CALL TO ORDER:
Mayor McKee called the meeting to order at 3:35 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Johnston, seconded by Councillor Richardson that the Agenda
be adopted with the following additions: CORRESPONDENCE: 6.j) Item 17.f) from
Information – International Day of Mourning; COMMITTEE REPORT – Councillor
Johnston, Chair Planning and Land Development 8.h) Minutes of an Advisory

ADOPTION OF THE MINUTES:
1. Regular Council Meeting – April 11, 2005
Moved by Councillor O’Hagan, seconded by Councillor MacFarlane that the Minutes
of the Regular Council Meeting held April 11, 2005 be adopted as presented.

2. Public Hearing – April 11, 2005
Moved by Councillor Richardson, seconded by Councillor Frew that the Minutes of
a Public Hearing held April 11, 2005 be received by Council.

DELEGATION(S):
1. Julie Laverdiere Re: Air Quality
Ms. Laverdiere presented a power point presentation to Council regarding Air
Quality in Revelstoke and also gave a copy of a petition with 500 names on it
that will be presented to the Ministry of Water, Land and Air Protection
regarding the beehive burner at Downie Sawmill.
Ms. Laverdiere recommends that the issue of Air Quality become a priority of the
City of Revelstoke and that Council consider forming an Air Quality Committee
with representation from concerned community members, including industry and
Council to look into the multiple air quality issues affecting our community.
Ms. Laverdiere also recommended using existing Air Quality Committees from
Cities in BC as a design template and also to implement clean air bylaws.
Moved by Councillor MacFarlane, seconded by Councillor O’Hagan that the
presentation and recommendations be referred to the Administration Committee for
review and possible ways of setting up an Air Quality Committee.
CARRIED
Councillor MacFarlane asked that when the Committee meets that Ms. Laverdiere be
invited to the meeting.
BUSINESS ARISING FROM THE MINUTES:
1. Regular Council Meeting – April 11, 2005
Nil.
CORRESPONDENCE:
1. Greyhound Canada Transportation Corp. Re: Application for reduction in bus
service to Revelstoke
Moved by Councillor MacFarlane, seconded by Councillor Johnston that the City of
Revelstoke oppose the application to reduce minimum route frequency between
Revelstoke and Salmon Arm to 4 times per day in each direction from the current
5 times per day in each direction.
Discussion took place on the motion.
Councillor Frew stated that he would like to see more information i.e. the
number of passengers using the Greyhound and which service will be cancelled to
determine the impact on the community.
Mayor McKee suggested that Council do the same as the Regional District which is
that Greyhound be requested to look at a minimum of 5 times per day for the
months from May 1st to October 31st and reduce to 4 times per day for the winter
months.
It was pointed out that the Greyhound may be used more in the winter due to road
conditions and Christmas travel.
Question was called on the motion.

2. Margaret R. Nelles Re: Unsightly and Unsafe Premises 1836 Hay Road
The Chief Administrative Officer reported that the property should be cleaned up
by the end of today and that Staff will follow up.
3. City of Burnaby Re: Request for Public Inquiry into the Investigation of the
Air India Bombing
4. Revelstoke Printing Company Re: Request to have Helicopter Rides during
Sidewalk Sale on April 30th between 10 a.m. and 2 p.m.
Moved by Councillor Johnston, seconded by Councillor Richardson that Revelstoke
Printing be given permission to offer Helicopter rides on Saturday April 30,
2005 between 10am and 2pm from the Rotary Field, during the Sidewalk Sale.

5. Revelstoke Chamber of Commerce Re: Entrance Fees to Revelstoke Dam Visitor
Centre
Moved by Councillor MacFarlane, seconded by Councillor Singh that City Council
contact BC Hydro to advise of the concerns regarding the fees being imposed for
entrance fees to the Revelstoke Dam Visitor Centre.

6. Okanagan Indian Band Re: Official Community Plan Amendment for the Mt.
Mackenzie Resort and Draft Response and Shuswap Nation Tribal Council Re:
Development Referrals in Secwepemc Traditional Territory and Draft Response
Moved by Councillor Frew, seconded by Councillor Richardson that the draft
responses to the Okanagan Indian Band and the Shuswap Nation Tribal Council be
approved and forwarded.

Moved by Councillor MacFarlane, seconded by Councillor O’Hagan that the City of
Revelstoke write a letter to Land and Water BC enquiring how they have dealt
with the First Nations as it relates to Mt. Mackenzie.

7. Penta International Education Institute Re: Revelstoke English Language
School and Invitation for Mayor to visit Taipei
Mayor McKee reported that it doesn’t appear possible to change his ticket for
the trip to Japan in order to incorporate a visit to Taipei. Mayor McKee advised
that he will send an email to Mr. Brian Chang advising him of this.
8. Revelstoke Museums & Gallery Collective Re: Grant-in-aid Request to Waive
Rental Fees at Community Centre on June 11th & 12th
Moved by Councillor O’Hagan, seconded by Councillor Richardson that the request
from the Revelstoke Museums & Gallery Collective to Waive Rental Fees at the
Community Centre on June 11th & June 12th be referred to the Finance Committee
for review.

9. CUPE Re: Lowering of Flags on April 28th International Day of Mourning and
Ceremony at the Revelstoke Workers Memorial @ 12:15 p.m.
Moved by Councillor Frew, seconded by Councillor MacFarlane that the City of
Revelstoke proceed with the request to lower flags on April 28th, 2005 the
International Day of Mourning.

Councillor MacFarlane advised that there will be a ceremony at the Revelstoke
Workers Memorial on Thursday, April 28, 2005 at 12:15 p.m. in recognition of the
International Day of Mourning for workers killed or injured on the job.

