CALL TO ORDER:
Acting Mayor O'Hagan called the meeting to order at 3:35 p.m. and welcomed
everyone in attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor Richardson that the Agenda be
adopted with the following additions: COMMITTEE REPORT Councillor Johnston,
Chair Planning and Land Development 8.g) Development Permit DP-2003-10 210
Highway 23N; COMMITTEE REPORT Councillor O'Hagan, Chair Finance 10.b)

ADOPTION OF THE MINUTES:
1. Regular Council Meeting May 26, 2003
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
Minutes of the Regular Council Meeting held May 26, 2003 be adopted as
presented.

DELEGATION(S)
1. Dr. K. Bindon, Okanagan University College
Dr. Bindon gave Council a detailed overview of Okanagan University College's
plans for the future with respect to changes, new programs and research.
Acting Mayor O'Hagan thanked Dr. Bindon for her presentation.
Councillor Singh also expressed his thanks for the support from the Okanagan
University College Board for the Revelstoke Research Centre and also recognized
Lynda Wilson, from Salmon Arm for the excellent service she has provided for
Revelstoke.

CORRESPONDENCE:
1. B.C. Government and Service Employees' Union Re: Unrestrained proliferation
of private liquor stores in communities
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the City
write to Minister Coleman requesting an opportunity for consultation before any
final decisions are made on the future of liquor distribution and retailing in
B.C.

2. Revelstoke Mountain Beats & Blues Festival Re: Application to the Economic
Opportunity Fund in the amount of $3,000
Moved by Councillor Singh, seconded by Councillor Johnston that the Revelstoke
Mountain Beats & Blues Festival's application to the Economic Opportunity Fund
in the amount of $3,000 be referred to the Economic Development Committee for
review.

3. Okanagan Mainline Municipal Association Re: Province's plans to close the
Kamloops Land Title Registry
Moved by Councillor Johnston, seconded by Councillor Richardson that Council
write a letter to the Honourable Stan Hagen, Minister of Sustainable Resource
Management in support of the Land Title Office remaining in Kamloops.

4. Okanagan Mainline Municipal Association Re: Proposed maintenance and
operations arrangement for the Coquihalla Highway
Moved by Councillor MacFarlane, seconded by Councillor Johnston that Council
write a letter to the Honourable Judith Reid, Minister of Transportation
opposing the proposed maintenance and operations arrangement for the Coquihalla
Highway.

i. Mutas Road Signage
Moved by Councillor Johnston, seconded by Councillor Frew that Council approve
the instructions to Bob Inwood to draw up conceptual drawings of possible
pictorial signage to be located on Mutas Road.

ii. Railway Museum Signage
Moved by Councillor Johnston, seconded by Councillor MacFarlane that discussions
be initiated with the Railway Museum on replacement of the "Full Steam Ahead"
sign on the Trans Canada Highway and that Bob Inwood be requested to draw up a
design concept for a new sign.

4. Establishment of a Community Heritage Register
Moved by Councillor Johnston, seconded by Councillor Singh that Council approve
establishment of a Community Heritage Register and that the following properties
be placed on this Register:
1. 216 Mackenzie Avenue (City Hall)
2. 315 First Street West (City Museum)
3. 171 Columbia Park Drive (Golf Course Club House)
4. 1123 Second Street West (Court House)
5. 118 Second Street West, known as the 'T.E.L. Taylor House'; and
6. 217 Fourth Street East, known as the 'Van Horne House'
and that staff be authorized to notify the owners and the Minister responsible
for the Heritage Conservation Act, as per Section 954(3) of the Local Government
Act.

5. Development Permit DP-2003-09 515 Victoria Road West
Councillor Johnston reported that several modifications are required to the plan
before approval can be granted.
6. Minutes of a Planning Committee Meeting June 4, 2003
i. 250 Basford Drive
Moved by Councillor Johnston, seconded by Councillor Frew that the Planning
Department be authorized to prepare the Zoning Amendment Bylaw; that Staff be
authorized to notify the applicants that a Public Notification Sign will be
required; and that the applicants be required to provide additional information
with respect to landscaping and fencing to be provided between the rear of the
subject property and the cemetery.

ii. DP-2003-16 - Westside Road
Moved by Councillor Johnston, seconded by Councillor Frew that Development
Permit DP-2003-16 be approved subject to receipt of an amended site plan
identifying the protected tree retention area and registration of a Section 215
Covenant to protect the tree retention area.

iii. DP-2003-14 - 116 First Street West
Moved by Councillor Johnston, seconded by Councillor Singh that Development
Permit DP-2003-14 be approved as presented.
CARRIED
iv. Mr. John Evans 785 and 795 Begbie Road
Moved by Councillor Johnston, seconded by Councillor Singh that staff meet with
property owners to determine a workable solution; that staff obtain a legal
opinion on whether the City has the right to initiate dust control and bill the
owners directly; and that staff confirm the nature of businesses operating
across from Mr. Evans and report back to the Planning Committee.

v. Signage Three Valley Lake Chateau Ltd.
Moved by Councillor Johnston, seconded by Councillor MacFarlane that the
applicant be notified that all outstanding requirements are to be received by
June 30, 2003; and that failing receipt of this information, the City proceed to
have the sign removed through Section 727 of the Local Government Act.

Permit DP-2003-17 be approved as presented.

Councillor MacFarlane advised Council that the Consultants will be attending the
June 23, 2003 Council Meeting to present the Revelstoke Community Environmental
Strategy.

for the fine job he did in the position of Commanding Officer for the Police
Department.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
move into In Camera at 4:30 p.m. to consider items of business pursuant to
Section 242.2 of the Local Government Act.
