CALL TO ORDER
Mayor McKee called the meeting to order at 3:31 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA
Moved by Councillor Frew, seconded by Councillor Richardson that the Agenda be
adopted with the following additions: –CORRESPONDENCE 6.f) Revelstoke Aqua Ducks
Re: Request for $220.00 to purchase a cake and permission to paint wall at
Centennial Pool for last swim meet at Centennial Pool ; COMMITTEE REPORT –
Councillor Frew, Chair Public Works and Protection - 7.d) Dayton & Knight Ltd.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting – June 28, 2004
Moved by Councillor MacFarlane, seconded by Councillor O’Hagan that the Minutes
of the Regular Council Meeting held June 28, 2004 be adopted as presented.

2. Special Council Meeting – July 2, 2004
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Minutes of the Special Council Meeting held June 28, 2004 be adopted as
presented.

DELEGATION(S)
1. Mike Dragani, Chair Heritage Commission – Presentation of Heritage Awards
As Chair of the Heritage Commission and on behalf of the community Mr. Dragani
presented awards received from the Heritage BC Awards Program 2004 to Mayor
McKee. Revelstoke received 3 awards, one went to St. Peter’s Anglican Church and
the other two were for the City’s Sign and Design Façade Program and the Revised
Heritage Walking Tour Brochure. Mr. Dragani thanked Council for their support.
Mayor McKee thanked Mr. Dragani, he then retired from Council Chambers.
2. Réka Serfozo, Project Supervisor, Canada World Youth
Ms Serfozo informed Council that she is a Project Supervisor for Canada World
Youth and that this is the third project she has been involved with. On
September 19th a team made up of youth from Canada, South Africa and Botswana
will come to live and volunteer in Revelstoke for 3 months. The success of the
program relies heavily on host families and enlisting community organizations
for work placement experience. The participants have strict rules and
regulations to abide by. After the three months in Revelstoke the team will then
go on to Botswana.
Mayor McKee thanked Ms. Serfozo for her presentation, she then retired from
Council Chambers.
BUSINESS ARISING FROM THE MINUTES:
1. Regular Council Meeting – June 28, 2004
a. Council Indemnities
Mayor McKee reported that the City hired Management Consultants to undertake a
review of Job Descriptions, salaries, Council Indemnities and the City’s
operations. When comparing communities of a similar size to Revelstoke it was
found that the Council Indemnities were below average. During the June 28, 2004
In Camera Council Meeting a resolution was passed to increase the Mayor’s salary
from $18,000 to $22,000 and Council from $9,000 to $11,000; these amounts are
still average or below the average.
2. Special Council Meeting – July 2, 2004
Nil.
CORRESPONDENCE:
1. ICBC and City of Trail Re: Community Crash Reduction Challenge
Mayor McKee advised that congratulations are in order for the City of Trail. As
part of ICBC’s Community Crash Reduction Challenge, the City of Revelstoke put
out a challenge to the City of Trail. Revelstoke’s claims data shows a 24%
decrease in crashes during the May 5 – 27 period, however the City of Trail had
a 38% decrease therefore, as part of the Challenge we are displaying the City of
Trail’s flag at today’s Council meeting.
Moved by Councillor Richardson, seconded by Councillor O’Hagan that Council send
a letter of congratulations to the City of Trail.

2. Chantilly Kitchen, Bed n Bath Re: Angle Parking on Mackenzie Avenue
Moved by Councillor MacFarlane, seconded by Councillor Singh that Administration
respond to the letter from Chantilly Kitchen, Bed n Bath outlining the reasons
why angle parking was removed from Mackenzie Avenue.

permission to paint on wall at Centennial Pool for last swim meet at Centennial

Moved by Councillor MacFarlane, seconded by Councillor Johnston that Council
provide the $220.00 out of Council Contingency to purchase a cake for the last
swim meet to be held at Centennial Pool and that the Revelstoke Aqua Ducks be
permitted to paint on the wall inside the locked in swimming area.

COMMITTEE REPORTS:
COUNCILLOR FREW, Chair Public Works and Protection
1. Monthly Animal Control Report – June 2004
2. Monthly Fire Department Report – June 2004
Councillor Frew pointed out concerns with respect to the Fire Departments
response number 63 to a brush fire adjacent to a bush party pit on Camozzi Road
and the possibility of future incidents in this area.
Moved by Councillor Frew, seconded by Councillor Johnston that the property
owner be contacted to discuss the possibility of restricting access to this
property.
CARRIED
It was noted that the Fire Department would still require access in the event of
another occurrence.
3. Minutes of a Heritage Commission Meeting – June 29, 2004
4. Dayton & Knight Ltd. Re: City of Revelstoke Arrow Heights Watermain
Moved by Councillor Frew, seconded by Councillor Singh that Contract No.
1.19.3.3 be awarded to Basin Construction Ltd. in the amount of $405,915.20 (GST
included) subject to the availability of funds.

