MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE COUNCIL CHAMBERS OF CITY HALL

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:32 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor Fransen that the Agenda be
adopted as presented.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - March 25, 2002
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Minutes of the Regular Council Meeting held March 25, 2002 be adopted as
presented.

BUSINESS ARISING FROM THE MINUTES:
Regular Council Meeting - March 25, 2002
1. Page 2, Delegation - Laura Stovel and Mengia Nicholson (Save Our Services
Group)
Moved by Councillor MacFarlane, seconded by Councillor Richardson that a follow
up letter be forwarded to Wendy McMahon, MLA regarding the request to hold a
public meeting in Revelstoke to allow residents to express their concerns about
government actions.

Moved by Councillor MacFarlane, seconded by Councillor Richardson that Council
send a letter to the appropriate Federal Government Representatives with regards
to the concern of how cuts to federal transfer payments affect Revelstoke,
specifically health care.
CARRIED
Moved by Councillor MacFarlane, seconded by Councillor Richardson that copies of
the Save our Services presentation be sent to Premier Campbell, Leader of the
Opposition, Prime Minister Chretien, all BC M.P's and Hon. Stéphane Dion,
Federal Minister of Inter Governmental Affairs.

Moved by Councillor Richardson, seconded by Councillor MacFarlane that the City
forward the original petition to Wendy McMahon, MLA and a copy to Joy McPhail,
Leader of the Opposition.

3. Ministry of Water, Land and Air Protection Re: Transfer Payment to Revelstoke
Community Energy Project
Moved by Councillor Frew, seconded by Councillor MacFarlane that Council send a
letter of thanks for the $10,000 awarded for the Revelstoke Community Energy
Project.

4. Trout Lake Community Club Re: Economic Opportunity Fund Request
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the City
support the Trout Lake Community Club's request to the Economic Opportunity Fund
in the amount of $8000 for the Trout Lake Dock reconstruction project.

Moved by Councillor Fransen, seconded by Councillor Richardson that Mr.
Morabito's request to be exempt from sprinkling restrictions from May 1, 2002 to
July 15, 2002 be referred to the Public Works Committee for review.

Moved by Councillor Frew, seconded by Councillor Fransen that Staff be
authorized to proceed with filing a notice against title pursuant to Section 700
of the Local Government Act and that Council is-sue a Notice of Hearing to the
owners advising that a Hearing will be held at 3:00 p.m. on April 22, 2002 in
Council Chambers.

3. Building Permit 98-72 - Unit 23, 1204 Maplewood Street
Moved by Councillor Frew, seconded by Councillor Scarcella that Staff be
authorized to proceed with filing a notice against title pursuant to Section 700
of the Local Government Act and that Council is-sue a Notice of Hearing to the
owners advising that a Hearing will be held at 3:00 p.m. on April 22, 2002 in
Council Chambers.

Moved by Councillor MacFarlane, seconded by Councillor Richardson that Council
send a letter of thanks to Industry Canada for the $10,000 grant awarded under
the Program for Export Market Development-Investment.

COUNCILLOR RICHARDSON, Chairman Social - Culture, Child & Youth, and Community
Liaison
1. Police-based Victim Service Program Funding Agreements for 2002/03
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
approve the funding agreement for a six month term expiring September 30, 2002
and that authorization be pro-vided to sign the Agreement on behalf of the City
of Revelstoke.

Moved by Councillor MacFarlane, seconded by Councillor Fransen that City of
Revelstoke Terms and Conditions of Employment for Administrative Personnel Bylaw
No. 1670, 2002 receive First, Second and Third Readings.
Discussion took place on Section 8 - Sick Leave
Moved by Councillor Fransen, seconded by Councillor Scarcella that the motion be
tabled for further review of Section 8 - Sick Leave.

2. City of Revelstoke Ticket Information Utilization Bylaw No. 1668, 2002
Moved by Councillor Singh, seconded by Councillor Richardson that Council
rescind Third Reading of the City of Revelstoke Ticket Information Utilization
Bylaw No. 1668, 2002; that Schedule 5 to the City of Revelstoke Ticket
Information Utilization Bylaw No. 1668, 2002 be replaced in its entirety and
that Council provide Third Reading to the City of Revelstoke Ticket Information
Utilization By-law No. 1668, 2002 as amended.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Frew that Council resolve
into In Camera at 4:30 p.m. to further consider items of business pursuant to
Section 242.2 of the Local Government Act.

1. Court Services
Council are actively pursuing the preservation of the Court House and Court
Services for Revelstoke.

adjourn at 5:20 p.m.
