CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:35 p.m. and welcomed
everyone in attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Richardson, seconded by Councillor Frew that the Agenda
be adopted with the following additions: DELEGATION(S): 4.a) Mayor Bernacki
Re: Trip to Japan and that Mark McKee, Revelstoke for a Safe Trans Canada

Government Act)
Moved by Councillor Richardson, seconded by Councillor Singh that the
Minutes of the Public Hearing held May 13, 2002 be received by Council.

3. Special Council Meeting - May 15, 2002
Moved by Councillor Richardson, seconded by Councillor Singh that the
Minutes of the Special Council Meeting held May 15, 2002 be adopted as
presented.

DELEGATION(S)
1. Mayor Bernacki Re: Trip to Japan
Mayor Bernacki reported that the trip to Japan was a very enjoyable
experience and that she had spent considerable time with the Mayor of Ono
Cho who is very interested in promoting further connections between the two
communities. Mayor Bernacki advised that in Japan the Mayor is responsible
for the education program, a board is appointed from members of Council and
they were surprised to find it wasn't the case in Canada. Mayor Bernacki
thanked the High School and the School Board for making the trip possible
and indicated that the students who went on the trip should be commended on
how well they conducted themselves and represented our community. Mayor
Bernacki then went on to show the gift that was presented to the City from
the Mayor of Ono Cho. It is a wooden carving of a piece used in a game
called Shogi which is similar to chess.
2. Mark McKee,
Revelstoke for a Safe Trans Canada Highway
Mr. McKee and Mr. Hui
gave an update to Council on the work the Committee has undertaken in the
last year and a half since being formed. Over 35,000 letters have been sent
out to various Ministries, the Prime Minister, Premier, MLA's and MP's
lobbying for upgrade to the Trans Canada Highway between Salmon Arm and the
Alberta border. Copies of a newsletter prepared in January 2002 and the
financial statement dated March 31, 2002 were provided to Council. Mr. McKee
also advised that there is billboard advertising between Sicamous and
Revelstoke and they are currently looking to find a location for a second
billboard east of town for travellers coming into the area. The web site at
www.fixtranscanada.org has lots
of information and is being accessed more and more. Mr McKee advised that
the Annual General Meeting will be held on June 4, 2002 in the Begbie Room
at the Re-gent Inn starting at 7:30 p.m. and indicated new members would be
very welcome.

Mayor Bernacki thanked Mr. McKee and Mr. Hui for the presentation. They then
retired from Council Chambers at 3:57 p.m.
3. Blair Cooke, Indoor Pool Committee Re: Update on Public Information
Process
Mr. Cooke provided Council with information pamphlets which the Indoor Pool
Fundraising Committee will be using for their fundraising campaign. The
pamphlets will be going in the mail and the Committee will also be setting
up an information booth during events in the community.
Mayor Bernacki thanked for Mr. Cooke for his update.

CORRESPONDENCE:
1. BC Transit Re: Funding and Service Strategy Review
Moved by Councillor Singh, seconded by Councillor Scarcella that the
correspondence from BC Transit regarding a review of the funding and service
strategy be referred to Transit Committee for review and report back to
Council.

2. Village of Kaslo Re: Resolution - Softwood Lumber
3. Interior Lumber Manufacturers' Association Re: Forest Practices Code
Moved by Councillor Frew, seconded by Councillor Richardson that the
correspondence from the Interior Lumber Manufacturers' Association regarding
the Forest Practices Code be referred to the Revelstoke Community Forest
Corporation to review how this would affect Revelstoke and that a letter be
forwarded to the MLA Committee and Interior Lumber Manufacturers'
Association requesting an open forum be held in Revelstoke.

4. Glacier House Resort Re: Westside Road
Moved by Councillor Frew, seconded by Councillor Singh that the letter
received from Glacier House Resort be referred to the Columbia Shuswap
Regional District City with respect to "Item #1 garbage on Westside Road."

5. Save Our Services Committee Re: Revelstoke Food Bank and Minutes from a
Meeting - May 1, 2002
Moved by Councillor Richardson, seconded by Councillor Singh that the
correspondence from the Save Our Services Committee be referred to the
Social, Culture, Child & Youth Committee for review.

6. Revelstoke Cycling Association Re: Request to hold cycling race in the
downtown core - June 22, 2002
Moved by Councillor Singh, seconded by Councillor Frew that the Revelstoke
Cycling Association be granted permission to hold a cycling race in the
downtown core on the evening of June 22, 2002.

7. Christopher H. Johnston Re: Vincenzo Sessa, Structure located on City
Property at rear of 801-811 Third Street West
Moved by Councillor Singh, seconded by Councillor Scarcella that the letter
from Christopher H. Johnston be referred to the Planning Committee for
further review and that an extension be given to Mr. Sessa to remove the
building until Council receives a recommendation from the Planning
Committee.

COUNCILLOR FRANSEN, Chairman Environmental - Public Works
1. City of Revelstoke Sewage Regulation Bylaw No. 1683
Moved by Councillor Richardson, seconded by Councillor Singh that City of
Revelstoke Sewage Regulation Bylaw No. 1683 receive Final Reading and be
Adopted by Council.

