CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed
everyone in attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor Singh that the Agenda be
adopted with the following additions: CORRESPONDENCE: 5.d) Mrs. C. Suraci

Moved by Councillor Scarcella, seconded by Councillor Richardson that the
Minutes of the Regular Council Meeting held June 24, 2002 be adopted as
presented.

Moved by Councillor Frew, seconded by Councillor Richardson that the Minutes
of the Public Hearing held June 24, 2002 be received by Council.

2. Interior Health Authority Re: Rabbits at Queen Victoria Hospital
Moved by Councillor Frew, seconded by Councillor Richardson that a letter be
sent to the Interior Health Authority advising that so long as the rabbits
are treated as pets the City is not willing to deal with the issue.

Interior Provincial Exhibition
4. Mrs. C. Suraci Re: CP Rail Work Crew
Moved by Councillor Frew, seconded by Councillor Singh that the concerns
raised by Mrs. Suraci be discussed at the meeting with CP Rail on Wednesday,
July 10, 2002.

5. Alpine Inn and Suites Re: Victoria Road Enhancement Signage
Moved by Councillor Singh, seconded by Councillor Frew that the letter from
Alpine Inn and Suites be referred to the Administration Department for
review and report back to Council.

Moved by Councillor Scarcella, seconded by Councillor Richardson that
Councillor Singh be appointed as the Citys representative to the Revelstoke
Research Centre Steering Committee.

MAYOR BERNACKI, Chairman Administration, Policy, Bylaws and Public Relations
1. City of Revelstoke Road Construction and Rehabilitation Loan
Authorization Bylaw No. 1681 - Certificate of Sufficiency
Mayor Bernacki reported that for the purposes of determining the sufficiency
of petitions against Council's intent to adopt the City of Revelstoke Road
Reconstruction and Rehabilitation Loan Authorization Bylaw No.1681, 2002, it
has been determined that 5% or approximately 198 electors would be required
to legally preclude Council's adoption of Bylaw No. 1681, 2002. It is,
therefore, certified, pursuant to the provisions of Section 172.7(3) of the
Local Government Act that as a result of the required general newspaper
advertising, valid petitions against the process were received from 20
electors by the 12:00 noon., July 8, 2002 deadline date. The petitions
received do not meet the minimum sufficiency requirements prescribed in
Section 172.7(3) of the Local Government Act to preclude Council's adoption
of Bylaw No. 1681, 2002 submitted to the electors on the basis of a Council
Counter Petition Process.
2. City of Revelstoke Road Construction and Rehabilitation Loan
Authorization Bylaw No. 1681 - Adoption
Moved by Councillor Frew, seconded by Councillor Richardson that the City of
Revelstoke Road Construction and Rehabilitation Loan Authorization Bylaw No.
1681 receive Final Reading and be Adopted by Council.

3. City of Revelstoke Ticket Information Utilization Bylaw No. 1668
Moved by Councillor Richardson, seconded by Councillor Scarcella that City
of Revelstoke Ticket Information Utilization Bylaw No. 1668 receive Final
Reading and be Adopted by Council.

Nil.
RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Singh that Council
resolve into In Camera at 4:00 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.
