CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Fransen, seconded by Councillor Richardson that the Agenda
be adopted with the following addition: COMMITTEE REPORTS: Councillor Fransen,

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - November 26, 2001
Moved by Councillor MacFarlane, seconded by Councillor Singh that the Minutes of
the Regular Council Meeting held November 26, 2001 be adopted as presented.

DELEGATION:
1. Alicia Gibson Re: Youth Links
Alicia Gibson informed Council about the Youth Links Program funded by the
Columbia Basin Trust. Miss Gibson advised that she was the only person from
Revelstoke who applied this past year but any residents of the Columbia Basin
aged 17-19 can apply. Once selected, the groups travel throughout the Columbia
Basin doing work projects in communities and also learning about the history of
the area and the dams. Each community has its own project to be worked on which
could involve anything from painting to rebuilding of trails. In this area, they
worked on the Mt. Begbie Trail making it more accessible and also on the
Williamson Lake Trail.
Miss Gibson went on to say that it was a great learning experience and as well
as working on projects they had fun excursions one of which was a Wilderness
Trip, hiking up to the Asulkan Hut (close to Rogers Pass). During this excursion
they learnt about glaciers, wildlife and plants that grow at higher altitudes.
Mayor Bernacki thanked Miss Gibson for her presentation she then left the
meeting at 3:40 p.m.
2. John Netzel Re: Board of Variance Decision - Setbacks
Mr. Netzel advised Council that he was seeking accountability in regards to the
decision not to enforce the City of Revelstoke's Bylaws when requested to do so
by the law firm of Sigalet, Maguire & Marsden. Mr. Netzel informed Council of
the Bylaws which he believed to have been violated, he also left Council with a
letter outlining questions for which he would like to receive a written
response.
Mayor Bernacki thanked Mr. Netzel for attending he then left the meeting at 3:50
p.m.

Moved by Councillor MacFarlane, seconded by Councillor Richardson that a letter
of thanks be sent to Mr. Cooke and members of the Indoor Pool Committee.

CORRESPONDENCE:
1. Revelstoke Association for Community Living Re: Provincial Government Core
Review and Budget Cutbacks
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
support the affected organizations in their efforts to lobby the provincial
government.

2. Beverly Clark Re: Animal Control
Moved by Councillor Richardson, seconded by Councillor Fransen that the
correspondence from Ms. Beverly Clark regarding animal control be referred to
the Protection Committee for review.

3. Residents on Seventh Street Re: Snow Removal Process
Moved by Councillor Fransen, seconded by Councillor Frew that the petition
received from the residents on Seventh Street regarding snow removal process be
referred to the Public Works Committee for review.

4. Revelstoke Community Skills Centre Re: Letter of Support
Moved by Councillor MacFarlane, seconded by Councillor Singh that Council
provide a letter of support to the Revelstoke Community Skills Centre for their
proposal to establish a Community Coordinator Contract to Deliver the Targeted
Wage Subsidy Program in Revelstoke.

5. Okanagan Regional Library Re: Appointment to the Okanagan Regional Library
Board
Moved by Councillor MacFarlane, seconded by Councillor Fransen that Councillor
Richardson be re-appointed to the Okanagan Regional Library Board and that
Councillor Singh remain as alternate.

3. Doreen McGillis Re: Removal of elm trees from City property - 200 block of
Sixth Street East on November 28, 2001
Ms. McGillis informed Council that residents of the first two blocks of Sixth
Street East were concerned that on November 28th, 2001 two large healthy elm
trees were removed from City property. The trees were apparently removed for
improvements to the street and sidewalk even though there are no immediate plans
to upgrade Sixth Street in the near future. Residents on the street have opposed
the removal of the trees over the years, yet they continue to be removed without
consultation or notification to the residents.
Ms. McGillis advised that the residents of Sixth Street East who had signed the
petition presented to Council, value the heritage, social, environmental and
economic benefits of the large trees that line their street and request that
these trees be considered to be of heritage value and be protected under Bylaw
1519 Section 7 - Heritage. The residents also encourage Council to provide
written commitment that no trees on City property on Sixth Street will be
removed without one month's prior notification and consultation with residents
(unless there is a serious public safety hazard); improve pruning techniques for
remaining boulevard trees; increased priority for Sixth Street to be upgraded
with improved sidewalks, lighting and drainage, designed in such a way to
protect the remaining boulevard trees and to develop a plan that protects the
trees and green spaces within the City of Revelstoke.
Moved by Councillor Scarcella, seconded by Councillor Richardson that the
cutting of trees on City property be referred to both the Parks and Recreation
and Public Works Committees to review the procedure for removing trees on City
property.
Mayor Bernacki thanked Ms. McGillis and the residents for attending, they then
left the meeting at 4:25 p.m.

