CALL TO ORDER
Mayor McKee called the meeting to order at 3:40 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA
Moved by Councillor Richardson, seconded by Councillor Johnston that the Agenda
be adopted with the following changes: COMMITTEE REPORT – COUNCILLOR JOHNSTON
8.c) Development Variance Permit No. 2004-56 be moved to the end of Councillor
Johnston’s report; and the following be moved from information to COMMITTEE
REPORT – COUNCILLOR O’HAGAN 10.c) Municipal Finance Authority Re: MFA Dividend
for Debt Borrowers; 10.d) Minister of Management Services Re: 2004
grants-in-lieu of taxes for properties owned by the British Columbia Buildings
Corporation

1. Regular Council Meeting – November 22, 2004
Moved by Councillor Frew, seconded by Councillor O’Hagan that the Minutes of the
Regular Council Meeting held November 22, 2004 be adopted as presented.

2. Public Hearing – November 22, 2004
Moved by Councillor MacFarlane, seconded by Councillor O’Hagan that the Minutes
of the Public Hearing held November 22, 2004 be received by Council.

CORRESPONDENCE:
1. Ministry of Small Business and Economic Development Re: Olympic/Paralympic
Live Sites Program
Moved by Councillor Singh, seconded by Councillor Richardson that the
correspondence regarding the Olympic/Paralympic Live Sites Program be referred
to the Olympic Committee for review.

2. Vaughan Evans Re: Songs of the Pacific Northwest
Moved by Councillor Richardson, seconded by Councillor O’Hagan that a letter of
thanks be sent to Mr. Evans for advising Council of the Songs of the Pacific
Northwest and that this information be forwarded to the Museum.

1. Revelstoke Museum & Archives Association – President’s Report
Moved by Councillor Frew, seconded by Councillor Singh that the proposed 2005
budget from the Revelstoke Museum & Archives Association be referred to budget
discussions.

COUNCILLOR JOHNSTON, Chair Planning and Land Development
1. Monthly Building Permit and Accumulative Building Permit Summaries – November
2004
2. City of Revelstoke Zoning Amendment Bylaw No. 1738 – Revelstoke Land and
Development Company Ltd. – 1925 Laforme Blvd.
Moved by Councillor Johnston, seconded by Councillor Frew that City of
Revelstoke Zoning Amendment Bylaw No. 1738 be given Third Reading and be Adopted
by Council and that Staff investigate the concerns regarding overflow and
commercial truck parking, the transit bus stop and High School bus stop and
provide enforcement measures as necessary.

3. Development Variance Permit No. 2004-57 – 220 Second Street East
Moved by Councillor Johnston, seconded by Councillor O’Hagan that Development
Variance Permit No. 2004-57 be referred back to the Planning Committee for
discussion with the proponent.

4. Development Variance Permit No. 2004-40 – 509 Ninth Street East
Moved by Councillor Johnston, seconded by Councillor MacFarlane that Development
Variance Permit No. 2004-40 be issued.
CARRIED
Opposed: Councillor O’Hagan
Note: Councillor Johnston advised that he was in a conflict of interest
situation as he has a business relationship with the applicant. Councillor
Johnston left Council Chambers at 3:55 p.m.
5. Development Variance Permit No. 2004-56 – Nichol Road & Hay Road
Moved by Councillor Frew, seconded by Councillor Singh that Development Variance
Permit No. 2004-56 be issued.

1. City of Revelstoke Revenue Anticipation Borrowing Bylaw No. 1769
Moved by Councillor O’Hagan, seconded by Councillor Richardson that the City of
Revelstoke Revenue Anticipation Borrowing Bylaw No. 1769 receive Final Reading
and be Adopted by Council.

MAYOR MCKEE, Chair Administration, Policy, Bylaws and Public Relations
1. Mackenzie Crossing
Moved by Councillor MacFarlane, seconded by Councillor Johnston that the City
make application to CP Rail and Transport Canada for full protection crossing at
Mackenzie Avenue for safety reasons; that the City install fencing on the City
side of the track as per Council’s direction and existing plans; that the City
enter into an Agreement with CP Rail to build the fence on the other side of the
track; and that Council approves night-time closure while working towards full
protection.
Discussion took place on the motion which resulted in the following:
Moved by Councillor O’Hagan, seconded by Councillor Johnston that the motion be
amended to state that Council approves full-time closure in the winter months
and night-time closure the rest of the year.
In Favour: Councillor O’Hagan
MOTION DEFEATED
There was discussion that the motions should be dealt with separately therefore
the original motion was withdrawn by the mover and the seconder.
Moved by Councillor MacFarlane, seconded by Councillor O’Hagan that the City

Mayor McKee once again relayed his thanks to Councillor MacFarlane for heading
up the Committee as well as the volunteers and residents that participated in
the process.
2. Appointment to the Okanagan Regional Library Board
Moved by Councillor Richardson, seconded by Councillor O’Hagan that Councillor
Frew be appointed to the Okanagan Regional Library Board and that Councillor
Johnston be appointed as alternate.

3. 2005 Schedule of Meetings and 2005 Schedule for Acting Mayor
Moved by Councillor MacFarlane, seconded by Councillor O’Hagan that the 2005
Schedule of Meetings and 2005 Schedule for Acting Mayor be approved.
CARRIED
4. Columbia Basin Trust Responds to Public Input on the Sale of Power Projects
to BC Hydro
Mayor McKee reported that the Columbia Basin Trust Board of Directors recently
announced that it is not proceeding with the proposed sale of its 50% share in
power assets to BC Hydro.
5. City of Revelstoke Government Street Closure Bylaw No. 1692 and City of
Revelstoke Laneway and Government Street Closure Bylaw No. 1764
Moved by Councillor Frew, seconded by Councillor MacFarlane that Council rescind
Third Reading to the City of Revelstoke Road Closure Bylaw No. 1692, 2002.

Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
deletes the entirety of City of Revelstoke Road Closure Bylaw No. 1692, 2002 and
replace with the presented wording of City of Revelstoke Government Street
Closure Bylaw No. 1692.

Moved by Councillor MacFarlane, seconded by Councillor Richardson that Council
gives Third Reading to City of Revelstoke Government Street Closure Bylaw No.
1692.

Moved by Councillor Frew, seconded by Councillor MacFarlane that Council gives
First, Second and Third Readings to City of Revelstoke Laneway and Government
Street Closure Bylaw No. 1764.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor O’Hagan that Council move
into In Camera at 4:30 p.m. to consider items of business pursuant to Sections
90.(1) (c) and (k) of the Community Charter.

BUSINESS ITEMS TO REPORT:
1. MMRL Land Purchase Agreement
Council agreed that in order to facilitate the Province of British Columbia’s
public announcement and ceremonial agenda, Council approves the City Land Sale
Agreement with Revelstoke Mountain Resort Inc., as presented ‘in principle’, and
provided there are no changes of substance that the Mayor and Director of
Corporate Administration be authorized to execute said agreement with the
proviso that subsequent to the required public notice of intent to sell, the
Agreement be returned to City Council for formal approval on December 20, 2004;
and that these actions do not in any way compromise the intent of the public
notice provisions as contained in the Community Charter.
ADOPTION OF RESOLUTION(S):
Moved by Councillor Singh, seconded by Councillor MacFarlane that the
resolution(s) as approved by Council In Camera, be adopted.

meeting adjourn at 6:24 p.m.
