MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, JULY 9, 2001

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Fransen, seconded by Councillor Frew that the Agenda be
adopted with the following addition: DELEGATION 5.b) Gordon Frocklage Re: Sewage
Treatment Plant

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - June 25, 2001
Moved by Councillor Scarcella, seconded by Councillor Richardson that the
Minutes of the Regular Council Meeting held June 25, 2001 be adopted as
presented.

BUSINESS ARISING FROM THE MINUTES:
Regular Council Meeting - June 25, 2001

DELEGATIONS:
1. Helena Kwok, Mannings Restaurant Re: Condition of Streets
Mrs. Kwok informed Council of her concern that the City look attractive to the
tourists. Of particular concern to Mrs. Kwok was the cleaning of sidewalks,
garbage on the streets and also the tree in front of her business which covers
up the sign.
Mayor Bernacki informed Mrs. Kwok that cleaning of sidewalks in front of local
businesses was the owners responsibility. With respect to the tree, it may be
possible to have it pruned so that it doesn't cover up the signage.
Moved by Councillor Singh, seconded by Councillor Fransen that the Parks and
Recreation Department prune the tree in front of Mannings Restaurant and that
they review the inventory of trees to determine whether additional pruning is
required.

Mayor Bernacki thanked Mrs. Kwok for attending the meeting.
2. Gordon Frocklage Re: Sewage Treatment Plant
Mr. Frocklage informed Council that he was very concerned with the unbearable
fumes emanating from the sewage treatment plant. Mr. Frocklage indicated that
the gases being released may affect residents' health and suggested that the
City should make announcements to advise residents whether there is any
potential risk to health or not. When contacting the Public Works Department to
find out the reason for the odour, Mr. Frocklage received conflicting answers
regarding the problem.
Mr. Yeomans advised that there had been a problem with a compressor at the
sewage treatment plant, however, the remaining compressor had kept the oxygen at
the required level. Mr. Yeomans stated that the compressor not working was not
the cause for the odour. The problem appears to be caused by chemicals that are
discharged into the sewer system which kill off the bacteria. Tests have been
conducted and sent away to determine what chemicals have been discharged into
the sewer system. Unfortunately it takes a few days for the lab reports to come
back. In the meantime, everything possible is being done to try to correct the
problem.
Mayor Bernacki thanked Mr. Frocklage for attending the meeting. Mr. Frocklage,
Mr. Glave and Mrs. Kwok then retired from Council Chambers.
Councillor Frew asked that the Public Works Department place an announcement on
the radio to update residents.

Moved by Councillor Singh, seconded by Councillor Richardson that Council
approve the Mountain Arts Festival Committee's request to close Grizzly Plaza
and the two adjacent parking lots to traffic from 4:00 p.m. to 8:00 p.m. on
Friday, September 14, continue after the farmers market to 8:00 p.m. on
Saturday, September 15 and from 9:00 a.m. to 5:00 p.m. on Sunday, September 16,
2001.

3. Revelstoke Chamber of Commerce Re: Street Closure Request
Moved by Councillor Singh, seconded by Councillor Fransen that Council approve
the Revelstoke Chamber of Commerce request to close Mackenzie Avenue between
First and Second Streets on Sun-day, August 19, 2001 between 10:00 a.m. and 5:00
p.m. for an outdoor festival in conjunction with the Raid the North Adventure
Race.

Councillor Fransen reported on the water restrictions in place and the
importance of abiding by the restrictions in order to keep an adequate water
supply for firefighting purposes.
7. Western Access - Trans Canada Highway and Victoria Road
Moved by Councillor Fransen, seconded by Councillor Richardson that Council send
a letter to the Minister of Transportation and Highways with a copy to Wendy
McMahon, MLA informing them of the road work recently completed by the City and
request that they now proceed to clean up and upgrade the intersection at the
Trans Canada Highway and Victoria Road.

Moved by Councillor Singh, seconded by Councillor Fransen that the Community
Centre Flooring - Multi Purpose Rooms 1, 2, & 3 Tender be awarded to Revelstoke
Flooring Centre for the low bid of $32,550.81 including GST subject to the Parks
and Recreation Committee approving the flooring material and colours.

1. John Scarcelli Sr. - Retirement Volunteer Firefighter
Moved by Councillor Singh, seconded by Councillor Fransen that a letter be sent
to John Scarcelli, Sr.
in appreciation of his 30 years of service to our community as both a Career and
Volunteer Fire Fighter.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Fransen that Council
resolve into In Camera at 4:16 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.
