MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, SEPTEMBER 24, 2001

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:31 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor MacFarlane, seconded by Councillor Fransen that the Agenda
be adopted with the following addition: COMMITTEE REPORTS: Councillor Frew,
Chairman Environmental - Planning and Land Development 8.c) Survey of Public
Opinion for Proposed Neighbourhood Pub / 312 - 314 First Street West,
Revelstoke, BC.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - September 10, 2001
Moved by Councillor Scarcella, seconded by Councillor Richardson that the
Minutes of the Regular Council Meeting held September 10, 2001 be adopted as
presented.

DELEGATION:
1. Adam Christie, Conservation Officer Re: Introduction
Mr. Christie introduced himself to Council and advised that he is the
Conservation Officer recently appointed to Revelstoke and that he will be
handling such things as problem wildlife and environmental enforcement for this
area. Mayor Bernacki informed Mr. Christie that Council is happy to have a
Conservation Officer based in Revelstoke.
Mayor Bernacki thanked Mr. Christie for attending, he then retired from the
meeting at 3:35 pm.

1. Telus Re: CRTC Local Calling Area Expansion Guidelines
2. Cat Powder Skiing Re: First Street Holdings Ltd. Liquor Licence application
and British Columbia & Yukon Hotels' Association Re: Application for "D" Class
Liquor License (Neighbourhood Pub)
Moved by Councillor Fransen, seconded by Councillor Singh that correspondence
from Cat Powder Skiing and British Columbia & Yukon Hotels' Association be
referred to the Planning Committee for review.

3. Revelstoke Association for Community Living Re: Street Closure Request
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
approve the Revelstoke Association for Community Living's request to close
Mackenzie Avenue between Second and Third Streets on Saturday, October 13, 2001
from 7 am until 12 pm to host a garage sale.

4. Revelstoke Chamber of Commerce Re: Santa Claus Parade
Moved by Councillor Scarcella, seconded by Councillor Singh that Council approve
the request from the Revelstoke Chamber of Commerce for the Santa Claus Parade -
December 8, 2001 at 4 pm.

COUNCILLOR FRANSEN, Chairman Environmental - Public Works
1. Minutes of a Revelstoke Tourism Advisory Committee Meeting - September 4,
2001
2. Minutes of a Public Works and Protection Committee Meeting - September 13,
2001
i. Woodstove Inspections
Moved by Councillor Fransen, seconded by Councillor Richardson that Council
authorize the following:
a. that the Building Inspector inspects new installations only which are covered
by a current building permit;
b. that the City not carry out inspections on existing systems. If a letter of
assurance is needed, the owner / insurance company shall be responsible to
ensure they have a qualified inspector; and
c. that staff provide residents with information regarding codes and safety
standards for heating systems and chimneys.

ii. 15 minute Parking Zone - Bocci's Groceteria, 509 Fourth Street East
Moved by Councillor Fransen, seconded by Councillor Richardson that Council
approve a 15 minute parking zone in front of Bocci's Groceteria at 509 Fourth
Street East from 8:00 am to 8:00 pm daily.

iii. Request for Alley Paving - 400 block Mackenzie Avenue
Moved by Councillor Fransen, seconded by Councillor Richardson that the request
for the City to pave the alley behind the 400 block of Mackenzie Avenue be
denied and that staff advise the residents what other options are available to
them (i.e. local improvement program).

iv. Signage Issues
Moved by Councillor Fransen, seconded by Councillor Richardson that Council
approve the installation of two Stop signs on the frontage road in front of
Alpine Shell and Scotties Restaurant; that the Yield sign at the junction of
Lundell Road and Big Eddy Road be changed to a Stop sign and a Stop Ahead signed
be installed on Lundell Road; and that Yield signs on the frontage road between
the Shell and Subway be installed.

v. Septic Waste Update
Moved by Councillor Fransen, seconded by Councillor Richardson that Council
authorize staff to contact the Regional District to discuss a joint septage /
composting facility on the existing landfill site.

vi. Proposed Fees MTI - Water Bylaw Infractions
Moved by Councillor Fransen, seconded by Councillor Richardson that Council
approves the proposed list of fines for offences to the City of Revelstoke Water
Bylaw No. 1643 as presented and that staff be authorized to draft an amendment
to the City of Revelstoke MTI Bylaw No. 1567, 1997.

1. Minutes of a Heritage Commission Meeting - September 18, 2001
i. Promotion of Public Awareness for Heritage Preservation
Moved by Councillor Singh, seconded by Councillor Scarcella that staff send a
letter to Ms. Freer thanking her for all her efforts in promoting heritage in
Revelstoke.

ii. Heritage Awards
It was agreed that the awards would be given out during the November 26, 2001
regular Council meeting.
2. City of Revelstoke Zoning Amendment Bylaw No. 1662
Moved by Councillor Singh, seconded by Councillor Fransen that Council revise
City of Revelstoke Zoning Amendment Bylaw No. 1662 to clarify that the purpose
of the rezoning is to provide for subdivision of the land to accommodate a hobby
farm and to reference attached Schedule 'A' outlining the proposed zoning
changes; and that the Public Hearing be rescheduled to 3:00 p.m., Tuesday,
October 9, 2001.

3. Survey of Public Opinion for Proposed Neighbourhood Pub / 312 - 314 First St.
West
Moved by Councillor Singh, seconded by Councillor Fransen that the Survey of
Public Opinion for the proposed Neighbourhood Pub be referred to the Planning
Committee for further review.

Mr. Brunetti retired from Council Chambers at 4:15 p.m.

i. VISA/MasterCard payment service
Moved by Councillor Richardson, seconded by Councillor Fransen that the City of
Revelstoke proceed with introducing VISA/MasterCard payment services.
Discussion took place on the motion.
Moved by Councillor Scarcella, seconded by Councillor Singh that the original
motion be tabled until the next meeting when all of Council will be in
attendance.

ii. Columbia Mountains Institute - Grant-in-aid request
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the
Columbia Mountains Institute's request for a grant-in-aid to the value of
$400.00 be approved.

iii. Revelstoke Chamber of Commerce on behalf of Raid the North - Grant-in-aid
request
Moved by Councillor Scarcella, seconded by Councillor Richardson that the
request from the Revelstoke Chamber of Commerce on behalf of Raid the North for
the forgiveness of costs at the Community Centre in the amount of $605.09 be
denied.

iv. City of Revelstoke Tax Exemption Bylaw No. 1663
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that City of
Revelstoke Bylaw No. 1663, 2001 being a bylaw to allow for the exemption from
taxation pursuant to Section 339 and 341 of the Local Government Act be given
First, Second and Third readings.

COUNCILLOR SINGH, Chairman Social - Parks and Recreation
1. Minutes of a Parks and Recreation Committee Meeting - September 12, 2001
i. WCB Workers Memorial Project
Moved by Councillor Singh, seconded by Councillor Fransen that Council support
the plans for the WCB Memorial Project at Centennial Park.
CARRIED
Mayor Bernacki requested that the Planning Department look at including this
area for placement of benches.
2. Indoor Pool Open House
It was agreed that the Open House be scheduled for October 11, 2001.
3. Raymond F. Rose - Letter of Appreciation

Moved by Councillor Richardson, seconded by Councillor Fransen that Council
resolve into In Camera at 4:40 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.
