MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE

CALL TO ORDER:
Mayor Bernacki Called the meeting to order at 3:35 p.m. and welcomed
everyone in attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor MacFarlane, seconded by Councillor Fransen that the
Agenda be adopted as presented.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting October 28, 2002
Moved by Councillor Richardson, seconded by Councillor Fransen that the
Minutes of the Regular Council Meeting held October 28, 2002 be adopted as
presented.

PRESENTATION:
Revelstoke Community Heritage Commission Heritage Awards
Mayor Bernacki introduced Mike Dragani, Chair, of the Revelstoke Community
Heritage Commission to present the awards.
On behalf of the Revelstoke Community Heritage Commission Mr. Dragani
thanked City Council and Staff for their continued support and advised that
it is always a pleasure to hand out the awards.
Mr. Dragani informed Council that it was difficult this year to make the
selections, especially in the residential category and this resulted in two
awards being given under the Residential Renovations and no award for
Residential Detail.
Mr. Dragani and Mayor Bernacki then gave out the following awards:

congratulated the owners/representatives on their awards and thanked them
for attending the meeting, they then retired from Council Chambers at 3:40
p.m.
BUSINESS ARISING FROM THE MINUTES:
1. Regular Council Meeting October 28, 2002

CORRESPONDENCE:
1. Municipal Finance Authority Re: 2002 Annual Report Requesting
Assistance
Moved by Councillor Fransen, seconded by Councillor Singh that the City make
a presentation to the Municipal Finance Authority to consider including the
RCMP Building and Community Energy Project in their Annual Report.

2. Barbara Johnstone-Davidson Re: Grizzly Plaza
Moved by Councillor Fransen, seconded by Councillor Richardson that the
correspondence from Barbara Johnstone-Davidson be referred to the Public
Works Committee for review.
CARRIED
3. Village of Nakusp Re: Request for Support to Place a Sign on Highway No.
1
Moved by Councillor Fransen, seconded by Councillor Frew that Council
support the application from the Village of Nakusp to place a sign on
Highway No. 1 within the City boundary.
CARRIED
Opposed: Councillor Scarcella
Councillor Singh requested that Staff advise the Village of Nakusp that the
City may wish to place a sign in their area in the future.
4. Revelstoke Highway Rescue Society Re: Agreement between Revelstoke
Highway Rescue Society and City of Revelstoke for Rescue Vehicle
Moved by Councillor Singh, seconded by Councillor Frew that the
correspondence from the Revelstoke Highway Rescue Society be referred to the
Finance Committee for review and consideration of a grant-in-aid to cover
fuel costs.

5. Mt. Begbie Elementary School Re: Request for contribution to the Mt.
Begbie School Grounds Greening Project
Moved by Councillor Singh, seconded by Councillor Fransen that the request
for contribution to the Mt. Begbie School Grounds Greening Project be
referred to the 2003 budgeting process.

6. Debra Browne Re: McKinnon Road between Upper Arrow Heights and Lower
Arrow Heights
Moved by Councillor Frew, seconded by Councillor Richardson that the
correspondence from Debra Browne be referred to the In Camera session for
discussion.

i. Urban Forestry Feasibility Study
Moved by Councillor Frew, seconded by Councillor Singh that the preparation
of a draft Tree Preservation Bylaw be deferred pending completion of the
Citys Environmental Strategy and that a letter be sent to the North
Columbia Environmental Society thanking them for preparation of the Urban
Forest Feasibility Study.

ii. Former Co-op Land Review Process
Councillor Singh advised that the Feasibility Study to establish a
Revelstoke Educational / Research Facility identifies the former Co-op land
as a possible location for the Research Centre. Councillor Singh requested
that a copy of the Study be forwarded to New Town Planning Services, the
Consultants who prepared the draft Comprehensive Development Plan for the
Former Co-op Properties, for consideration in the final report.
3. Minutes of a Heritage Commission Meeting November 6, 2002
i. Heritage Scrolls
Moved by Councillor Fransen, seconded by Councillor Singh that Staff frame
the Heritage Scrolls before sending to the owners.

5. City of Revelstoke Development Application Fees Amendment Bylaw No. 1697
Moved by Councillor Frew, seconded by Councillor Singh that City of
Revelstoke Development Application Fees Amendment Bylaw No. 1697 receive
First, Second and Third Readings.

1. Pearson Street Rail Crossing Whistle Cessation
Moved by Councillor Richardson, seconded by Councillor Fransen that City
Council endorses the cessation of train whistles at the Pearson Street rail
crossing within the boundaries of the City of Revelstoke as agreed with CP
Rail.

OLD BUSINESS:
1. Liquor Policy
Moved by Councillor Frew, seconded by Councillor Fransen that the new liquor
policy be referred to the Planning Committee for review to determine what
issues require City Policies to be developed and that the Committee prepare
a policy on extended hours of operation for the next Council meeting.

2. Monashee Court Bus Shelter
Moved by Councillor MacFarlane, seconded by Councillor Frew that Council
consider in the 2003 budget process the possibility of installing a bench
and bus shelter at Monashee Court and also to look at ways of cost sharing
as a memorial for Muriel Rudd.
CARRIED
NEW BUSINESS:
1. TASK Phase 3 Environmentally Responsible Recreation on Shoreline and
Waterways
Moved by Councillor Frew, seconded by Councillor Richardson that Council
send a letter of support to the Tourism Action Society in the Kootenays
regarding their application for funding from EcoAction, a program of
Environment Canada.
CARRIED
Councillor MacFarlane requested that the City invite Eileen Fletcher to
speak at an Environmental Strategy Steering Committee Meeting.
RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Fransen that Council
resolve into In Camera at 5:04 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.

BUSINESS ITEMS TO REPORT:
1. RCMP Building Lease
That the Mayor and Chief Administrative Officer be authorized to execute the
new building lease with the Royal Canadian Mounted Police for an initial 10
year term with three, five year renewals and in the amount of $16,976.62 per
month for the period February 1, to December 31, 2002 and, thereafter, the
rent decreases to $14,524.44 per month.

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
resolution(s) as approved by Council In Camera, be adopted.