2. Minutes of a Public Works and Protection Committee Meeting - May 7, 2002
i. Hiren Road Walkway
Moved by Councillor Richardson, seconded by Councillor Frew that a chainlink
fence and gate be installed across the walkway at the entrance onto Highway
23 North.

ii. Royal Bank Parking
Moved by Councillor Richardson, seconded by Councillor Scarcella that
Council authorizes the designation of a time restricted 15 minute parking
zone in front of the bank between Mackenzie Avenue and the alley (Monday to
Friday from 9:00 a.m. to 4:00 p.m.) on a trial basis.

iii. Bus Parking - Mackenzie Avenue
Moved by Councillor Richardson, seconded by Councillor Frew that Staff
investigate alternate parking areas for designation as bus parking (i.e.
City Parking Lot); that this matter be referred to the Chamber of Commerce
requesting their cooperation in contacting businesses to advise them of the
problems and the alternate parking areas and that Council designates
Mackenzie Avenue between First and Third Street a "No Bus Parking Area" and
City Staff install the appropriate signage.

It was requested that consideration be given to having heritage style,
friendly signage.
iv. Cat Bylaw
Moved by Councillor Richardson, seconded by Councillor Singh that monies be
allocated towards the purchase of new cat cages in the 2003 budget; that
Staff undertake a public education process and continue to investigate other
enforcement tools.

COUNCILLOR FREW, Chairman Environmental - Planning and Land Development
1. Changes to the Regulations for Licensee Retail Stores
Moved by Councillor Scarcella, seconded by Councillor Frew that the changes
to the Regulations for Licensee Retail Stores be referred to the Planning
Committee for review with respect to Licensee Re-tail Stores being allowed
to open on Christmas Day.

applicant supply engineered designs for the foundation system.

Moved by Councillor Frew, seconded by Councillor Singh that the City of
Revelstoke proceed with the road closure and property acquisition process.

Moved by Councillor Frew, seconded by Councillor Scarcella that Council
authorize the issuance of Development Permit No. 2001-10.

iv. Grizzly Plaza Vending Proposal
Moved by Councillor Singh, seconded by Councillor Scarcella that the
applicants be permitted to set up their operation in Grizzly Plaza and that
the Vending, Performances and Special Events on City Owned or Leased
Property Policy be amended.

1682
Moved by Councillor Frew, seconded by Councillor Singh that City of
Revelstoke Business Licensing and Regulation Amendment Bylaw No. 1682
receive Final Reading and be Adopted by Council.

6. City of Revelstoke Zoning Amendment Bylaw No. 1669 (Accessory Buildings -
Non Residential Districts)
Moved by Councillor Frew, seconded by Councillor Scarcella that City of
Revelstoke Zoning Amendment Bylaw No. 1669 receive First and Second Readings
and that a Public Hearing be scheduled for June 24, 2002 at 3 p.m.

7. City of Revelstoke Zoning Amendment Bylaw No. 1685 (Clean Metal Recycling
Facility - M2 Zone)
Moved by Councillor Frew, seconded by Councillor Singh that City of
Revelstoke Zoning Amendment Bylaw No. 1685 receive First and Second Readings
and that a Public Hearing be scheduled for June 24, 2002 at 3 p.m.

8. City of Revelstoke Official Community Plan Amendment Bylaw No. 1686 and
City of Revelstoke Zoning Amendment Bylaw No. 1687 ( R. Skrypnyk - 2573 Big

Revelstoke Official Community Plan Amendment Bylaw No. 1686 as amended
receive First and Second Readings and a Public Hearing be scheduled for June
24, 2002 at 3 p.m. and that City of Revelstoke Zoning Amendment Bylaw No.
1687 as amended receive First and Second Readings and a Public Hearing be
scheduled for June 24, 2002 at 3 p.m.

9. City of Revelstoke Zoning Amendment Bylaw No. 1688 (Accessory Buildings)
Moved by Councillor Frew, seconded by Richardson that City of Revelstoke
Zoning Amendment Bylaw No. 1688 receive First and Second Readings and a
Public Hearing be scheduled for June 24, 2002 at 3 p.m.
Discussion took place on the motion and with permission of the user and
seconder the motion was withdrawn.

Revelstoke Zoning Amendment Bylaw No. 1688 be amended to state "that lots
one acre and larger, the size of an accessory building be limited to 5% of
the property but not larger than the principal building."
Discussion took place on the motion and with permission of the user and
seconder the motion was withdrawn.

approve that the Events Revelstoke Steering Committee be structured under
the umbrella of the Economic Development Commission to assist with the
development of shoulder season tourism opportunities outlined in the
Director of Community Economic Development's Workplan.

i. Forestry Museum Presentation
Moved by Councillor Singh, seconded by Councillor Frew that Council approve
the Revel-stoke Forestry Museum's application to the Economic Opportunity
Fund for funding in the amount of $50,000 to cover operating costs for the
2002 year.

1. Community Energy Project
That City Council accept the FVB Energy Inc.'s Next Steps Proposal (Terms of
Reference) dated May 21, 2002 for the total amount of $19,870 and that the
City authorize its portion of funding in the amount of $2,500 to be funded
from Council Contingency.
