MINUTES OF THE INAUGURAL MEETING OF COUNCIL HELD IN THE COUNCIL CHAMBERS OF CITY
HALL ON MONDAY, DECEMBER 5, 2005

OPENING REMARKS:
Ms. Bernacki announced that she was honoured to be acting as Master of
Ceremonies for the Inaugural meeting. Ms. Bernacki reported that the City of
Revelstoke is over 106 years old and that there have been many inaugural
meetings during that time but this is the first one in this Council Chambers.
Ms. Bernacki wished the new Council all the best as they proceed to expand the
City and deal with the ski hill development as well as all the other
developments that take place and to deal with problems and issues that will
arise from that.
Ms. Bernacki then performed the swearing-in of Revelstoke City Council.

Ms. Bernacki then called upon Mayor McKee to say a few words.
ADDRESS BY MAYOR MCKEE:
Mayor McKee thanked Ms. Bernacki for acting as Master of Ceremonies and
performing the Oath of Office.
Looking back on the last three years Council and the community has made huge
progress in a lot of areas. We met with Interior Health and negotiated
facilities in the community. We are going to see health care services getting a
lot better with the work that we have done with the hospital and Moberly Manor.
The Aquatic Centre has now been built, is open and is a huge success. Council
met and deliberated on the Big Eddy floodplain, something that has plagued the
community for quite a few years. Council also took on the task of dealing with
Mackenzie Crossing, which again is another issue that has been haunting past
Councils for longer than I have lived in the community. Mt. Mackenzie is a big
success story for everyone involved, we have Master Plan approval; Master
Development Agreement approval; and an agreement between the City and the
developers that has been executed and finalized. Six kilometers of road was
built this year as well as new ski runs built on the top. Again, a project that
many Council’s over many years has deliberated on, has now come to final
agreement.
We have upgraded our water systems, we have built roads and sidewalks, the
Revelstoke Community Energy Corporation opened its doors recently. Basically, in
the last three years $20 million in projects has been realized in this community
however, not at no cost, we have increased debt by approximately $9 million for
the $20 million of projects. We finished the three year term approximately $11.9
million in debt which is far lower than the City is permitted.
We have finished the Environmental Strategy which has been passed around
different departments in the City, we have started a retail study, a Mayor’s
Advisory Committee on Health Care and are proceeding with an Air Quality
Committee. Every year we are asked to do more things for more people and this
has implications when it comes to budget time and taxes.
In the last three years the positives have outweighed the negatives and the
successes have far outnumbered the failures. We have gone down a path and set
direction that will probably see more change in all the history of Revelstoke
and we have done that by commitment from Council, staff and most importantly the
community.
Mayor McKee relayed his thanks to Terry O’Hagan for his past three years of
service; congratulated the Councillors who were here last term and welcomed
Councillor Gibbs as the new member. Mayor McKee also thanked Antoinette
Halberstadt and Carl Rankin for putting their name forward for the betterment of
the community.
Mayor McKee reported that over the next three years there will be more
development and more people moving here which means more social issues,
including affordable housing, more demand for infrastructure, etc. Mayor McKee
stated that he is proud of our accomplishments over the last three years but
will be asking for more commitment from Council, staff and more importantly the
community as we move forward.
CALL TO ORDER:
Mayor McKee called to order the first meeting of the new City Council.
1. Appointment to CSRD Board of Directors - Resolution
Moved by Councillor Johnston, seconded by Councillor MacFarlane, that Revelstoke
City Council appoint Mayor McKee to the Columbia Shuswap Regional District Board
of Directors to represent the City of Revelstoke and further, that Councillor
Frew be appointed as Alternate to the CSRD Board of Directors.

2. Appointment to Okanagan Regional Library Board of Management – Resolution
Moved by Councillor MacFarlane, seconded by Councillor Richardson that
Revelstoke City Council appoint Councillor Frew to the Okanagan Regional Library
Board of Management to represent the City of Revelstoke and further, that
Councillor Johnston be appointed as Alternate to the Board of Management.
