OPENING REMARKS:
Martin Fransen introduced himself as the Master of Ceremonies and thanked
Council for being given this opportunity. Mr. Fransen welcomed everyone in
attendance at this auspicious event and on behalf of Revelstoke extended thanks
to all who ran for office and for those not elected he hopes they will continue
to work to improve the community.
Mr. Fransen then introduced retiring Mayor Gail Bernacki.
ADDRESS BY RETIRING MAYOR GAIL BERNACKI:
Mr. Fransen, Fellow Councillors, Ladies and Gentleman, today is about a new
Council so I will not dwell on the past. It has been an honour for me to be a
Councillor and your Mayor and I appreciate all of the support and good wishes
that I have received. It is true that the job is rather thankless but it does
have its rewards. Over the past six years we have accomplished a great deal in
terms of infrastructure and good planning. We have a new water plant, a new RCMP
facility, we have expanded the revite look onto several more streets in the
downtown core as well as on Benson Street and we completed the Millennium
project.
I am pleased to report that the last act of my Council was to pass a resolution
which will, in all likelihood, resolve the Courthouse/Court Services issue.
I am also pleased to leave at a time when there are plans in place to pursue
economic growth, plans for long term use of City lands and plans to develop an
environmental strategy which is overdue.
When I came on Council I firmly believed that it was my job to work toward the
overall vision for the City as set out in our Vision Statement. I am leaving
with the knowledge that we have moved things in that direction and have left
plans in place for steady progress in the future.
I thank former Mayor Battersby and all of the Councillors that I have worked
with over the years. During my term as Mayor I was blessed with dedicated people
who did their homework and made decisions based on their care for this beautiful
City and its people. I wish them all well in the future.
Finally, I thank the voters of Revelstoke who placed their confidence in me. It
was an honour to serve you and I do not regret the many hours that I have spent
working on your behalf.
Mr. Fransen called upon Judge Barry Grannary to perform the swearing-in of
Revelstoke City Council.
OATH OF OFFICE OF MAYOR AND COUNCIL:
Judge Barry Grannary came forward and individually administered the Oath of
Office and extended his personal congratulations to:

Mr. Fransen thanked Judge Grannary for administering the Oath of Office and
requested that the new Council take their respective seats at the table. Mr.
Fransen then called upon Retiring Mayor Bernacki to turn over the gavel.

Retiring Mayor Gail Bernacki then turned over the Official Gavel to Mayor McKee.
ADDRESS BY MAYOR MCKEE:
I would like to thank everyone for coming out today. I gave a lot of thought
before running for this office. As I walk and drive around Revelstoke I look at
the history of the community, how we have fixed up our community to invite
tourists and to make it a more pleasing place for our residents to live.
However, it didn’t really hit me until I came in this room, sat down and looked
around at all the pictures of previous Mayors up on the wall and thought about
the history that comes out of City Hall and all the decisions made. The problems
in running this community go back to the building of CP Rail, World Wars,
depression, flooding etc., and our City Councils and Mayors had to deal with all
these issues. Then there were the mega projects that built up the community even
more such as building the Trans Canada Highway, construction of the dams,
tunnel. Councils had to deal with all these things.
Revelstoke has a reputation of having sound fiscal management and this year with
the handing over from Mayor Gail Bernacki, Councillor Fransen and Councillor
Scarcella the City is in good financial shape, lots of projects have been
completed and things moved forward. I would like to take this opportunity to
thank them for the diligent work they have done, the service they provided to
the community and hope that myself and Council will move forward in a similar
manner. In three years time we will be able to look at the accomplishments we
have done.
Over the next three years the Community, Council, Staff have issues that we will
be dealing with. The ski hill project has got to get back on track and get
moving, pressures from provincial government in Victoria have to be dealt with
and a concern for all is how to increase population and create more jobs in
Revelstoke. We have also been given a big mandate with over 2000 residents
voting in favour of an indoor aquatic center. However, we should not forget that
1100 residents voted against this facility and that we must ensure the aquatic
centre be as affordable and run as efficiently as possible. This job I am
throwing on myself, Council, Sr. City Staff and also the community. Everyone in
the community has built up Revelstoke to what it is today and everyone in the
community will take Revelstoke into the future. I am looking forward to the
challenges and once again wish to thank Mayor Bernacki, Councillor Fransen and
Councillor Scarcella for all their hard work and dedication.
CALL TO ORDER:
Mayor McKee called to order the first meeting of the new City Council.
1. Appointment to CSRD Board of Directors - Resolution
Moved by Councillor MacFarlane, seconded by Councillor Singh, that Revelstoke
City Council appoint Mayor McKee to the Columbia Shuswap Regional District Board
of Directors to represent the City of Revelstoke and further, that Councillor
Frew be appointed as Alternate to the CSRD Board of Directors.

2. Appointment to Okanagan Regional Library Board of Management – Resolution
Moved by Councillor Richardson, seconded by Councillor Frew that Revelstoke City
Council appoint Councillor O’Hagan to the Okanagan Regional Library Board of
Management to represent the City of Revelstoke and further, that Councillor
Johnston be appointed as Alternate to the Board of Management.
