MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Fransen, seconded by Councillor MacFarlane that the Agenda
be adopted with the letters from The Governor General and Office of the Prime
Minister under the information section be included under CORRESPONDENCE: 6.g)
The Governor General - Letter of Congratulations Re: Trans Canada Highway
Accident; and 6.h) Office of the Prime Minister - Acknowledgement of
Correspondence Re: Trans Canada Highway

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - January 8, 2001
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that the
Minutes of the Regular Council Meeting held January 8, 2001 be adopted as
presented.

BUSINESS ARISING FROM THE MINUTES:
Regular Council Meeting - January 8, 2001

DELEGATION:
1. North Columbia Environmental Society Re: Reducing Pesticide Use in Revelstoke
Pat Dunn of the North Columbia Environmental Society (NCES) introduced Jackie
Morris who is working on a campaign to Reduce Pesticide Use in Revelstoke.
Jackie Morris informed Council that the objectives of the campaign are to raise
awareness of the issue of pesticide use; promote the reduction of pesticide use
for cosmetic and industrial use within the community of Revelstoke; and promote
environment friendly alternatives for domestic users of pesticides.
The NCES has a number of tasks planned to promote alternatives to pesticide use
and plan to begin their campaign in the spring of 2001. The NCES will be seeking
approximately $3500 to carry out their education plan and expect to do their own
fund raising for the project.
At this time the NCES is asking for Council's endorsement of the campaign and
requesting the City show leadership by participating in the project to reduce
pesticide use in Revelstoke.
Moved by Councillor MacFarlane, seconded by Councillor Singh that the issue of
support for Reducing Pesticide Use in Revelstoke and whether the City can find
ways to participate in reducing pesticide use be referred to the Parks and
Recreation Committee for review and report back to Council.

CORRESPONDENCE:
1. District of Salmon Arm Re: RCMP Contract Policing Costs
Moved by Councillor Scarcella, seconded by Councillor Fransen that the City of
Revelstoke send a letter to Okanagan Mainline Municipal Association supporting
the resolution being brought for-ward to the Union of BC Municipalities by the
District of Salmon Arm regarding RCMP Contract Policing Costs.

2. District of Hudson's Hope Re: Deregulation of Electricity
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City of
Revelstoke send a letter to the Honourable Ujjal Dosanjh, Premier supporting the
District of Hudson's Hope position regarding Deregulation of Electricity and
copies of the letter be forwarded to all noted on District of Hudson's Hope
letter with the addition of MLA, the Honourable Jim Doyle.
Moved by Councillor MacFarlane, seconded by Councillor Frew that the motion be
tabled and referred to the Economic Development Committee for review and report
back to Council.

3. Ministry of Environment, Lands and Parks Re: Revelstoke Air Quality Data
Mayor Bernacki indicated concern with the increased use of woodstoves. M.
Martiniuk confirmed that there has been a substantial increase in woodstove
installations from September 2000 until now. Not all the woodstoves being
inspected meet the current emission standard regulations.
Moved by Councillor Richardson, seconded by Councillor MacFarlane that the issue
of smoke from woodstoves be referred to the Public Works Committee and report
back to Council and also that the Committee obtain input from the North Columbia
Environmental Society.

4. John Prescott Re: Snow Removal
Moved by Councillor MacFarlane, seconded by Councillor Singh that the concerns
raised in Mr. Prescott's letter regarding snow removal be referred to the Public
Works Committee for review and report back to Council.

Moved by Councillor Frew, seconded by Councillor MacFarlane that the Public
Works Department be approached to determine whether containers can be designed
on an economical basis and if cost is reasonable to proceed with construction or
purchase of containers and that the containers be placed on a trial basis in
Columbia Park, Big Eddy and Kovacs Park dyke areas.

Moved by Councillor Scarcella, seconded by Councillor Richardson that the
request for funding from the ski patrol be denied.

2. City of Revelstoke Revenue Anticipation Borrowing Bylaw No. 1648
Moved by Councillor Scarcella, seconded by Councillor MacFarlane that City of
Revelstoke Revenue Anticipation Borrowing Bylaw No. 1648 be given Final Reading
and be Adopted by Council.

COUNCILLOR SINGH, Chairman Social - Parks and Recreation

MAYOR BERNACKI, Chairman Administration, Policy, Bylaws and Public Relations
1. Lease Renewal - Selkirk Saddle Club
NOTE: Councillor Fransen stated that he may be in a possible conflict of
interest situation due to his residing in this area. Councillor Fransen then
retired from Council Chambers at 4:44 p.m.
Moved by Councillor MacFarlane, seconded by Councillor Frew that the City of
Revelstoke enter into a three-year lease with the Selkirk Saddle Club commencing
February 15, 2001 and terminating on February 14, 2004 for the sum of $300 per
year plus GST for the property more particularly known and described as: Parcel
"A" (Reference Plan 7201) and Parcel "A" (Reference Plan
6828) of Section 23 and Lot "A" of Section 26, Plan 6032 and that Part
of Legal Subdivision 4 of Section 26 which lies to the South of the right bank,
of the Illecillewaet River, all in Township 23, Range 2, West of the 6th
Meridian, Kootenay District.

NOTE: Councillor Fransen returned to Council Chambers at 4:45 p.m.
2. Propane Cost Increases
OLD BUSINESS:

RESOLVE INTO IN CAMERA:
Moved by Councillor Richardson, seconded by Councillor Fransen that Council
resolve into In Camera at 4:55 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.

BUSINESS ITEMS TO REPORT:
1. District Energy Project
It was agreed that Council enter into the Memorandum of Cooperation with Downie
Timber Ltd. outlining the cooperative processes and undertakings of the said
parties in implementing the recommendations of the "Revelstoke District
Heating Concept Options" report dated November 2000.
2. BC Interior Forest Museum Society Re: Columbia View Park
It was agreed that Council accept the BC Interior Forest Museum Society's
proposal to operate and maintain the Columbia View Park site on behalf of the
City of Revelstoke.
ADOPTION OF RESOLUTION(S)
Moved by Councillor Richardson, seconded by Councillor Fransen that the
resolutions as approved by Council in Camera be adopted.

Moved by Councillor MacFarlane, seconded by Councillor Fransen that the meeting
adjourn at 7:00 p.m.
