MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, NOVEMBER 27, 2000

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor MacFarlane that the Agenda be
adopted as presented.

1. Regular Council Meeting - November 14, 2000
Moved by Councillor Fransen, seconded by Councillor MacFarlane that the Minutes
of the Regular Council Meeting held November 14, 2000 be adopted as presented.

BUSINESS ARISING FROM THE MINUTES:

Page 2, Heritage Advisory Commission - Heritage Awards
Councillor Frew reported that Mr. & Mrs. Walford were unable to attend the
Heritage Awards pres-entation at the last Council meeting, however, they wanted
Council to know that they were very pleased to receive the award.

1. District of Hope Re: Increase in BC Gas Rates
2. North Okanagan Health Region Re: Health Care Services
3. Revelstoke Rod & Gun Club Re: Request for support to display the Duke of
Arrow-head in Revelstoke
Moved by Councillor Singh, seconded by Councillor Frew that a letter be sent to
the Ministry of Environment requesting that the reproduction antlers of the Duke
of Arrowhead be sent to Revelstoke to be displayed at the Community Centre and
further request that the original antlers of the Duke of Arrowhead be displayed
in Revelstoke once the tour is finished.

4. Roger Perquy, President, Oliver Senior Center Society Re: Health Care
It was recommended that the correspondence from Roger Perquy, President, Oliver
Senior Center Society be forwarded to the Senior Citizens' Association for
possible distribution.
5. Petition Re: Maintenance of walkway between Viers Crescent and Pearkes Drive
Moved by Councillor Fransen, seconded by Councillor Richardson that the issue of
maintenance of the walkway between Viers Crescent and Pearkes Drive be referred
to the Public Works Committee.

6. Trees for Tots - Request 'No Charge' for Arena Facility Rental Re: Annual
Po-lice/Firemen Charity Hockey Game - February 24, 2001
Moved by Councillor Frew, seconded by Councillor Fransen that Council approve
the grant-in-aid request for use of the arena facility at no charge for the
annual Trees for Tots Charitable Po-lice/Firemen Hockey Game scheduled for
February 24, 2001.

Moved by Councillor MacFarlane, seconded by Councillor Fransen that the City of
Revelstoke Council Indemnity Bylaw No. 1647, 2000 be given First, Second and
Third Readings by Council.

OLD BUSINESS:

NEW BUSINESS:
Correspondence from Mary Kwong Re: Utilities
Councillor Frew requested that staff review the utility charges for Mrs. Kwong's
building.
Revelstoke Golf Club Re: Removal of Trees
It was recommended that the request to remove trees on the golf course will be
discussed at a meeting with the Revelstoke Golf Club Executive which is
scheduled for November 29, 2000.
RESOLVE INTO IN CAMERA:
Moved by Councillor Fransen, seconded by Councillor MacFarlane that Council
resolve into In Camera at 4:32 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.

BUSINESS ITEMS TO REPORT:
1. Ski Hill Bus Service
That the City continue the ski hill bus service at the cost of $2 per one-way
trip, $25 for a season pass or $50 for a family seasons pass and that the
service be offered on days that school is not in session.
2. RCMP Facility
That Grant & Sinclair be engaged to undertake the pre-design/design
development phase at the estimated cost of $47,540 subject to their agreement as
to the scope of work.
That Spiegel Skillen & Associates be engaged to provide Quantity Surveyor
and Value Analysis services as per the RFP developed by BCBC for a total project
cost not to exceed $12,000 plus GST subject to a phased process as per their
proposal.
That Council commit to the construction management procurement option and that
staff undertake to develop and issue a proposal call for such services with a
desired engagement time frame to coincide with completion of the design
development phase.
3. Revelstoke Dam and BC Hydro Grant-in-Lieu
It was agreed to forward the Director of Finance's report to the Honourable Paul
Ramsay, Minister Responsible for BC Hydro; Honourable Jim Doyle, Minister of
Municipal Affairs; Gordon Campbell, Leader of the Official Opposition; Sindi
Hawkins, Hydro Critic; with copies to the Columbia Shuswap Regional District;
and Union of BC Municipalities.
ADOPTION OF RESOLUTION(S)
Moved by Councillor MacFarlane, seconded by Councillor Fransen that the
resolutions as approved by Council in Camera be adopted.

adjourn at 6:00 p.m.
