sarah Newton, Revelstoke’s Screen Smart Committee Re: Raising Awareness of
Overuse of Computers and Television by Youth and Children
Mayor McKee reported that he will participate in the judging and David Rooney,
Revelstoke Arts Society indicated that the Arts Society will work with them
regarding the mural.
2. British Columbia Recreation and Parks Association Re: May 10, 2006 Move for
Health Day
Mayor McKee reported that he will be participating in the walk that is being
arranged by the Parks and Recreation Department.
3. Canadian Association of Home & Property Inspectors (BC) Re: Standards for the
BC House and Property Inspection Industry
4. Bill MacFarlane, President, Revelstoke Teachers’ Association Re: April 28,
2006 – National Day of Mourning
Mayor McKee reported that he will attend the ceremony at 12 noon on April 28,
2006.
5. Federation of Canadian Municipalities Re: Election of Directors

1. City of Revelstoke Financial Plan 2006 – 2010
Councillor Richardson reported that a summary of the City of Revelstoke
Financial Plan 2006 – 2010 will be published in the paper and that it can be
viewed online at the City’s website as well as at City Hall during normal office
hours.
2. City of Revelstoke Cheque Summary – April 4, 2006 - $622,543.78
3. City of Revelstoke Loan Authorization Bylaws
i. City of Revelstoke Eastern Access Bridge Rehabilitation Loan Authorization
Bylaw No. 1818
Moved by Councillor Richardson, seconded by Councillor Johnston that City of
Revelstoke Eastern Access Bridge Rehabilitation Loan Authorization Bylaw No.
1818 receive First, Second and Third Readings.

ii. City of Revelstoke Remedial Works On Airport Way Construction Loan
Authorization Bylaw No. 1819
Moved by Councillor Richardson, seconded by Councillor Johnston that City of
Revelstoke Remedial Works On Airport Way Construction Loan Authorization Bylaw
No. 1819 receive First, Second and Third Readings.

iii. City of Revelstoke Remedial Works On Powerhouse Road Construction Loan
Authorization Bylaw No. 1820
Moved by Councillor Richardson, seconded by Councillor MacFarlane that City of
Revelstoke Remedial Works On Powerhouse Road Construction Loan Authorization
Bylaw No. 1820 receive First, Second and Third Readings.

1. Monthly Building Permit and Accumulative Building Permit Summaries – March
2006
2. City of Revelstoke Zoning Amendment Bylaw No. 1824
Moved by Councillor MacFarlane, seconded by Councillor Johnston that Council
waive a Public Hearing pursuant to Section 890(4) of the Local Government Act;
and that City of Revelstoke Zoning Amendment Bylaw No. 1824 receive First,
Second and Third Readings.

3. City of Revelstoke Rental Property Maintenance Bylaw No. 1825
Moved by Councillor MacFarlane, seconded by Councillor Richardson that City of
Revelstoke Rental Property Maintenance Bylaw No. 1825 receive First and Second
Readings and that an advertisement be placed in the local newspaper informing
the public of Council’s intention to adopt Bylaw No. 1825; also that a notice be
sent out along with the tax notices advising that information regarding the
Bylaw can be obtained through the Planning Department; and that the information
be provided on the City’s webpage.

It was also mentioned that the information could be provided on the City’s
webpage.
4. Minutes of a Planning Committee Meeting – April 4, 2006
i. Amken Holdings Ltd. – 1600 Front Street
Moved by Councillor MacFarlane, seconded by Councillor Gibbs that Council
approve the strata plan subject to completion of the work outlined in the
professional engineer’s report; and that the work be completed to the
satisfaction of the Building Inspector.

ii. Section 57 of the Community Charter – 219 Seventh Street East
Moved by Councillor MacFarlane, seconded by Councillor Johnston that Council
issue a Notice of Hearing to the owner advising that a Hearing will be held at
3:00 p.m. on May 8, 2006 in Council Chambers.

iii. Early Budget Approval Request for the Official Community Plan
Moved by Councillor MacFarlane, seconded by Councillor Singh that Council
approves the request for early budget approval of the $100,000 for the City wide
Official Community Plan.

iv. Valair Apartments – 1121 Victoria Road
Moved by Councillor MacFarlane, seconded by Councillor Johnston that Development
Permit No. 2006-07 be issued subject to receipt of a site plan.

v. Just a Notion – 201 Mackenzie Avenue
Moved by Councillor MacFarlane, seconded by Councillor Singh that Development
Permit No. 2006-09 be issued.

Moved by Councillor Richardson, seconded by Councillor Johnston that Council
send a letter of appreciation to Dinham Drew for his contribution to the Mayor’s
Advisory Committee on Health Care and that Council advertises for two new
members for the Mayor’s Advisory Committee on Health Care.

1. City of Revelstoke Terms and Conditions of Employment for Administrative
Personnel Amendment Bylaw No. 1821
Moved by Councillor Johnston, seconded by Councillor Gibbs that City of
Revelstoke Terms and Conditions of Employment for Administrative Personnel
Amendment Bylaw No. 1821 receive Final Reading and be Adopted by Council.

2. CBT Community Initiatives Program Review Meeting – March 21, 2006
Moved by Councillor MacFarlane, seconded by Councillor Johnston that the 2006
Project Funding Recommendations submitted by the Evaluation team be approved as
submitted. Twenty four projects will receive a total of $189,960.

3. Minutes of a CPR Community Advisory Panel Committee Meeting – March 22, 2006
i. CP Rail Advisory Committee Meetings
Moved by Councillor Richardson, seconded by Councillor Singh that the CP Rail
Advisory Committee meet twice a year, spring and fall, instead of the previous
quarterly meetings.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Gibbs, that Council move
into In Camera at 4:55 p.m. to consider items of business pursuant to Sections
90.1 (a), (g), (j) and (k) of the Community Charter.

BUSINESS ITEMS TO REPORT:
1. Sale of Co-op Lands
Council decided to advertise to the public that the City is considering
disposing of the Co-op lands and will accept Expressions of Interest.

meeting adjourn at 6:50 p.m.
