MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, FEBRUARY 12, 2001

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Singh, seconded by Councillor MacFarlane that the Agenda be
adopted as presented.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - January 22, 2001
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
Minutes of the Regular Council Meeting held January 22, 2001 be adopted as
presented.

BUSINESS ARISING FROM THE MINUTES:
Regular Council Meeting - January 22, 2001

DELEGATION:
1. Mark McKee - Revelstoke for a Safe Trans Canada Highway
Mr. McKee stated that as a result of the tragic accident which occurred on
November 27, 2000 on the Trans Canada Highway the Revelstoke for a Safe Trans
Canada Highway Committee was formed. The main goal of the Committee is to make
both Provincial and Federal governments responsible to upgrade the Trans Canada
Highway.
Mr. McKee reported that the Trans Canada Highway was constructed in the 1960's
and that some sections were not constructed to the standards at that time.
Information was also provided which showed that the number of fatalities and
injuries from accidents on the Trans Canada Highway between Sicamous and Golden
had increased.
In closing, Mr. McKee encouraged Council and the Community to attend the Town
Hall Meeting at the Community Centre on February 13, 2001 starting at 7:30 pm.
Unfortunately, no representation from the federal government will be attending
the meeting.
Councillor Fransen congratulated the committee and hoped they would not be
discouraged by the lack of federal government response.
Moved by Councillor MacFarlane, seconded by Councillor Fransen that the City of
Revelstoke send a letter to David Collenette, Minister of Transport expressing
disappointment in the Federal Government's response to the request for federal
support for improvements to the Trans Canada Highway.

Mayor Bernacki thanked everyone for attending and the delegation then retired
from Council Chambers.

1. Ministry of Finance and Corporate Relations Re: Revelstoke Dam and BC Hydro
Grants-in-Lieu
Moved by Councillor Singh, seconded by Councillor Scarcella that the City of
Revelstoke send a letter requesting a meeting with Paul Ramsey, Minister of
Finance and Corporate Relations regarding Revelstoke Dam and BC Hydro
Grants-in-Lieu.

5. Community Futures Development Corporation of Revelstoke Re: Grant-in-aid
Request
Moved by Councillor Singh, seconded by Councillor Fransen that Community Futures
Development Corporation of Revelstoke be awarded a grant-in-aid estimated at
$390.00 to cover the costs of renting the Revelstoke Community Centre on April
7, 2001 for a Community Technology Conference.

6. Mercy for Youth Ministries Re: Grant-in-aid Request
Moved by Councillor MacFarlane, seconded by Councillor Fransen that Staff obtain
further information on the Grant-in-aid request and report back to Council at
the meeting on February 26, 2001.

7. Town of Golden Re: Invitation to twin with the Town of Golden in the
Communities in Bloom National Competition in 2001
Moved by Councillor Fransen, seconded by Councillor MacFarlane that Mr. Paul
Hambruch be invited to the Council Meeting on February 26, 2001 to discuss the
Invitation to twin with the Town of Golden in the Communities in Bloom National
Competition for 2001.

8. Bert Byman Re: Resignation from Board of Variance
Moved by Councillor MacFarlane, seconded by Councillor Richardson that a letter
of thanks be sent to Mr. Bert Byman for his many years serving on the Board of
Variance.

9. BC Festival of the Arts Re: Inviting bids to host the 2003 and 2004 BC
Festival of the Arts
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the
Invitation for bids to host the 2003 and 2004 BC Festival of the Arts be
referred to the Arts Council and that the Arts Council be advised that the City
of Revelstoke will be available to assist.

Moved by Councillor Fransen, seconded by Councillor Scarcella that the issue of
creating a park in the area of Fourth Street East and Simpson Street as
suggested in Mr. Prescott's letter be referred to the Parks and Recreation
Committee for review and report back to Council.

Moved by Councillor Fransen, seconded by Councillor Singh that Staff be
authorized to complete an in house survey of the park area surrounding Seymour
place; that Staff notify residents with encroachments as identified in the
survey to explain their options; that Staff prepare a License to Use Agreement
that includes a proposed Fee Schedule between the City of Revelstoke and
property owners; and that Staff be authorized to order the removal of all
encroachments where the owners do not wish to enter into License to Use
Agreements and further, if encroachments not removed by the property owners as
required above; that Staff be authorized to prepare a removal bylaw under
Section 698 of the Local Government Act.

Moved by Councillor Fransen, seconded by Councillor Singh that Staff be
authorized to proceed with filing a notice against title pursuant to Section 700
of the Local Government Act and that Council issue a Notice of Hearing to the
owner advising that a hearing will be held at 3:00 p.m. on March 12, 2001 in
Council Chambers.

Moved by Councillor Fransen, seconded by Councillor MacFarlane that Staff be
authorized to proceed with filing a notice against title pursuant to Section 700
of the Local Government Act and that Council issue a Notice of Hearing to the
owner advising that a hearing will be held at 3:00 p.m. on March 26, 2001 in
Council Chambers.

Moved by Councillor Fransen, seconded by Councillor MacFarlane that Staff be
authorized to proceed with filing a notice against title pursuant to Section 700

owner advising that a hearing will be held at 3:00 p.m. on March 26, 2001 in
Council Chambers.

Adoption
Moved by Councillor Fransen, seconded by Councillor Singh that City of
Revelstoke Zoning Amendment Bylaw No. 1651 be given Third Reading and be Adopted
by Council.

Moved by Councillor Singh, seconded by Councillor Fransen that Council provide a
letter of support to Minor Hockey and the Curling Club if they decide to apply
to the Columbia Basin Trust for funds to hire an architect to develop further
plans.

1. Mike Martiniuk - Retirement
Mayor Bernacki reported that Mike Martiniuk, Fire Chief will be retiring on
March 30, 2001. Mayor Bernacki extended Council's appreciation for his many
years of dedicated service and wished him well on his retirement.

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Fransen that Council
resolve into In Camera at 4:50 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.

BUSINESS ITEMS TO REPORT:
1. Aquatic Centre - Anticipated Property Tax Increases
It was agreed that the schedules outlining the effects on business class
taxation, as provided by the Director of Finance, be released to the Revelstoke
Chamber of Commerce to present to the business community for information.
ADOPTION OF RESOLUTION(S)
Moved by Councillor MacFarlane, seconded by Councillor Richardson that the
resolutions as approved by Council in Camera be adopted.
