CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:35 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor MacFarlane that the Agenda be
adopted with the following addition: COMMITTEE REPORTS: Councillor Singh,
Chairman Social - Parks and Recreation 11.c) Meeting with Wendy McMahon, MLA

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - February 25, 2002
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
Minutes of the Regular Council Meeting held February 25, 2002 be adopted as
presented.

CORRESPONDENCE:
1. Village of Nakusp Re: Provincial Government's Cost-Saving Measures Inland
Ferry System
Moved by Councillor Singh, seconded by Councillor Richardson that Council send a
letter to the Provincial Government and Ministry of Transportation in support of
the Village of Nakusp's request not to disrupt the existing ferry service on the
Arrow Lakes.
CARRIED
Moved by Councillor Richardson, seconded by Councillor MacFarlane to initiate a
dialogue with other Mayor & Councils in the Kootenay area and our riding to work
together with respect to the provincial governments cuts.
CARRIED
2. Ministry of Water, Land and Air Protection Re: Changes to Provincial Park
Services in the Kootenay Region
3. Save our Services Committee Re: Request to display petition at Revelstoke
Community Centre
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the Save
Our Services Committee be allowed to place a petition at the Community Centre
regarding the government's cuts to services in Revelstoke.
CARRIED
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the Save
Our Services Committee be invited to attend the next Council meeting to make a
presentation.

Bylaw No. 1677 receive First, Second and Third Readings.

i. Establishment of Heritage Register
Moved by Councillor Frew, seconded by Councillor Scarcella that a Heritage
Registry By-law be established for the City of Revelstoke.
CARRIED
Moved by Councillor Frew, seconded by Councillor Fransen that the City Hall
(1939), City Museum (1926) and the Golf Course Club House (1912) be included in
the Register.
CARRIED
Moved by Councillor Frew, seconded by Councillor Richardson that the T.E.L.
Taylor House (Dragani) and the Van Horne House (Walford) be included in the
Register.
CARRIED
Councillor Singh requested that owners give their consent in writing to have
their property included in the Register.
3. City of Revelstoke Official Community Plan Amendment Bylaw No. 1671 and City
of Revelstoke Zoning Amendment Bylaw No. 1672
Moved by Councillor Frew, seconded by Councillor Singh that as a result of the
Public Hearing City of Revelstoke Official Community Plan Amendment Bylaw No.
1671 and City of Revelstoke Zoning Amendment Bylaw No. 1672 be tabled until
further review by the Planning Committee.

4. City of Revelstoke Official Community Plan Amendment Bylaw No. 1673 and City
of Revelstoke Zoning Amendment Bylaw No. 1674
Moved by Councillor Frew, seconded by Councillor Singh that as a result of the
Public Hearing City of Revelstoke Official Community Plan Amendment Bylaw No.
1673 and City of Revelstoke Zoning Amendment Bylaw No. 1674 be tabled until
further review by the Planning Committee.

5. City of Revelstoke Official Community Plan Amendment Bylaw No. 1675
Moved by Councillor Frew that City of Revelstoke Official Community Plan
Amendment Bylaw No. 1675 receive Third Reading and be Adopted by Council.
Motion Lost due to lack of Seconder
Moved by Councillor Frew, seconded by Councillor Fransen that as a result of the
Public Hearing City of Revelstoke Official Community Plan Amendment Bylaw No.
1675 be tabled until further review by the Planning Committee.

Bylaw No. 1665, 2002
Moved by Councillor Fransen, seconded by Councillor Frew that the Council of the
City of Revel-stoke petition the Minister of Community, Aboriginal and Women's
Services to abandon that part of lane Plan 5962, Sections 27 and 34, Township
23, Range 2, West of the 6th Meridian, Kootenay District and vest title to that
land in the name of the City of Revelstoke, Box 170, Revelstoke, BC V0E 2S0.

2. City of Revelstoke Sign Amendment Bylaw No. 1676, 2002
Moved by Councillor MacFarlane, seconded by Councillor Frew that City of
Revelstoke Sign Amendment Bylaw No. 1676 receive First, Second and Third
Readings.

OLD BUSINESS:
1. Canadian Cancer Society - Relay for a Friend - May 25, 2002
Moved by Councillor Singh, seconded by Councillor Fransen that Council waive the
fees for use of the Grandstand, stage at Centennial Ball Field, the track, ball
fields and approximately 20 tables and 200 chairs estimated at $150.00 and that
the funds be provided from the Council Contingency Fund.

NEW BUSINESS:

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Fransen that Council
resolve into In Camera at 4:35 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.
CARRIED
BUSINESS ITEMS:
1. BC Gas - Revelstoke Propane Supply Options for 2002 - 2003 Contract Year
It was recommended to Council that it support the 2002 - 2003 Propane Strategy
as outlined and recommended by BC Gas.
ADOPTION OF RESOLUTION(S):
Moved by Councillor MacFarlane, seconded by Councillor Scarcella that the
resolution(s) as approved by Council In Camera, be adopted.

meeting adjourn at 5:08 p.m.