2. City of Revelstoke Advisory Planning Commission Amendment Bylaw No. 1754
Moved by Councillor Johnston, seconded by Councillor Frew that City of
Revelstoke Advisory Planning Commission Amendment Bylaw No. 1754 receive Final
Reading and be Adopted by Council.

3. City of Revelstoke Zoning Amendment Bylaw No. 1753 – 1669 & 1679 Arrow Drive
Moved by Councillor Johnston, seconded by Councillor O’Hagan that City of
Revelstoke Zoning Amendment Bylaw No. 1753 receive First and Second Reading and
that a Public Hearing be scheduled for July 26th, 2004 at 3:00 p.m.

4. City of Revelstoke Official Community Plan Amendment Bylaw No. 1755 and City
of Revelstoke Zoning Amendment Bylaw No. 1756 – 340 & 378 Highway 23 North
Moved by Councillor Johnston, seconded by Councillor MacFarlane that City of
Revelstoke Official Community Plan Amendment Bylaw No. 1755 receive First and
Second Readings and that a Public Hearing be scheduled for July 26th, 2004 at
3:00 p.m.; and that City of Revelstoke Zoning Amendment Bylaw No. 1756 receive
First and Second Readings and that a Public Hearing be scheduled for July 26th,
2004 at 3 p.m.

5. Development Variance Permit No. DVP-2004-27 – 211 Seventh Street East
Moved by Councillor Johnston, seconded by Councillor Frew that Development
Variance Permit DVP-2004-27 be issued.

2. Minutes of an Economic Development Committee Meeting – June 21, 2004
Note: Councillor Singh retired from Council Chambers at 4:10 p.m. due to a
possible conflict of interest situation.
i. Trans Canada Highway Construction – Business Concerns
Moved by Councillor MacFarlane, seconded by Councillor Richardson that City
Council refers the landscaping issues on the north side of the Trans Canada
Highway between the Frontier and the Columbia River Bridge to the Enhancement
Committee and Public Works Committee; and City Council write a letter to the
Ministry of Transportation regarding the poor condition of the grass alongside
the north side of the Trans Canada Highway in Revelstoke and the poor impression
this presents of the community.

MAYOR MCKEE, Chair Administration, Policy, Bylaws and Public Relations
1. Funding Application to Columbia Basin Trust
Mayor McKee reported that an application to the CBT Options Program of the
Economic Sector in the amount of $20,000 was successful. The funds will be used
to help cover the costs of the consultant’s fees to undertake the study of the
Mount Mackenzie Master Plan.
Moved by Councillor Singh, seconded by Councillor Richardson that once the
funding is received a letter of appreciation be sent to the Columbia Basin
Trust.

2. Mainstreet Consulting Associates Re: Gateway Grizzly Sculpture Colour
Enhancement
Moved by Councillor MacFarlane, seconded by Councillor Singh that $2,000 be paid
from Council Contingency to enhance the Gateway Grizzly Bear Sculptures subject
to the artists approval; that the bears look realistic; and that a coat of
sealer be put on the bears to make them easier to clean.

3. Homecoming Committee – Request to Close Streets
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
requests from the Homecoming Committee to close Grizzly Plaza, First Street
between Connaught Avenue and Orton Avenue, and Mackenzie Avenue from First
Street to Third Street on Friday July 23rd, 2004 for a Vintage Car Club Display;
and the parade route on Saturday, July 24th, 2004 starting at 12 noon - First
Street from Charles Street to Mackenzie Avenue and Mackenzie Avenue to Queen
Elizabeth Park be approved.

3. Revelstoke Timber Days
Moved by Councillor Singh, seconded by Councillor Johnston that Council send a
letter to the organizers of the Revelstoke Timber Days congratulating them on a
successful event.

OLD BUSINESS:

NEW BUSINESS:
1. Name Plates for Staff
Moved by Councillor Singh, seconded by Councillor Richardson that all Staff have
a name plate for display at Council Meetings.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor O’Hagan that Council move
into In Camera at 4:25 p.m. to consider items of business pursuant to Sections
90.(1)(c) and (k) of the Community Charter.

BUSINESS ITEMS TO REPORT:
1. Animal Control Officer – Letter of Resignation
It was agreed that the City advertise a Request for Proposals for Animal Control
Services.

Moved by Councillor MacFarlane, seconded by Councillor Frew that the
resolution(s) as approved by Council In Camera, be adopted.
