MINUTES OF THE REGULAR COUNCIL MEETING HELD IN THE
COUNCIL CHAMBERS OF CITY HALL ON MONDAY, SEPTEMBER 25, 2000

CALL TO ORDER:
Mayor Bernacki called the meeting to order at 3:30 p.m. and welcomed everyone in
attendance.
ADOPTION OF THE AGENDA:
Moved by Councillor Frew, seconded by Councillor MacFarlane that the Agenda be
adopted as presented.

ADOPTION OF THE MINUTES:
1. Regular Council Meeting - September 11, 2000
Moved by Councillor Richardson, seconded by Councillor Scarcella that the
Minutes of the Regular Council Meeting held September 11, 2000 be adopted as
presented.

2. Minutes of a Public Hearing - September 11, 2000 (Section 700 Notice)
Moved by Councillor Fransen, seconded by Councillor MacFarlane that the Minutes
of the Pub-lic Hearing held September 11, 2000 be received by Council.

Moved by Councillor MacFarlane, seconded by Councillor Fransen that this be
referred to Ad-ministration to respond to Mr. Wayman advising why the ski hill
road was closed to the public in the off season (ie: public liability,
maintenance costs, protection of assets).

COUNCILLOR FRANSEN, Chairman Environmental - Public Works
1. Tourism Development Report, Minutes and Expenditures - July & August 2000
2. Contract - Preparation of winter sand at City's Airport gravel pit
Moved by Councillor Fransen, seconded by Councillor Frew that Council award the
contract for preparation of 5000 m3 of granular bedding material, in accordance
with the tender specification, to Elgin Construction Ltd. for the low bid in the
amount of $29,000.00 plus applicable taxes.

3. Minutes of the Public Works Committee Meeting - September 14, 2000
i. Handicap Access Grizzly Plaza
Moved by Councillor Fransen, seconded by Councillor Richardson that Public Works
be authorized to install wheelchair access ramps on both sides of Mackenzie
Avenue in Grizzly Plaza, towards the end of the bus stop.

2. Minutes of the Planning Committee Meeting - September 22, 2000
NOTE: Mayor Bernacki stated that she may be in a possible conflict of interest
situation due to her residing in the immediate area of the proposed accessory
building. Mayor Bernacki turned over the position of Chair to Councillor Frew
and she then retired from Council Chambers at 3:45 p.m.
i. Jim Gawiuk (2065 Laforme Blvd)
Moved by Councillor Frew, seconded by Councillor Scarcella that staff be
authorized to arrange an informal public information meeting with the neighbours
who responded in writing; and that the meeting be held in conjunction with the
Planning Committee at 3:30 p.m. on October 5, 2000.

NOTE: Mayor Bernacki returned to Council Chambers at 3:50 p.m. and resumed the
position of Chair.
3. City of Revelstoke Sign Amendment Bylaw No. 1645, 2000 - Adoption
Moved by Councillor Frew, seconded by Councillor MacFarlane that the City of
Revelstoke Sign Amendment Bylaw No. 1645, 2000 be given Final Reading and be
Adopted by Council.

2. Minutes of the Economic Development Committee Meeting - September 19, 2000
i. Communications Technology Project - Application to Economic Op-portunities
Fund
Moved by Councillor MacFarlane, seconded by Councillor Frew that Council support
an application in the amount of $5,000 from the Communications Technology
Steering Committee to the Columbia Shuswap Regional District Economic
Opportunities Fund to be used as a contribution towards the completion of the
Communications Technology Feasibility Study.

ii. Kootenay Boundary Land Use Plan - Downie Timber Request for Sup-port
Moved by Councillor MacFarlane, seconded by Councillor Scarcella that the City
of Rev-elstoke recommend to the province of British Columbia that an economic
objective be in-cluded within the Kootenay Boundary Land Use Plan.

1. Food Bank - Request for Letter of Support
Moved by Councillor Richardson, seconded by Councillor MacFarlane that Council
provide a letter in support of the concept for a community kitchen / food bank
which will be attached to the application for funding.

COUNCILLOR SCARCELLA, Chairman Finance
1. Minutes of the Finance Committee Meeting - September 7, 2000
i. Illecillewaet Greenbelt Society
Moved by Councillor Scarcella, seconded by Councillor Singh that the balance of
the grant-in-aid awarded in 1999 in the amount of $800 be released to the
Society.

ii. Revelstoke Arts Council
Moved by Councillor Scarcella, seconded by Councillor Richardson that the
Revelstoke Arts Council be awarded a grant-in-aid in the form of a credit of
$700 to be applied against expenses incurred at the Community Centre for the
Columbia Kootenay Cultural Alliance Conference and that these funds be paid from
the Contingency.

Moved by Councillor MacFarlane, seconded by Councillor Singh that Revelstoke
Community Forest Corporation's response to Council's request for additional
information be referred to the Economic Development Commission for consideration
and report back to Council.

NEW BUSINESS:
1. Columbia Kootenay Fisheries Renewal Partnership - workshop October 21, 2000.
RESOLVE INTO IN CAMERA:
Moved by Councillor Singh, seconded by Councillor Richardson that Council
resolve into In Camera at 4:25 p.m. to further consider items of business
pursuant to Section 242.2 of the Local Government Act.
