MINUTES OF THE REGULAR COUNCIL MEETING HELD IN COUNCIL CHAMBERS MONDAY,
SEPTEMBER 19, 2005,

CALL TO ORDER:
Acting Mayor Singh called the meeting to order at 3:30 p.m. and welcomed
everyone in attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor Richardson that the Agenda be
adopted with the following additions: COMMITTEE REPORTS – Councillor Johnston,
Chair Planning and Land Development 8.e) Development Permit No. 2005-39 –
Moberly Manor Assisted Living Facility; 8.f) Development Permit No. 2005-44 –
Mt. Begbie Brewing Company.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting – September 12, 2005
Moved by Councillor Frew, seconded by Councillor Johnston that the Minutes of
the Regular Council Meeting held September 12, 2005 be approved as presented.

BUSINESS ARISING FROM THE MINUTES:
1. Regular Council Meeting – September 12, 2005
Nil.
DELEGATION:
1. Ingrid Brakop, Loss Prevention Coordinator, ICBC
Ms. Brakop provided Council with information on the 2005 Community Crash
Reduction Challenge which will run from October 1, 2005 – October 31, 2005.
Revelstoke falls into Category ‘C’ Communities with a population between 5,001
and 10,000. Registered communities that show the greatest reduction in crashes
can win between $5,000 and $35,000 in road safety grants. Revelstoke, if
successful, would receive an $18,000 road safety grant. Individuals can also
participate in this event and more information can be found on their website at
www.zerocrashmonth.icbc.com.
Moved by Councillor Frew, seconded by Councillor Richardson that the City of
Revelstoke challenge the City of Trail and the loser of the challenge will fly
the winner’s City Flag at their next Council Meeting.

CORRESPONDENCE:
1. Community Connections (Revelstoke) Society Re: Request to Reconsider Decision
to Impose a $10,0000 Parking Fee
Moved by Councillor Johnston, seconded by Councillor Frew that the
correspondence from Community Connections (Revelstoke) Society be referred back
to the Planning Committee for further review.

2. Environmental Assessment Office Re: Revelstoke Unit 5 Generation Project
Council requested that staff find out more information on when the Advisory
Working Group will start meeting as it may be best to wait until after the
election to appoint someone from Council to the Advisory Working Group.

COUNCILLOR FREW, Chair Public Works and Protection
1. Minutes of a Public Works Committee Meeting – September 8, 2005
i. School Zone Signage Request – Christian School – Baptist Church
Moved by Councillor Frew, seconded by Councillor Johnston that Council approves
the installation of “School Zone” warning signs along Colbeck Road between
Highway 23 North and Pearkes Drive.

2. City of Revelstoke Development Cost Charges Bylaw No. 1781
Moved by Councillor Frew, seconded by Councillor Richardson that Council rescind
Third Reading of City of Revelstoke Development Cost Charge Bylaw No. 1781; that
the Bylaw be amended as presented and that City of Revelstoke Development Cost
Charge Bylaw No. 1781 be given Third Reading as amended.

COUNCILLOR JOHNSTON, Chair Planning and Land Development
1. Request from Revelstoke Visual Arts Centre to Waive Development Permit and
Building Permit Application fees
Moved by Councillor Johnston, seconded by Councillor Richardson that the
Development Permit Application Fees in the amount of $50.00 and Building Permit
Application Fees in the amount of $449.00 be waived and that the funds be
provided from Council Contingency.

2. City of Revelstoke Zoning Amendment Bylaw No. 1799 – Amendment to Secondary
Suites Regulation
Moved by Councillor Johnston, seconded by Councillor Frew that City of
Revelstoke Zoning Amendment Bylaw No. 1799 receive First and Second Readings and
that the Public Hearing be scheduled for Tuesday, October 11, 2005 at 3:00 p.m.

3. Retractable Awning Policy
Moved by Councillor Johnston, seconded by Councillor Richardson that the
Retractable Awning Policy be approved by Council.

4. Development Permit No. 2005-57 – Revelstoke Visual Arts Society
Moved by Councillor Johnston, seconded by Councillor Richardson that Development
Permit No. 2005-57 be issued.

5. Development Permit No. 2005-39 – Moberly Manor Assisted Living Facility
Moved by Councillor Johnston, seconded by Councillor Richardson that Development
Permit No. 2005-39 be approved, subject to receipt of the landscaping
requirements.

6. Development Permit No. 2005-44 – Mt. Begbie Brewing Company
Moved by Councillor Johnston, seconded by Councillor Frew that Development
Permit No. 2005-44 be issued.

1. 2006 Property Tax Exemptions
Moved by Councillor Richardson, seconded by Councillor Johnston that the Royal
Canadian Legion Branch 46 building, located at 600 First Street West and having
the legal description of Lot 5-6, Block 56, Section 34, Plan 9504 be included in
the City of Revelstoke 2006 Tax Exemption Bylaw No. 1802 to the extent of the
Class 8 assessment only.

Moved by Councillor Richardson, seconded by Councillor Frew that City of
Revelstoke 2006 Tax Exemption Bylaw be given Third Reading as amended.

COUNCILLOR SINGH, Chair Parks and Recreation
1. Minutes of a Parks and Recreation Committee Meeting – September 14, 2005
MAYOR MCKEE, Chair Administration, Policy, Bylaws and Public Relations
No Report.
OLD BUSINESS:
i. Affordable Housing Project
Councillor Frew questioned whether the issue of the former Co-op lands being
reserved for an Affordable Housing Project should have been referred to the
Advisory Planning Commission as well as the Administration Committee.
The Chief Administrative Officer reported that the Administration Committee
discussed this at their meeting and agreed to wait until the report was
completed and then a presentation would be made to Council.
NEW BUSINESS:
Nil.
RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Frew, that Council move
into In Camera at 4:05 p.m. to consider items of business pursuant to Sections
90.(1) (e) of the Community Charter.

BUSINESS ITEMS TO REPORT:
1. Office Lease in Revelstoke Courthouse
Council approved the lease in the Revelstoke Courthouse for the Model Railway
Society at $10.97 per square foot and that Council would consider a different
rate if required.
ADOPTION OF RESOLUTION(S):
Moved by Councillor Richardson, seconded by Councillor Frew that the
resolution(s) as approved by Council In Camera, be adopted.
