MINUTES OF THE REGULAR COUNCIL MEETING HELD IN COUNCIL CHAMBERS MONDAY, DECEMBER 19, 2005,
COMMENCING AT 3:30 P.M.

CALL TO ORDER:

Mayor McKee called the meeting to order at 3:31 p.m. and welcomed everyone in attendance.


ADOPTION OF THE AGENDA:

Moved by Councillor Richardson, seconded by Councillor Frew that the Agenda be adopted with the following additions: COMMITTEE REPORT – Councillor Gibbs, Chair Parks and Recreation 8.d) Forest Workers Update; COMMITTEE REPORT – Mayor McKee, Chair Administration, Policy, Bylaws and Public Relations 13.c) 2006 Council Meeting Schedule.

ADOPTION OF THE MINUTES:

1. Regular Council Meeting – November 28, 2005

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the Minutes of the Regular Council Meeting held November 28, 2005 be approved as presented.
CARRIED

2. Inaugural Meeting of Council – December 5, 2005

Moved by Councillor Frew, seconded by Councillor Gibbs that the Minutes of the Inaugural Meeting of Council held December 5, 2005 be approved as presented.
CARRIED

3. Public Hearing – December 12, 2005

Moved by Councillor MacFarlane, seconded by Councillor Johnston that the Minutes of the Public Hearing held December 12, 2005 be received by Council.
CARRIED

1. Canadian Association of Home & Property Inspectors (BC) Re: Home Inspectors with memo from Building Inspector

2. School District No. 19 (Revelstoke) Re: Recycling Services

3. Revelstoke Ministerial Association Re: Grant-in-aid Request

Moved by Councillor Singh, seconded by Councillor Johnston that Council approves the Grant-in-aid request from the Revelstoke Ministerial Association for fees to be waived for the rental of the Community Centre on March 3, 2006.

4. British Columbia Supply Management Re: Support for the Dairy and Poultry Farmers of British Columbia

1. City of Revelstoke Cheque Summary – December 2, 2005 - $1,823,169.25

2. City of Revelstoke Revenue Anticipation Borrowing Bylaw No. 1812

Moved by Councillor Frew, seconded by Councillor MacFarlane that City of Revelstoke Revenue Anticipation Borrowing Bylaw No. 1812 be given First, Second and Third Readings.
CARRIED

3. City of Revelstoke Reserve Fund Transfer Bylaw No. 1809

Moved by Councillor Frew, seconded by Councillor Richardson that City of Revelstoke Reserve Fund Transfer Bylaw No. 1809 receive Final Reading and be Adopted by Council.
CARRIED

4. Document Destruction

Moved by Councillor Frew, seconded by Councillor Gibbs that records numbered 2043 to 3004 as per the list presented to Council be destroyed as soon as possible.
CARRIED


COUNCILLOR GIBBS, Chair Parks and Recreation

1. Senior Citizen’s Centre Agreement

Moved by Councillor Gibbs, seconded by Councillor Johnston that Council approves the Agreement with the Senior Citizen’s Centre as presented.
CARRIED

2. Resolution Request for Canada Day Celebrations

Moved by Councillor Gibbs, seconded by Councillor MacFarlane that staff be authorized to request funding from the Department of Canadian Heritage, Celebrate Canada Program for the Canada Day festivities and be authorized to sign the Waiver form absolving the Crown of all liability for the event.

3. Minutes of a Parks and Recreation Committee Meeting – December 14, 2005

i. Revelstoke Secondary School – PERC program

Moved by Councillor Gibbs, seconded by Councillor Singh that the City of Revelstoke support the PERC program at Revelstoke Secondary School by offering eligible students a one month pool pass for the month of June.

4. Forest Workers Update


COUNCILLOR JOHNSTON, Chair Public Works and Protection

1. Minutes of a Protection Committee Meeting – December 14, 2005

2. City of Revelstoke Fire Prevention, Protection and Control Services Amendment Bylaw No. 1814

Moved by Councillor Johnston, seconded by Councillor Gibbs that City of Revelstoke Fire Prevention, Protection and Control Services Amendment Bylaw No. 1814 receive First, Second and Third Readings.