Moved by Councillor Fransen, seconded by Councillor Richardson that the City of
Revelstoke Building Bylaw No. 1361 be amended as outlined in the memorandum from
the Building Inspector/Bylaw Enforcement Officer dated November 21, 2001 and
that the City of Revelstoke Wood Stove Inspections Policy be amended by deleting
"THAT the Building Inspector inspects new installations only which are covered
by a current building permit" and replace with the following: "THAT the City
will require inspections of all installations and alterations to a Solid Fuel
Burning Appliance. The Inspector will inform the owner of existing systems, that
although all efforts are made to ensure the system meets code requirements, we
are unable to verify complete compliance of items which are not able to be
seen".

9. Janitorial Service Contract - RCMP Facility
Moved by Councillor Fransen, seconded by Councillor Singh that Council approve a
two-year contract renewal commencing January 1, 2002 with Apex Janitorial for
custodial services required at the RCMP facilities under the same terms and
conditions of the current contract.
After discussion the mover and seconder agreed to withdraw the motion.

Moved by Councillor Fransen, seconded by Councillor Scarcella that Council
approve continuation of the existing contract with Apex Janitorial for custodial
services at the RCMP facility located at 320 Wilson Street under the same terms
and conditions of the current contract from January 1, 2002 until such time as
the RCMP relocate to the new facility; that two weeks notice of termination will
be given to Apex Janitorial and that a new contract be tendered for the new
facility located at 404 Campbell Avenue.

1. Notice of Regular Council Meetings, Standing Committee Meetings and
Commission Meetings for the year 2002
Moved by Councillor MacFarlane, seconded by Councillor Richardson that Council
approve the dates for scheduled Council Meetings, Standing Committee Meetings
and Commission Meetings for the year 2002.

2. Janitorial Service Proposals for City Hall
Moved by Councillor Fransen, seconded by Councillor Singh that the janitorial
services contract for City Hall be awarded to Apex Janitorial commencing January
1, 2002 and terminating December 31, 2002 with two, one-year renewal options for
the sum of $800 per month with an approved $12.00 per hour rate for additional
duties over and above said contract.

3. Notice to Restrict Occupancy - St. Peter's Anglican Church
Moved by Councillor Frew, seconded by Councillor Fransen that the following
resolution be adopted by Council:
WHEREAS the City has been provided a copy of the Report of Eileen Fletcher,
Architect, advising that the church building in the City of Revelstoke with a
civic address of 622 Second Street West is structurally unsound, and
recommending that the church building not be occupied during the winter months;
and
WHEREAS the owner of the building, being aware of the architect's
recommendation, has taken no steps to repair or reconstruct the building or
limit occupancy of the building, but continues to use the building for assembly
uses thereby endangering the safety of persons so assembled;
BE IT RESOLVED pursuant to s.727 of the Local Government Act that the church
building be declared a nuisance, and that the owner of the building:
1. immediately upon being served with a copy of this resolution, cease using the
building for assembly purposes until the roof has been repaired or reconstructed
and the City has been provided a report of a structural engineer certifying that
the building is safe to occupy;
2. immediately upon being served with a copy of this resolution, post notices on
the doors of the building in the form attached to this resolution, indicating
that the premises are unsafe to occupy; and
3. within 24 hours of being served with a copy of this resolution, secure the
building to the satisfaction of the City Building Inspector, to prevent entry by
all persons.

Moved by Councillor Richardson, seconded by Councillor Fransen that Council
resolve into In Camera at 5:10 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.

BUSINESS ITEMS TO REPORT:
1. Snowmobilers' Parking Lot
It was agreed that Public Works be permitted to station the oldest standby
grader at Selkirk Mountain Helicopters' site and allow the two or three grader
operators involved in the Revelstoke Snowmobile Club to operate it when snow
removal is required for the new parking/staging area adjacent to the former CSRD
landfill site on Westside Road. Also that the grader must be available to the
City when snow removal is required during extremely heavy snowfalls or when
another grader is in the shop for repairs.
2. Invitation to Speak at Economic Development Symposium in New Brunswick
It was agreed to accept the invitation from Atlantic Canada Opportunities Agency
for a representative from Revelstoke to speak at the Dynamic Community
Leadership - Fuelling Economic Development Symposium, March 14 to 15, 2002 in
Miramichi City, New Brunswick. Mayor Bernacki offered to contact the group to
try to determine who would be best suited to attend.

Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
resolutions as approved by Council in Camera be adopted.