Revelstoke Official Community Plan Amendment Bylaw No. 1776 receive First and
Second Readings and that a Public Hearing be scheduled for 3 p.m. on May 9,
2005; and that City of Revelstoke Zoning Amendment Bylaw No. 1777 receive First
and Second Readings and that a Public Hearing be scheduled for 3 p.m. on May 9,
2005.

and Second Readings and that a Public Hearing be scheduled for 3 p.m. on May 9,

5. Minutes of a Planning Committee Meeting – April 19, 2005
i. Proposed Jacobson Ford Dealership – 1321 Victoria Road West
Moved by Councillor Johnston, seconded by Councillor Singh that Development
Permit No. 2005-03 be tabled subject to receipt of provision of handicapped
parking and access, confirmation of signage details and paint scheme and
amendment of the proposed landscape plan; that Staff be authorized to draft
Development Variance Permit No. 2005-03 and that the neighbours be notified as
required by Section 922(4) of the Local Government Act and in accordance with
the Development Notification Sign Policy.

Moved by Councillor Johnston, seconded by Councillor O’Hagan that City of
Revelstoke Subdivision Control Amendment Bylaw No. 1775 receive Final Reading

7. City of Revelstoke Official Community Plan Amendment Bylaw No. 1773 and City
of Revelstoke Zoning Amendment Bylaw No. 1774 – Mt. Mackenzie Resort Lands
Moved by Councillor Johnston, seconded by Councillor MacFarlane that City of
Revelstoke Official Community Plan Amendment Bylaw No. 1773 receive First and
Second Readings and that a Public Hearing be scheduled for 7:00 p.m. on May 12,
2005; and that City of Revelstoke Zoning Amendment Bylaw No. 1774 receive First
and Second Readings and that a Public Hearing be scheduled for 7:00 p.m. on May
12, 2005.

1. Minutes of an Economic Development Committee Meeting – April 18, 2005
i. Nels Nelson Historic Ski Jump
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City
consider the installation of interpretive panels promoting the Nels Nelson Ski
Jump in the downtown core, and the concept be referred to the Enhancement and
Planning Committees and that representatives from the Revelstoke Ski Club who
are currently working on a history of the ski club be invited to attend the
meeting to provide input.

to host the 2007 or 2008 BC Senior Games.

Moved by Councillor Singh, seconded by Councillor Richardson that the City not
participate in the Delta Fitness Challenge.

iii. Pacific Sport Program to Support Elite Athletes
Moved by Councillor Singh, seconded by Councillor Richardson that the City
participate in the Pacific Sport Program.

iv. Family Pass Definition
The definition of a family pass currently states parents and children under 18
living in the same house. However, as children 6 and under are required to be
accompanied by an adult it has been requested that the definition be changed to
include 2 children under 6 and 2 adults.
Moved by Councillor Singh, seconded by Councillor Johnston that the definition
of a family pass be amended to include if an adult purchases a family pass, any
2 adults can use that family pass when accompanying children 6 and under, to
provide proper supervision for the children.

Moved by Councillor Richardson, seconded by Councillor MacFarlane that a letter
of appreciation be sent to Ken Davidson for his 6 ½ years as a Volunteer
Firefighter.

2. Director of Parks & Recreation Re: Request to attend the Canadian Parks and
Recreation Conference in Edmonton October 11th to 15th, 2005
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Director of Parks and Recreation’s request to attend the Canadian Parks and
Recreation Conference in Edmonton October 11th to 15th, 2005 be approved.

3. City of Revelstoke Rokeby Avenue Road Closure and Improvement Bylaw No. 1752
Moved by Councillor Frew, seconded by Councillor Johnston that City of
Revelstoke Rokeby Avenue Road Closure and Improvement Bylaw No. 1752 receive
First, Second and Third Readings.

4. Big Eddy Flood Plain
Moved by Councillor Singh, seconded by Councillor Richardson that Council
implement a phased approach to relaxation of flood construction regulations as
outlined in a memo from the Chief Administrative Officer dated April 22, 2005.

OLD BUSINESS:
1. Pelmorex Communications Inc. All Channel Alert (ACA) Proposal
2. Councillor Singh Motion Re: Grizzly Plaza Extension
Moved by Councillor Singh, seconded by Councillor Frew that the City of
Revelstoke conduct a referendum concurrently with the next municipal election to
receive public consent for this project. The question will ask for consent for a
loan authorization bylaw in the amount of $700,000, or whatever amount is
finally determined subject to the following qualifications:
The final amount of the loan may be affected by escalating construction costs,
cost sharing arrangements with affected businesses, alterations to the plan, and
the availability of federal and provincial grants. The final amount should be
available to the public one month prior to the referendum.
Discussion was held on the motion and it was felt that more information is
required before making this decision. The City will be applying for grant money,
also businesses in the specified area could cost share. Mayor McKee stated that
staff and the Enhancement Committee should be looking at options so that the
decision can be made whether to go to referendum on this issue.
Question was called on the motion.

Moved by Councillor Frew, seconded by Councillor Richardson that staff proceed
with collecting information by August 1st as to cost of project, specified area
as to percentage businesses will be paying and how much the tax payers will be
paying.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor O’Hagan that Council move
into In Camera at 5:30 p.m. to consider items of business pursuant to Sections
90. (1)(c) and (k) of the Community Charter.

BUSINESS ITEMS TO REPORT:
1. Animal Control
It was agreed that the City pursues contracting with the Commissionaires of
British Columbia for Animal Control services.