3. Minutes of a Revelstoke Enhancement Committee Meeting – December 7, 2005

i. Kingsbury Bridge Design Concepts

Moved by Councillor Johnston, seconded by Councillor MacFarlane that the City of Revelstoke pursue the idea of constructing a timberframe bridge.
CARRIED

ii. Signage at Victoria Road Underpass

Moved by Councillor Johnston, seconded by Councillor Singh that subject to the underpass kiosks being moved to Grizzly Plaza that City Council approach Bob Inwood for redesign concepts for the Chamber of Commerce Business and Service Directory sign.
CARRIED

iii. Aquatic Centre Sculpture

Moved by Councillor Johnston, seconded by Councillor Singh that City Council allows the Enhancement Committee the opportunity to review all proposals for completion of the centrepiece of the entranceway to the Aquatic Centre.
CARRIED

4. Minutes of a Public Works Committee Meeting – December 15, 2005

5. Janitorial Contract – Revelstoke Courthouse

Moved by Councillor Johnston, seconded by Councillor Richardson that Council awards the Janitorial Contract for the Revelstoke Courthouse to Apex Janitorial for a three year term commencing January 1, 2006 at a monthly rate of $1200.00 and $14.00 per hour for extra work.

6. Community Wildfire Protection Plan – UBCM Funding Application

Moved by Councillor Johnston, seconded by Councillor Gibbs that Council approves and endorses the application to UBCM for funding of “The City of Revelstoke Community Wildfire Protection Plan.”
CARRIED

1. Monthly Building Permit and Accumulative Building Permit Summaries – November 2005

2. Minutes of an Advisory Planning Commission Meeting – November 24, 2005

Moved by Councillor MacFarlane, seconded by Councillor Richardson that Corin Flood, Gerry Gardener and Joe Verbalis be appointed to the Advisory Planning Commission and that a letter be sent to Bill Shuttleworth thanking him for his service.

3. Minutes of an Advisory Planning Commission Meeting – December 8, 2005

4. City of Revelstoke Official Community Plan Amendment Bylaw No. 1807 and City of Revelstoke Zoning Amendment Bylaw No. 1805 – 1956 Allen Road

Moved by Councillor MacFarlane, seconded by Councillor Frew that City of Revelstoke Official Community Plan Amendment Bylaw No. 1807 receive Third Reading and be Adopted by Council and that City of Revelstoke Zoning Amendment Bylaw No. 1805 receive Third Reading and be Adopted by Council.

COUNCILLOR SINGH, Chair Economic Development

1. Relocate Kiosks to Grizzly Plaza

Moved by Councillor Singh, seconded by Councillor Richardson that the two kiosks located at the western access to town be moved to Grizzly Plaza at the locations indicated on the diagram presented to Council.

2. Monthly Business Licence Summary – November 2005


MAYOR MCKEE, Chair Administration, Policy, Bylaws and Public Relations

1. Signage for City Council Chambers

Moved by Councillor Singh, seconded by Councillor Richardson that Council approves Option 1 which is to add lettering similar to existing lettering on the outside of the building at an approximate cost of $660.00.

2. Minutes of a CPR Community Advisory Panel Committee Meeting – December 15, 2005

RESOLVE INTO IN CAMERA:

Moved by Councillor Richardson, seconded by Councillor Gibbs, that Council re-convene into In Camera at 4:17 p.m. to consider items of business pursuant to Sections 90.1 (a) - (o) of the Community Charter.

BUSINESS ITEMS TO REPORT:

1. Janitorial Contract – Revelstoke Community Centre

Council approved the janitorial services contract at the Revelstoke Community Centre to Apex Janitorial Services Ltd. at $67,680 per year with an hourly rate of $14 per man-hour for additional duties for three years commencing January 1, 2006. Also, that the terms and conditions outlined in the proposal be included in said agreement.


ADOPTION OF RESOLUTION(S):

Moved by Councillor Frew, seconded by Councillor MacFarlane that the resolution(s) as approved by Council In Camera, be adopted.
CARRIED
